EA$ the number one preventable cause of death and injury of children and young adults is the automobile collision; and RWEREAS, approximately 150 child passengers under sixteen are killed and 24,000 injured in automobile collisions each year in California; and 9WEhAS, infants and young children are not capable of initiating action to use proper restraints and are not protected adequately by automatic belts or air bags. Only 60 percent of children in this age group are protected by restraint use on fir;r n0e, and 9WEREA5 crashrtested safety seats are moderately priced and widely available for purchase at retail stores and at low cost from car safety seat distribution programs throughout California; and WHEREAS, the State of California has ruled that until children are six years of age or sixty pounds, they must be restrained in child safety seats when riding in motor vehicles and that all other occupants must use safety belts; and 9WERE-AS, the goal of Safety$eltSafe U.S.A. is to further the right of every child to protection from injury or death while being transported in a motor vehicle; NO W, 'I E.REFORR,6, BE IT RESOLVED that the Board of Supervisors does hereby declare the week of March 30 to April 5, 2003 to be Safety Seat Checkup meek in Contra Costa County. JOHN SWEETEN, Clerk of the Board of Supervisors and Coup Administrator. r�By Deputy Clerk Inaoduced by Supertisor Dark DeSauinier, Dutrkt IV In the Matter of National Healthcare Volunteer Day in Recognition) € J Of the John Muir Medical Center Auxiliary and � Volunteers on April 28,2003) RESOLUTION NO.2003/192 WHEREAS,John Muir Medical Center Auxiliary and Volunteers have provided services within the Medical Center and to citizens of Contra Costa County since 1%5 when.John Muir Medical Center opened and WHEREAS,more than 900 volunteers were involved in providing service during 2002;and WHEREAS,these volunteers provided a combined total of over 147,800service hours in 2002,and WHEREAS, these volunteers bring their "special touch" throughout the Medical Center and throughout the service area in Contra Costa County,assist patients and visitors during,periosts of acute illness;provide valuable support to the Medical Center staff;raise funds for state-of-the-art equipment for the Medical center and outreach programs;and provide community,services and social support to seniors in their homes in Central,East and South Contra Costa County. NOW,THEREFORE,BE ff RESOLVED that the Board of Supervisors of Contra Costa County recognizes and honors the John Muir Medical Center Auxiliary and Volunteers for their selfless efforts and proclaims April 28,2003,as National HealthcareVolunteer Day in Contra Costa County. MARK DeSAULNIER Chairman I hereby certify that this is a true and correct copy of an action taken and entered on the minutes of the Board of Supervisors on the date shown:: ATTESTED: April Y,2043 JOHN SWEETEN, Clerk of the Board of Supervisors and County Administrator By (.d 1 Deputy RESOLUTION NO.2003/192 In the Matter of Honoring ) Chief Deputy Public Administrator Carole Silva Rupf ) To Commemorate her Retirelrrent ) kESOLUTION NO. 2003/193 WHEREAS,Carole Silva Rupf is retiring from the position of Chief Deputy of the Office of the Public Administrator Under the District Attorney of Contra Costa County after thirty-seven years of exemplary county service,and WHEREAS,Carole Silva Rupf began her county service in 1963 as a Typist Clerk with the Office of Social Services, where the superior quality of her work was recognized by her advancement to the position of intermediate Stenographer Clerk,and WHEREAS,Carole Silva Rupf after resigning in 1968 in order to stay at home with her young sons,Rick and Paul Silva,rejoined county service in 1971 as an Intermediate StenographerClerk with the 0fI•i>ce of flee Sheriff,and WHEREAS, Carole Silva Rupf transferred to the Office of the District Attorney in 1978 when selected as the Executive Secretary to the District Attorney and where her exceptional and loyal performance greatly facilitated the ability of the District Attorney to maintain communication with the public, members of the legal/law enforcement community and office employees,and WHEREAS,Carole Silva Rupf,while successfully managing the responsibilities of family and work,also pursued her education and received an Associate of Arts Degree from Diablo Valley College in 1981,and WHEREAS, Carole Silva Rupf, continued to advance her level of performance by enthusiastically learning and implementing the new skills demanded by rapid technological advances while,at the same time,always displaying her belief in the value of positive workplace relationships, and was deservedly promoted to District Attorney Program Assistant in 1985,and WHEREAS,Carole Silva Rupt as a result ofher proven abilities,desire to further her knowledge and willingness to assume greater responsibility,was appointed to the position of Public Administrator Program Assistant m the Office of Public Administrator Under the District Attorney in 1991,and WHEREAS, Carole Silva Rupf, through hard work and diligent study rapidly accumulated the knowledge of estate/probate procedures, regulations and laws enabling her to actively carry out the complex and detailed duties associated with the investigation and settlement of estates within the jurisdiction of the Office of Public Administrator Under the District Attorney and was promoted to Deputy Public Administrator in 1991,,and WHEREAS, Carole Silva Rupf, as a result of completion of Paralegal/Probate courses, membership with the California State Association of Public Administrators,Public Guardians and Public Conservators;and her demonstrated proficiency and expertise in the investigation and settlement of numerous este cases,was promoted to Chief Deputy Public Administrator in 1998,and WHEREAS,AS, Carole Silva Rupf continued to steadfastly serve as the Chief Deputy Public Administrator for three District Attorneys and earn respect and admiration for her unquestionable integrity,loyalty and dedication to service until her decision to retire in March 2003. NOW THEREFORE,BE IT RESOLVED that the Board of Supervisors of the County of Contra Costa does hereby recognize and thank with sincere appreciation and congratulate CAROLE SILVA RUPF,on her invaluable thirty-six years of service to the County of Contra Costa and its citizens.
