FROM:
FROM: FISH AND WILDLIFE COMMITTEE County
DATE: April 1, 2003
SUBJECT: APPROPRIATION OF FUNDS FROM THE FISH AND WILDLIFE PROPAGATION FUND TO
SUPPORT PROJECTS THAT BENEFIT FISH AND WILDLIFE
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
ACCEPT recommendations of the Fish and Wildlife Committee regarding the awarding of grants
from the Fish and Wildlife Propagation Fund; DIRECT the Auditor/Controller to release a total of
$88,195 from the Fish and Wildlife Propagation Fund to the following organizations to support
projects benefiting the fish and wildlife resources of the County: Muir Heritage Land Trust($4,365);
Mt. View Sanitary District($9,850); National Park Service, John Muir NHS ($2,250); Contra Costa
Resource Conservation District on behalf of Contra Costa Watershed Forum ($9,730); Regional
Parks Foundation for the East Bay Regional Park District Planning and Stewardship Department
($4,500); Heather Farm Habitat Task Force ($5,500); Life Garden ($2,000); East Contra Costa
County Habitat Conservation Plan Association ($35,000); Lindsay Wildlife Museum ($15,000).
FINANCIAL IMPACT
No impact to the general fund. A portion of the fines collected from violations of fish and game
regulations in the County is deposited in the Fish and Wildlife Propagation Fund, which has a
current balance of approximately$160,000. State law defines how money in this fund may be spent,
but the Board of Supervisors is responsible for authorizing specific expenditures. The nine projects
recommended to receive funding are consistent with the expenditure criteria established by State
Law.
REASON FOR RECOMMENDATION/BACKGROUND
Since 1996, the Fish and Wildlife Committee (FWC) has implemented a structured process for
reviewing funding requests. The intent of this structured review process was to replace case-by-
case decision-making (such as occurred previously and such as is the norm with most other Fish
and Wildlife Committees) with a grant process that enables comp rative and efficient review of
applications. - :

Appropriation from Fish and Wildlife Propagation Fund
April 1, 2003
The FWC developed a grant application packet(attached)which included a cover letter to explain
the grant process and funding priorities, an application to solicit relevant information about the
project, and a copy of the expenditure criteria established by California law for the Fish and Wildlife
Propagation Fund. In the fall of 2002, application packets were sent to the Fish and Wildlife
Committee mailing lists and to anyone who requested one. A press release was issued on the
availability of funding for fish and wildlife projects. A total of 10 funding applications were received
during the application period, which ended December 31, 2002. The Fish and Wildlife Committee
discussed the funding applications at its January, February and March 2003 meetings. Many
applicants were invited to the February meeting to answer any questions that were raised by the
FWC members.
The amount of funds currently in the Fish and Wildlife Propagation is much larger at present than it
usually is. This is due mainly to a penalty imposed/agreed to last year on an incident of illegal
destruction of red-legged frog habitat. This penalty included payment of$75,000 to the Fish and
Wildlife Propagation, as well as other penalties and actions.
On March 19,2003 the Fish and Wildlife Committee approved the following recommendations to the
Board of Supervisors regarding applications for funding from the Fish and Wildlife Propagation Fund
(each was voted on independently—the results of these votes are listed for each recommendation):
1) Require three general commitments from all projects receiving funding from the Fish and
Wildlife Propagation Fund. a) return funds if the project is not performed; b) provide
documentation and/or accounting to show that funds were spent for the purpose described in
applications, and c)provide a brief summary report on the progress or results of the project by
December 31, 2003. [unanimous, (7 ayes/0 no)]
2) Appropriate $4,365 to Muir Heritage Land Trust for Partnership to Provide Environmental
Education Project [unanimous]
3) Appropriate $9,650 to Mt. View Sanitary District for McNabney Marsh Vegetation
Enhancement Project, [unanimous]
4) Appropriate$2,250 to National Park Service,John Muir NHS for Franklin Creek Restoration.
[unanimous]
5) Appropriate$9,730 to Contra Costa Resource Conservation District on behalf of Contra Costa
Watershed Forum for Contra Costa Creek Signage Program. Require applicant to check price
of producing signs at the Public Works Department and to produce more signs than planned if
cost is less than estimated. [unanimous]
6) Appropriate $4,500 to Regional Parks Foundation on behalf of the East Bay Regional Park
District Planning and Stewardship Department for CA Quail Habitat Enhancement and
Community Outreach Project. [unanimous]
7) Appropriate$5,500 to Heather Farm Habitat Task Force for Restoration of lake and three land
areas in Heather Farm Park Project. [unanimous]
8) Appropriate$2,000 to Life Garden for City Creeks Project(introducing native plants and creek
ecology to middle school students using sections of Walnut Creek and will involve them in
restoration of specific creek areas) Project. [6 ayes/1 no]
9) Appropriate$35,000 to the East Contra Costa County Habitat Conservation Plan Association
to augment the ongoing preparation of a Habitat Conservation Plan/Natural Communities
Conservation Plan for East county by adding an inventory of small scale biological features to
the existing draft landscape level resources inventory. [unanimous]
10)Appropriate $15,000 to Lindsay Wildlife Museum for Purchase of a large flight aviary to be
used for rehabilitating birds of prey Project. [6 ayes/1 abstention (Heckly)]
The Fish and Wildlife Committee did not recommend funding for the following application (a brief
explanation is provided below):
+ Developing The Vegetation Management Video Project, proposed by The Cannonball
Express. The proposed video project is mainly about fire safety and only peripherally
related to fish and wildlife matters. [0 ayes/Ino]

FROM: Contra Costa County Fish and Wildlife Committee
RE: Requests for funding from the Fish and Wildlife Propagation Fund
The Centra Costa County Fish and Wildlife Committee is pleased to announce the availability of funds from.
the Contra Costa County Fish and Wildlife Propagation Fund. The Fish and Wildlife Committee requests the
submission of completed Funding Applications(attached)by December 31,2002. Recommendations of the
Fish and Wildlife Committee will be forwarded to the Coma Costa County Board of Supervisors, which
maintains final decision-making authority for expenditures from. the Fund. Successful applicants may
anticipate receiving funding awards by the summer of 2063.
The Contra Costa County Fish and Wildlife Propagation Fund is entirely supported by fine revenues which
result from violations of the Fish and Game Code and Title 14 of the California Code of Regulations in Contra
Costa.County. Expenditures made from the Fund must benefit the fish and wildlife resources of the County.
Projects awarded funds from.the Fish and Wildlife Propagation Fund must meet the requirements of Section
13103 of the Fish and Came Code (attached) which describes the types of projects that may be eligible.
Though all projects which meet the requirements of Section 13103 will be considered, the Fish and Wildlife
Committee strongly encourages applications relating to activities to protect and conserve fish and wildlife,
including improvement of fish and wildlife habitat, public education about fish and wildlife conservation, and
scientific fish and wildlife research. The Fish and.Wildlife Committee generally does not recommend funding
for operating costs and overhead.
The Committee expects to recommend awards to several applicants, however it is possible that aparticularly
excellent proposal will be recommended to receive a large portion of the total available funds. Awardees will
be asked to provide a summary of the outcomes ofthe project and an explanation of how awarded funds were
spent. During the 200012001 grant cycle a total of$9955 was awarded to the following projects: Monarch
Butterfly Rearing and..Education Project (Carquinez Regional Environmental Education Center: $4405),
Dative Crass Revegetation Project (Mt. Diablo Audubon Society: $750) and Restoration San Francisca
Estuary Steelhead and Salmon Study Project (Center for Ecosystem Management: $4800).
The Fish and Wildlife Committee appreciates your interest in this opportunity to improve the fish and wildlife
resources in Contra Costa.County. Should you have any questions about the Fish and Wildlife Committee or
this funding program, please call Kae Ono at(925) 335-1230.
Office Hours Monday- Friday: 8:00 a.m. -5:00 p.m.
