This action will directly support all five of the Children's Report Card community outcomes, "Children
Ready for and Succeeding in School", "Children and Youth Healthy and Preparing for Productive
Adulthood", "Families that are Economically Self Sufficient", "Families that are Safe, Stable and
Nurturing", Communities that are Safe and Provide a High Quality of Life for Children and Families" by
providing transportation to meet the needs of all family and providing increased stabilization of the family
unit.

Contractor was selected from applicants to Request for Interest#155 published in December 2001 as the
financial institution partner to manage the loan payment process of the Auto Loan Program for CaIWORKs
participants. Contractor has successfully performed as a partner in the Auto Loan Program during this year.
The Employment and Human Services Department (EHSD) has been awarded Metropolitan Transportation
Commission LIFT Grant funds to support the Contra Costa County Welfare to Work Transportation Action
Plan approved by the Beard of Supervisors in May of 1999 to "develop a mobility support system for current
and former CaIWORKs participants and at risk households to improve their access to employment and related
activities". As defined in the Transportation Action Plan, "Vehicle Programs will provide resources to help
CaIWORKs participants locate affordable reliable car repair and automobile insurance; make reliable cars
available for purchase, lease, or rent through a vehicle clearinghouse; and, to provide training and jobs in car
repair".

One of the methods by which vehicles are successfully provided to CaIWORKs participants in other counties
is providing low cost loans to the participant to enable them to purchase a vehicle. The Aute Loan Program
initiated through this contract last year has turned successful results as well. The Auto Loan Program is
targeted toward those CaIWORKs participants employed for a minimum of three (3) months; have the ability
to make the loan payments as part of a monthly budget; have a demonstrated need for the automobile to
maintain employment; and, have been unable to obtain an auto loan through conventional means.
The loans are facilitated by a collaborative effort of the EHSD transportation project staff and the Contra
Costa FederalCredit Union as the financial partner to the Program. Upon referral from EHSD transportation
staff and clearance by the loan committee, the financial partner issues the loan utilizing funding from this
contract, which establishes the loan fund, and takes a lien on the title to the vehicle. Monthly payments are
made directly to the financial partner who will re-credit the loan fund. The successful CaIWORKs participant
acquires transportation and develops a positive credit rating.

BACKGROIJND!
FamiliesFirst, Inc. operates the county's Shared Family Care program, a family mentoring program that
provides assistance to families who experience multiple barriers and continue to struggle in the family court
system. Services include counseling, information and referral and educational advocacy. The 2002/03
contract was reduced to a 6-month period (July— December) as a result of budget cuts in TANF funding.
Additional funding of$45,000 was later secured to allow EHSD to renew the contract for another 6 months
(through June 30, 2003) to ensure continuity of these services to families in Contra Costa County. The
additional funds of$169,791 represent the unspent funds on the first six-month contract, which will now be
rolled over to the current contract, thereby increasing the total payment limit to $214,791. These funds are
already included in the EHSD 2002/03 budget.

execute contract amendment #38-769-5 with Accountemps to increase the payment limit by
$9,328 to a new payment limit of$38,328 and to extend the contract period from March 31,
2003 to April 30, 2003 for the provision of temporary accounting services.
FINANCIAL IMPACT:
This contract is funded through the State Department of Education and is included in the
Community Services Department's FY 2002-2003 Budget. There is no net County cost to
this contract.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Child Development Division supports two of Contra
Costa County's community outcomes: "Children Ready for and Succeeding in School"
and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by
offering comprehensive services, including high quality early childhood education,
nutrition, and health to low-income children throughout Contra Costa County.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
The amount of temporary accounting services required for the Contra Costa County
Community Services Department's State Child Development programs, and training of
Community Services Department personnel in the accounting of the State Child
Development programs, has exceeded expectations.
Approval of this request will allow for the County to reimburse the contractor for
temporary accounting services provided to assist the Community Services Department in
meeting State Child Development program compliance requirements, as well as training of
Community Services Department personnel.

On April•9, 2002, the Board of Supervisors approved Contract#23-326 with Aspira Technologies,
Inc. for the period from March 18, 2002 through March 31, 2403, for the provision of consultation
and'technical assistance to the Department with regard to designing, developing, maintaining, and
enhancing custom software applications.
Approval of Contract #23-326-1 will allow the Contractor to continue providing services through
March 31, 2004.

#74-1.18-1 with Debra J. DenHerder, M.D. , to provide Psychiatric
services for the East County Child and Adolescent Mental Health
Outpatient Clinic services for the period from February 8, 2002
through February 28, 2003 .
Approval of Contract #74-1.18-2 will allow Contractor to continue
providing Psychiatric services through February 29, 2004 .

RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee
(Jeff Smith, M.D. ) , to execute on behalf of the County, Contract #26-
960-4 with Patricia L. Austin, M.D. , Inc . , (Specialty: ophthalmology) ,
a professional corporation, in an amount not to exceed $1.30, 000, for
the period from April 1, 2003 through March 31, 2004 , to provide
professional ophthalmology services at Contra Costa Regional Medical
Center.
FISCAL IMPACT:
Cost to the County depends upon utilization. As appropriate, patients
and/or third party payors will be billed for services .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S)-:
For a number of years the County has contracted with Medical and
Dental Specialists to provide specialized professional services which
are not otherwise available in its hospital and clinics .
Under Contract #26-960-4 Patricia L. Austin, M.D. , Inc . , will continue
to provide ophthalmology services for Contra Costa Regional Medical
Center, including clinical coverage, consultation, training,
administrative services, on-call coverage, and surgical procedures,
through March 31, 2004 .
