RECOMMENDED ACTION: Authorize the Chairman of the Board of Supervisors to sign a letter to the U. S. Department of Housing and Urban Development (HUD) that acknowledges discussion of disposition of two land parcels with four vaunt and deteriorated dwelling units in the Las Deltas Public Housing Development unincorporated North Richmond for use in a Youthbuild Program sponsored by the Redevelopment Agency and the Housing Authority of the County of Contra Costa. 11. FINANCIAL, IMPACT: No County General Funds are required. Ill. REASONS FOR RECOMMENDATION/BACKGROUND: The Housing Authority and the Redevelopment Agency are cosponsors of a Youthbuild training program to further self-sufficiency efforts of at-risk youth in North Richmond. Participants will carry out renovation or rebuilding to replace four vacant, deteriorated, and unusable public housing units on two sites: 1722 Fourth St. and 1849 Fifth St. in unincorporated North Richmond. To obtain HUD approval of a Disposition Application, a letter from an appropriate government official is needed to acknowledge discussion of the proposed disposition. Opportunities for discussion of the proposed disposition were given at the following events sponsored by the Housing Authority: (Public Hearing on Housing Authority Plan January 27, 2003 Resident Advisory Board January 27, 2003 Residents of Las Deltas March 17, 2093 Advisory Housing Commission March 17, 2003 Public Hearing on Subject Disposition Mauch 17, 2003 Board of Commissioners March 18, 2003 IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners choose not to approve the signing of the attached letter, the Housing Authority would not be able to complete a Disposition Application to provide sites for the Youthbuild project. There has been no dissent regarding the proposed disposition and release for use in the Youthbuild Program. Meetings for public commentary were held as follows. Further, at its March 18, 2003 regular meeting, the Board of Commissioners of the Housing Authority of the County of Contra Costa, California, approved a Resolution for submittal of a Disposition Application to the U.S.Department of Housing and Urban Development for the subject parcels.
