HomeMy WebLinkAboutMINUTES - 04012003 - C55 ntra TO: BOARD OF SUPERVISORS f Co Costa FROM: FROM: FISH AND WILDLIFE COMMITTEE County DATE: April 1, 2003 SUBJECT: APPROPRIATION OF FUNDS FROM THE FISH AND WILDLIFE PROPAGATION FUND TO SUPPORT PROJECTS THAT BENEFIT FISH AND WILDLIFE SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS ACCEPT recommendations of the Fish and Wildlife Committee regarding the awarding of grants from the Fish and Wildlife Propagation Fund; DIRECT the Auditor/Controller to release a total of $88,195 from the Fish and Wildlife Propagation Fund to the following organizations to support projects benefiting the fish and wildlife resources of the County: Muir Heritage Land Trust($4,365); Mt. View Sanitary District($9,850); National Park Service, John Muir NHS ($2,250); Contra Costa Resource Conservation District on behalf of Contra Costa Watershed Forum ($9,730); Regional Parks Foundation for the East Bay Regional Park District Planning and Stewardship Department ($4,500); Heather Farm Habitat Task Force ($5,500); Life Garden ($2,000); East Contra Costa County Habitat Conservation Plan Association ($35,000); Lindsay Wildlife Museum ($15,000). FINANCIAL IMPACT No impact to the general fund. A portion of the fines collected from violations of fish and game regulations in the County is deposited in the Fish and Wildlife Propagation Fund, which has a current balance of approximately$160,000. State law defines how money in this fund may be spent, but the Board of Supervisors is responsible for authorizing specific expenditures. The nine projects recommended to receive funding are consistent with the expenditure criteria established by State Law. REASON FOR RECOMMENDATION/BACKGROUND Since 1996, the Fish and Wildlife Committee (FWC) has implemented a structured process for reviewing funding requests. The intent of this structured review process was to replace case-by- case decision-making (such as occurred previously and such as is the norm with most other Fish and Wildlife Committees) with a grant process that enables comp rative and efficient review of applications. - : .rr 4-oF CONTINUED ON ATTACHMENT: X YES SIGNATURE: '`" ordon Becker Chair, Fish &Wildlife Committee RECOMMENDATION OF COUNTY ADMINISTRATOR RECOMMENDATION OF BOARD COMMITTEE APPROVE OTHER SIGNATURE(S): ACTION OF B Rpr ON APPROVED AS RECOMMENDED OTHER VOTE OF SUPERVISORS X UNANIMOUS (ABSENT NOW I HEREBY CERTIFY THAT THIS IS A TRUE AND AYES: NOES: CORRECT COPY OF AN ACTION TAKEN AND ABSENT: ABSTAIN: ENTERED ON THE MINUTES OF THE BOARD DISTRICT III SEAT VAGAW OF SUPERVISORS ON THE DATE SHOWN. In the fall of 2002, application packets were sent to the Fish and Wildlife Committee mailing lists and to anyone who requested one. A press release was issued on the availability of funding for fish and wildlife projects. A total of 10 funding applications were received during the application period, which ended December 31, 2002. The Fish and Wildlife Committee discussed the funding applications at its January, February and March 2003 meetings. Many applicants were invited to the February meeting to answer any questions that were raised by the FWC members. The amount of funds currently in the Fish and Wildlife Propagation is much larger at present than it usually is. This is due mainly to a penalty imposed/agreed to last year on an incident of illegal destruction of red-legged frog habitat. This penalty included payment of$75,000 to the Fish and Wildlife Propagation, as well as other penalties and actions. On March 19,2003 the Fish and Wildlife Committee approved the following recommendations to the Board of Supervisors regarding applications for funding from the Fish and Wildlife Propagation Fund (each was voted on independently—the results of these votes are listed for each recommendation): 1) Require three general commitments from all projects receiving funding from the Fish and Wildlife Propagation Fund. a) return funds if the project is not performed; b) provide documentation and/or accounting to show that funds were spent for the purpose described in applications, and c)provide a brief summary report on the progress or results of the project by December 31, 2003.
