Background
The Commission for Women was established in February 1989 to identify major
economic, educational, and social concerns of women in Contra Costa County, and to
reach and inform all women on a variety of issues. The Commission consists of 26
members. The Internal Operations Committee reviews nominations to the 20 At Large
seats and their Alternate. Terms for all Commission seats are three years.
On April 7, 2003, the IOC considered and approved the Commission's nomination to
appoint Dawn M. Harris and re-appoint Diana Gates Waterman to the Commission.

As Vice President of Benefits I have worked with all aspects of business finance
including budget setting, profit& loss reports, etc.
Government
As Executive Director of the AHA I was always working with local politicians to
communicate the philosophy and policies of the AHA with regards to legislative issues.
These local politicians included County Supervisors as well as City Council and Mayors
in Contra Costa County.
Health
As a Life/Health Insurance Agent I spend every day dealing with health related issues as
well as issues involving health insurance. Additionally, as Executive Director of AHA I
was continually involved in health issues.

The AHA is a fund raising organization and as Executive Director I was responsible for
hitting fund raising goals of the Contra Costa County office.

Public Relations
There has not been one position in my career, both in sales and marketing as well as non-
profit management that I did not function in the capacity of Public Relations. Sales is
public relations.

Why do you want to-serve on the CCCW?
I was"coming of age"when Title 9 came into being in 1972. I did not truly benefit from
Title 9 as a pre-adolescent or as a teenager. However, as a mother I have watched my
daughter benefit from the knowledge that she has the right to participate in any sport that
she wants. I believe that it has made a huge difference in the advancement of self-image
and confidence in pre-adolescent girls. But I also believe that there is still much work to
be done to shore-up issues for young women.
I was working in a business climate that had not yet experienced Anita Hill during the
1980's. There was no such thing as a sexual harassment policy in any corporation in
America. I and women friends like me, suffered injustice at the hands of male supervisors
who didn't know any better and who-had not been taught any differently.
Since Anita Hill, I have seen the change in corporate America, as women are no longer
put into those types of discriminatory situations. But I believe that there is still much to
be done to ensure that all women are given the opportunity to make their lives as
successful as they want.
I believe that I bring the.experience, strength of conviction and will to make a difference
that the Contra Costa County Commission for Women needs. I am willing and able to
commit myself to work hard to bring about the positive changes that can forever alter, in
a positive way, the opportunities and overall quality of life for the women that the
commission serves.

The Homeless Continuum of Care Advisory Board was established in May 1997 to monitor
the County's Homeless Plan and establish annual priorities based on the Homeless Plan,

nominations to all seats on the Advisory Board, except the city seats.
The Internal Operations Committee, at its April 7, 2003 meeting, reviewed and approved the

1. What personal skills and experience do you bring to the Continuum of Care
Board?
I on r experience from a diverse background. I was educated and trained in
technology,metals,mechanics and chemistry. I was also educated and trained in
business,marketing,and advertising and owned and operated my own company for
25 years. I served as a business consultant in the U.S., Europe and Asia,and have
been on advisory boards and a negotiator. I learned methods of developing agreement
between htdividuals and organizations from many diverse cultures and found that one
must consider and respect the wants, needs, limitations and gods of people with
whom we communicate. If we can accomplish this,we are better conditioned to
design and develop successful programs and working relationships.
In 1991,1 decided to change my[i fe in order to work to reduce violence. This
endeavor has taken me on a fantastic joumey. I have become Experienced in
understanding and coaching and training individuals and groups to heal and change

through understanding and chwiging the way one thinks and lives. I have been
facilitating and coaching groups and individuals in non-violence and anger
management for over twelve years. In my twelve years of experience I have learned
that the majon'ty of the people in this milieu were homeless.
What are some of your perceptions and/or opinions about homelessness in Contra
Costa County? The homeless person is generally defined as one who sleeps in a place
s/he does not have the legal right to occupy. Using the title Homeless does not describe
the population we are addressing, To better define"The Homeless", it could be
categorized by having one or more of the following classifications: mental disorder,
domestic violence or other abusive conditions,,divorce or abandoned individuals andfor
families,loss of job, sale of property,health issues, various addictions, and more.
Having worked with homeless populations over the past 13 year. I have learned that we
must assess, diagnose,and properly address the appropriate presenting problem (not as
a universal "Homeless",)and if we must label the problem it should be labeled
accurately- Treating the homeless could be an easy formula. If the problem is that the
person(s)problem is s/he is without a horne,find them a borne and close the case. I
have found that before we place individuals into a home and assess their ability to
maintain that horne, the life problems should be assessed and addressed.
3. Why are you interested in homeless issues?I entered this profession,actually, to be a
part of the system helping to reduce violence.As I began my studies and my

class with homes and numerous individuals who are classified homeless. ,All of these
individuals lead various similar characteristics. when they were in a group it was
difficult to differentiate the needs of the affluent from the homeless. There is a common
thread of violence in every homeless case. Homelessness inflicts violence on its victims
and the homeless children are certainly innocent victims.

business training and experience as well as a social service history. 1 have experience as a
landlord (beard member owner of multiple buildings in Manhattan)with many tenant

of the accounting of rental properties profit,loss, and breakeven. I have dedicated the last
thirteen years of my life to the social services segment;and have unusual experience with
homeless issues which includes: placement of homeless clients,mental health and case
management issues in shelters;years of working with homeless client's anger and
violence issues. Presently I am a Director of bomeless drug treatment shelter and program
and transitional housing. I am also writing and instituting new programs for our Men's
Drug Treatment Program,and a Women 7s Drug treatment Program that shall incl ude,
women in the_future and their children

Women's Groff: I also co-facilitated the Women's Group. This was a combination of an anger group and a
victim's group at Milestones, SF, and Drug Treatment Program, Napa.
• Anger Management Group: Vet Center, Market St. San Francisco, CA.
I designed and facilitated the Anger Management/PTSD group for the Vet's Center. The Vet Center
is congressionally authorized provide readjustment through the Department of Veterans Affairs
to offer counseling to veterans of the Vietnam era including other theaters of battle to the present. Eighty
percent of the veterans were dual or triple-diagnosed(most of the group members also presented with
PTSD. All members of the group presented with substance abuse issues.)

Airport Land Use Commission for an interview on February 12, 2003. At the hearing, one of the

BACKGROUND:
The Loan and Grant Review Panel was established in 1977 to evaluate and approve
housing rehabilitation grants and loans upon recommendation of the Building Inspection
Department. The Panel is made up of five members, at least three of which should be
knowledgeable about housing and financing. The Internal Operations Committee reviews
nominations to all seats on the Panel. All seats are currently vacant.
The Internal Operations Committee, at its April 7, 2003 meeting, reviewed and approved the
nomination of Ms. Durden, and now proffers this recommendation to the Board of
Supervisors.
