SUBJECT: LETTER TO ASSEMBLYMEMBER HANCOCK SUPPORTING AB 905
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
DIRECT the Chair of the Board of Supervisors to send a letter to Assemblymember Loni
Hancock in support of AB 905, which aims to compare approaches to the funding of afterschool
programs in California.
BACKGROUND:
AB 905 (Hancock) would require the State Board of Education to select grant recipients from
specified areas to participate in a pilot program for the purpose of comparing program funding
approaches. The bill would require the department to annually review the alternative funding
program and to report to the Legislature regarding its findings and recommendations.
Contra Costa County has invested funds and effort in supporting a variety of afterschool

initiatives throughout the County, including through the County's Afterschool4AII initiative.
Contra Costa County would benefit from information about successful funding models for
afterschool programs.

An act to add Section 8483.71 to the Education Code, relating to
programs.
LEGISLATIVE COUNSEL'S DIGEST
AB 905, as introduced, Hancock. After School Learning and Safe
Neighborhoods Partnership Program: grants:pilot program.
Existing law establishes the After School Learning and Safe
Neighborhoods Partnership Program to create incentives for
establishing local after school enrichment programs and establishes
maximum grant amounts for participating schools. Existing law
provides that the grants be awarded as an annual reimbursement, as
specified.
This bill would require the State Board of Education to select 3 grant
recipients from specified areas to participate in a pilot program for the
purpose of comparing program funding approaches. The bill would
require the department to annually review the alternative funding
program and to report to the Legislature regarding its findings and
recommendations.
Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.
The people of the State of California do enact as follows:
1 SECTION 1. Section 8483.71 is added to the Education Code,
2 to read:

1 8483.71. (a) The State Department of Education shall select
2 three grant recipients to be selected pursuant to subdivision(b)to
3 participate in a pilot program for the purpose of comparing
4 program funding approaches. Notwithstanding Section 8483.7,
5 the pilot program participants shall receive the grant provided
6 pursuant to this article in full prior to the commencement of the
7 school year. The grant award shall be determined based upon the
8 projected number of pupils participating in the program and shall
9 comply with the per-pupil calculations set forth in Section 8484.7.
10 (b) The pilot program participants shall be selected from the
11 following areas:
12 (1) Alameda County.
13 (2) A rural county,as defined by subdivision(d).
14 (3) An area to be determined by the department.
15 (c) The department shall annually review whether the
16 alternative funding program influences the attendance or program
17 outcomes, and shall annually report to the Legislature regarding
18 its findings and recommendations.
19 (d) For the purposes of this section, "rural county" means

allow experimentation with and evaluation of a more flexible way of funding after school programs in
California. we offer you our strong support for this bill.
As you know,Contra Costa County has been a leader in aflerschool efforts,supporting and facilitating
collaboration among schools,non-profit organizations,and local government. Many programs in the
County-and around the region have expressed a desire for increased flexibility in their funding,with the
desire to achieve better results and serve more children. This is a very important time to be critically
examining how we fund after school programs in California,particularly with Proposition 49 on the
horizon.
