Dept. community Development JOHN SWEETEN, CLERK OF cc: County Administrator THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR BY �`"O`' `�"`'� � DEPUTY J BACKGROUND /REASONS FOR RECOMMENDATIONS In June 2002, the Community Development Department received a request from the Bethel Island Municipal Improvement District (BIMID) and the Bethel Island Municipal Advisory Council (BIMAC) to allocate $100,000 in park dedication trust funds to purchase a one-acre parcel located at 0190 Bethel Island Road for the purpose of developing a park. In evaluating this request, staff determined that a Phase I Environmental Review and an appraisal of the property needed to be performed and submitted to the Department before the request to purchase the property be could considered by the Board of supervisors. In August 2002,the Board approved allocating up to$10,000 to BIMID to complete a Phase I environmental review and appraisal. A Phase I environmental report was completed in December 2002. The report concluded that a Phase II investigation of soil or ground water is not warranted. An appraisal of the property was completed in March 2003. The certified residential real estate appraiser determined that the Market Value of the property is $108,000. Also, during this time BIMID submitted an application to the Community Development Department to initiate the land use review process necessary to determine that the property is consistent with the General Plan for use as a community park. In September 2002, the East County Regional Planning Commission reviewed and approved the staff recommendation for a finding of conformance with the County General Plan for the proposed acquisition of the property by BIMID for public park purposes. It is the policy of the County to utilize park dedication funds to meet local park needs. There are no neighborhood parks on Bethel Island, and this proposal will provide a park that is easy to build and maintain, and a memorable, fun place to play and gather. Proposed improvements include a basketball half court and a play structure appropriate for kids of all ages. In addition, vegetation will be planted to screen and buffer the park from adjacent residential properties. These and other planted areas will be irrigated. BIMID has received $20,000 to finance the design and construction of the above improvements, and it is anticipated that the improvements will be completed by October 2003. According to BIMID, on-going maintenance of the park will be performed by community volunteers. If approved,the balance in the Bethel Island Park Dedication Trust account will be $12,000.
