I. RECOMMENDATION:
ADOPT Resolution No. 2003/176 Authorizing the Sheriff, or his designee, to apply for a
Federal Emergency Management Agency, Office of National Preparedness, GO SERV
(Governor's Office on Service and Volunteerism Grant) Grant to provide funding for the
Citizen Corps and Community Emergency Response Team, in an amount not to exceed
$31,464, and to execute a contract to accept such funding if awarded for the period of
December 5, 2002 through December 4, 2003.
II. FINANCIAL IMPACT:
NONE. Expenditures and reimbursement revenues are included in the Office of the Sheriffs
budget.
III. BACKGROUND:
During the 2002 State of the Union Address, President George W. Bush announced the creation of
the USA Freedom Corps, a call to service for every American. The Citizen Corps is a component
of the USA Freedom Corps that brings together leaders from law enforcement, fire services,
emergency medical services, emergency management, volunteer organizations and the private
sector, as well as local officials, to form Citizen Corps Councils. These Councils are geared
toward providing local oversight for engaging citizens in emergency planning and response,
homeland security, and promoting community preparedness and family safety through public
education and outreach training opportunities; and through volunteer programs that draw on
special skills or interests. One of these programs is the CERT (Community Emergency Response
Team) program.
Funding will provide the ability to meet the overall objectives of implementing a county-level Citizen
Corps Council and increase by five the number of new Citizen Corps Councils within jurisdictions in
the County; expand the existing CERT programs and trained community members by at least 25%
to six programs and 100 new members; increase the number of CERT instructor trainers to 16 and
provide training to other jurisdictions within the County and requesting neighboring jurisdictions;
and support and train four teams of four CERT instructor trainers within the Operational Area.

This grant establishes the EASTBAY Works Nurses Workforce Initiative,where the City of Richmond serves as
fiscal agent. This revenue agreement is as a result of a combined grant application between the EASTBAY
Works partners,which include the Workforce Development Board of Contra County,the City of Oakland WIB,
the City of Richmond WIB, and the Alameda County WIB. The EASTBAY Works Nurses Workforce Initiative
addresses the shortage of licensed vocational nurses and registered nurses in the East Bay and provides training
for those vocations. These grant funds will be used for recruitment, career counseling, training, and job
placement in the nursing field.

APPROVE and AUTHORIZE the Community Services Director or designee to
submit an Early Heed Start Grant Application to the U.S. Department of Health
and Human Services, Administration for Children and Families in the amount of
$2,339,360 for Early Head Start program services for the period from September
30, 2003 through September 29, 2004.
FINANCIAL IMPACT:
If this grant application is approved by the U.S. Department of Health and Human
Services, Administration for Children and Families (ACF), funding will be added to
the FY 03-04 Early Head Start Budget. Funding is requested in the following
categories:

CHILDREN'S IMPACT STATEMENT:
The Community Services Department Head Start Program supports two of Contra
Costa County's community Outcomes: "Children Ready for and Succeeding in
School" and "Families that are Safe, Stable and Nurturing." These outcomes are
achieved by offering comprehensive services, including high quality early
childhood education, nutrition, health, and social services, along with a strong
parent involvement focus, to low-income children throughout Contra Costa
County. The overall goal of the program is to bring about a greater degree of
social competence in preschool children from low-income families.

INCOMING FUNDS NARRATIVE STATEMENT
1. PROJECT/PROGRAM TITLE. Early Head Start Select Area Recompetition
for Budget Period 9/30/03-9/29104
2. FUNDING AGENCY. Department of Health and Human Services,
Administration for Children and Families (ACF), Arlington, Virginia
3. SUBMITTAL STATUS. Current five-year grant for Early Head Start ends
September 29, 2003. We must reapply for funding through a competitive
process, i.e., continued funding is not automatic. This application is due no later
than April 11, 2003.
4. PROPOSED TERM. Funding must be requested annually. The current grant
expires 9/29/03. This one year period is from 9/30/03 - 9/29/04 The budget
summary is below.
5. CURRENT FUNDING. Funding for Early Head Start is provided by federal
dollars. Contra Costa County, as Grantee, is required to generate a 20% match
of the total project budget, which may be in cash or in-kind contributions, fairly
valued.
6. FUTURE FUNDING. This Early Head Start funding is based on a competitive
grant process. We are in our fifth year of a five-year grant. The competitive
grant process means that applications from local public and private non-profit or
local for-profit organizations to provide Early Head Start services will be
accepted. Each year, the grantee must submit an application for continuation
funds.

8. STAFFING REQUIREMENTS. As Grantee, Contra Costa County operates
the Early Head Start Program, which is administered and staffed by the
Community Services Department.
9. PROGRAM NEED. The Community Services Department serves the needs
of low-income children (3-5 years of age under Head Start, and prenatal-3 yrs
under Early Head Start) and their families, by providing quality childcare, child
development and other services such as medical and dental needs.
10. RELATIONSHIP TO OTHER PROGRAMS. The Community Services
Department's Early Head Start program combines federal Head Start and state
child development funding into one cohesive program. The Department also has
strong collaborations with other departments within the County and partners with
Community Based Organizations, local private businesses, schools, non-profits,
and volunteer organizations.
11. PROJECT GOALS. There are 5 main goals for the Early Head Start
program for budget period of the grant (9/30/03 - 09/29/04)
GOAL A: To continue to provide high quality systems of care for pregnant
mothers, infants & toddlers that are driven by the Spectrum of Prevention
to promote optimal growth and development.
The Spectrum of Prevention service model is used by Contra Costa
County's Public Health professionals. Strategies include: Influencing
policy and legislation, mobilizing neighborhoods and communities,
fostering coalitions and networks, changing organizational practices,
educating providers, promoting community education, strengthening
individual knowledge and skills. We will apply appropriate areas of this
model to Goal A.
Goal B: To create an environment that supports family bonding, and
encourages family literacy and reading readiness for infants and toddlers
by continuing the High Scope Curriculum and WestEd Philosophy.
Goal C: To implement the Desired Results Developmental Profile (DRDP),
an assessment tool mandated by the State of California, measuring
progress on 52 developmental indicators, for all children 0-3 years of age.
GOAL D: To engage in new and innovative, formal collaborations with
childcare, health care, and community-based partners to maximize quality
services to children and families.
GOAL E: To promote male involvement to positively affect the lives of all
enrolled EHS children, focusing on early literacy activities.
12. STATED OBJECTIVES. Each of the main goals has directly-related
objectives and outcomes, which are included in the grant application.
13. ACTIVITY SUMMARY.

We endeavor to use the latest findings in infant brain developments to structure
staff and parent training that will result in optimum outcomes. We apply
appropriate sections of the service model called the Spectrum of Prevention,
which public health professionals use.
We continue to place a high priority on Fatherhood/Significant Male involvement
in our adult-child activities. At every opportunity, we teach, coach, mentor and
encourage parents to read to their infant/toddler.
This Early Head Start Competitive Grant will emphasize our successful
relationships with our childcare and community-based partners, including faith-
based organizations.
A complete Community Assessment has recently been done, to ensure that we
understand the needs of the community.
We are in the process of implementing the State-required assessment tool called
Desired Results Developmental Profile for all our Early Head Start children.
14. EVALUATION METHOD(S). Measurable, results-based child and family
outcomes have been implemented, or are in the process of being implemented
for Early Head Start children, such as the required State of California's Desired
Results Developmental Profile, for programs providing services through
collaboration with the State of California Department of Education.
15. CHANCES COMPARED TO PRIOR YEAR (if any). Program Goals are
similar to Y2003 goals, with more emphasis this time on Fatherhood activities,
more involvement of parents in early literacy development, and increased
partnering with faith-based organizations.
16. POTENTIAL CONTROVERSIAL ISSUES. done. Public perception of the
Head Start and Early Head Start programs remain positive. The Parent Policy
Council has been involved in planning for this grant application, and will be
approving submission of the grant at the next meeting on March 19, 2003.

SUBJECT: Accept Contributions to County Home Delivered Meals (Meals on Wheels) Program

RECOMMENDATION:
Accept a donation of $100,000 from Meals on Wheels of Contra Costa,Inc.on behalf of the County Home Delivered
Meals Program.(Meals on Wheels)administered by the Public Health Division of County Health Services,to purchase
additional meals for delivery to homebound elders in Contra Costa County.
FISCAL IMPACT:
This $100,000 contribution allows the County Home Delivered Meals Program to deliver approximately 50,000
additional meals to the residences of homebound elders throughout the county to serve approximately 200 additional
homebound elders each day countywide. Substantial voluntary contributions from program clients provide the program
sufficient financial leverage to allow one additional meal as to be delivered for each additional $2.00 received in
private contributions, grants or additional government funds.
BACKGROUND:
Meals on Wheels of Contra Costa, Inc. is a charitable private non-profit coalition of public and private organizations
and individuals founded by County staff in 1990 for the expressed purpose of developing on-going financial resources
to bridge the gap between available government funding levels and the need for additional meals to serve the county's
homebound elders. Since its inception in 1990, and including these contributions,Meals on Wheels of Contra Costa
has to date contributed $502,000 for the purchase of approximately 518,000 additional meals delivered to the
residences of homebound elders throughout Contra Costa County. A grant from the County Administrator's "Grant
Revenue Improvement Program" in each of the last three years has allowed a dramatic increase in private sector
program contributions to the program,resulting in the elimination of waiting lists for program services as of July 2000,
for the first time in the program's history.
Organizations represented on the Meals on Wheels of Contra Costa, Inc. Board of Directors include the Aging and
Adult Services Bureau (Employment & Human Services Department), County Senior Nutrition Program (Health
Services-Public Health), County Advisory Council on Aging, Senior Nutrition Program Advisory Council, West
County Meals on Wheels,Inc.,Senior Outreach Services(aka Family&Community Services,Inc.),and the Martinez
Refining Company.
The County Home Delivered Meals Program is the primary provider of"Meals on Wheels"services in Contra Costa
County,delivering more than 800 meals each day to the residences of homebound elders throughout the county via its
network of more that 60 delivery routes which are almost entirely staffed by volunteers. Service delivery is coordinated
regionally in much of the county through contracts with private non-profit community based agencies.

BACKGROTJND/REASON€S)FOR RECOMMENDATION(S):
The U.S. Department of Health and Human Services has designated the County of Alameda as
"Grantee95 for the purpose of administering the Ryan White CARE Act, Title R funds for the
County's local HIV CARE Consortium, to improve the quality, availability and organization of
health care and support services for individuals with HIV disease and their families.
On May 14, 2002, the Beard of Supervisors approved Agreement #28-594-9, with the County of
Alameda, as the Grantee of federal Ryan 'White CARE Act,Title H funds, for the period from April
1, 2002 through March 31, 2003,for the HTV CARE Consortium.
Approval of Agreement#28-594-10 will provide funding for these services through March 31, 2004.
Four certified/sealed copies of this Board Order should be returned to the Contracts and Grants Unit
for submission to the County of Alameda.

RECOMMENDATION:
A. APPROVE AND AUTHORIZE the Director of the Health Services Department or his designee to
execute and transmit, on behalf of the County, cities and other agencies, a consolidated application
for the 2003 Collaborative Initiative to Help Enc! Chronic Homelessness Funding along with the
necessary certifications and assurances to the Interagency Council on Homelessness.
B. AUTHORIZE the Director of Health Services or his designee, if awarded, to accept up to $15M
in Interagency Council on Homelessness funding and enter into a contract with the "Council" to
perform all responsibilities in relationship to receipt of the funding and contracted provisions for FY
03-04.
FISCAL IMPACT
No County funds required.
BACKGROUND:
The Interagency Council on Homelessness, consisting of the Department of Housing and Urban
Development, the Department of Health and Human Services, and the Department of Veteran
Affairs, has created a joint venture to provide funding for permanent housing and services to the
chronically homeless that will bring about the end to homelessness in 10 years.
The initiative seeps to create a collaborative and comprehensive approach to addressing the
problems of homelessness of our most vulnerable citizens. The County Homeless Program will
work with various community-based organizations and other County programs such as Alcohol and
Other Drugs, Mental Health, and Health Care for the Homeless to provide a comprehensive and
integrated strategy to assist chronically homeless individuals to move off of the streets into
permanent housing with supportive services.

RECOMMENDATION:
APPROVE AND AUTHORIZE the Director of the Health Services Department or his designee
to execrate and transmit, on behalf of the County, cities and other agencies, a Consolidated
Application for the 2003 McKinney-Vento Homeless Assistance Funding along with the
necessary certifications and assurances to the Housing and Urban Development Department
(HUD).
FISCAL IMPACT
No County funds required.
BACKGROUND:
The annual Consolidated Application, in response to the Housing and urban Development
Notice of Funds Availability (NOFA) for McKinney-Vento Homeless Assistance Funding, is a
primary source of funding to Contra Costa County agencies for providing housing and services
for the homeless. This year, $850 million is available to Homeless Assistance Programs
throughout the country. Contra Costa County's "pro rata" need is expected to be approximately
$1.7 million in 2002. Historically, Contra Costa County has received substantially more than
our established "pro rata" need - all of which goes to supportive housing and services to
homeless individuals and families in Contra Costa County.
Since 1996, the County has submitted an annual Consolidated Application for Continuum of
Care Homeless Assistance Program funds. In 2001, Contra Costa County received its largest
allocation to date of $7 million. Currently, the County Homeless Program, Continuum of Care
Advisory Board, and the community are in the midst of preparing the Consolidated Application
for the 2003 NOFA.

The Homeless Continuum of Care Advisory Board has established a process for the 2003
NOFA that is aligned with HUD priorities and provides for the continual strengthening of the
County's Consolidated Application. HUD is insistent that the application demonstrates clear
evidence of community oversight through the Continuum of Care Board. The Contra Costa
Homeless Continuum of Care Advisory Board has approved the community process and
timeline for the development of the County's Consolidated Application this year.
The County Homeless Program is working with the Homeless Continuum of Care Advisory
Board and community agencies to strengthen this year's application and maximize the amount
of HUD funding that comes to Contra Costa agencies. For the third year, the County
Homeless Program and the Continuum of Care Advisory Board is working with HomeBase, a
Bay Area homeless policy organization, to assist with the community participation process. In
addition, HomeBase will provide technical assistance to applicants and coordinate the
consolidation of the application. We are confident that the long standing relationship and
familiarity of HomeBase with Contra Costa County agencies will work to strengthen the overall
Consolidated Application — bringing the maximum federal funding into Contra Costa to provide
services to those in our community who need it the most.

(Wendel Brunner) , to execute on behalf of the County, Interagency
Agreement #28--711 with Crockett Unified School District, to pay the
County an amount not to exceed $3 . 00 per student, for the period from
April 1, 20303 through June 30, 2003, for Public Health Clinic Services
Scoliosis Screening Project for 7th and 8th grade students .
FINAMIAL IMPACT:
Approval of this Interagency Agreement will allow Crockett Unified
School District to pay County $3 . 00 per student, for approximately 165
students, to support the Public Health Clinic Services Scoliosis
Screening Project, through June 30, 2003 . No County funds are
required.

Crocket Unified School District has requested that Contra Costa Health
Services, Public Health Clinic Services, provide Scoliosis Screening
Clinics at their middle schools for their 7th grade girls and 8th
grade boys, throughout the school year. It is anticipated that
Crockett Unified School District will request scoliosis screening
again for the 2003-2004 school year. By providing an outreach program
such as the scoliosis screening of their students, the School District
is able to provide a valuable diagnostic and preventative service to
their students who might otherwise go untreated.
Approval of Interagency Agreement #28-711 will allow Crockett Unified
School District to offer scoliosis screening services to its students
through June 30, 2003 .

In addition to the subdivision request,the applicant is seeping approval of a rezoning for 4.5
acres of the site from General Agriculture--A-2 zoning district---5 acre minimum per parcel,to
Single Family Residential—R-20 zoning district—20, 000 square feet minimum per lot. The
proposed project also includes two off-site improvements: 1)Installation of a 48—inch storm
drain within the Alhambra Valley Road right-of-way,with a discharge headwall into Alhambra
Creek at Wanda Way, 2)Installation of 5,440 linear feet of temporary sewer line, from a pump
station at the Project site along Reliez Valley Road to Sage Street.
The initial study prepared by staff concluded that the preparation of an Enviromnental Impact
Report was warranted, in accordance with the Environmental Quality Act(CEQA). The specific
environmental parameters outlined in the initial study to be addressed in the EIR are as follows:

project. After several proposals were received and thoroughly reviewed,MMA was chosen. MHA
will bring its extensive experience in planning,public participation, and preparation of legally
defensible EIR's to the County to meet the legal, community, and procedural.needs for a sound,
thorough, environmental analysis.
