SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
1. ACCEPT the filing of the Preliminary Engineer's Report for County Service Area M-26 for Fiscal
Year 2003/2004; INTRODUCE Ordinance No. 12 and waive the reading;
2. FIX June 10, 2003 at 9:30 a.m. in the Board of Supervisors' Chambers, 651 Pine Street,Martinez,
California, as the time and place for a public hearing to consider oral and written objections and

protests, if any, concerning the Fiscal Year 2003/2004 report.
3. DIRECT the Clerk of the Board to publish a Notice of Filing of the Preliminary Engineer's Report
and Setting of Public Hearing thereon in accordance with Government Code Section 25210.77a
(Government Code Section 6066) and County Ordinance Code Section 1012-2.608.

DIRECT that the County shall make immediately available to the public at the office of the Clerk of the
Board and the Public Works Department a copy of the Preliminary Engineer's Report and Ordinance No. 12.
11. Financial-Im act:
The above actions have no impact on County finances. County services to County Service Area M-26 are
funded entirely by the annual water service charges obtained from the users of the water,in accordance with
Government Code Section 25210.77a.
111. Reasons for Recommendations and Background:
The proposed annual levy of water service charges benefits all property owners within County Service Area
M-26 by providing for a community water system (miscellaneous extended service) in accordance with
Government Code Section 25210.4(4). The County Service Area M-26 (miscellaneous extended service)
includes,but is not limited to,the acquisition,construction,operation,replacement,maintenance,and repair
of water supply and distribution systems, including land, easements, rights-of-way, and water rights.
Government Code Sections 25210.4a(1).
IV. Consequences of Negative Action:
The District would be unable to have the Fiscal Year 2003/2004 water service fees collected by the County
Tax Collector, and would have to use an alternate method to collect the service fees.

AN ORDINANCE PRESCRIBING THE ANNUAL WATER SERVICE
CHARGES FOR FISCAL YEAR 2003/2004
IN CONTRA COSTA COUNTY SERVICE AREA M-26
The Board of Supervisors of Contra Costa County,as and constituting the Board of Directors
of Contra Costa County Service Area M-26, ordains as follows:
SECTION 1. ANNUAL UNIT CHARGED FOR FISCAL YEAR 2003/2004. For fiscal
year 2003/2004, the "annual unit charge" referred to in Section 1 of Ordinance No. 4 is
prescribed at $690.00.
SECTION 2. COLLECTION ON TAX ROLL. The Board of Directors hereby elects to
collect the annual water service charge on the Fiscal Year 2003/2004 Assessment Roll.
SECTION 3. EFFECTIVE DATE. This Ordinance becomes effective 30 days after
passage and, within 15 days after passage, shall be published once with the name of
Supervisors voting for and against it in the Contra Costa Times,a newspaper published in the
county.

FOR FISCAL YEAR 2003/2004
This report contains a description of each parcel of real property receiving water service from the
service area, the amount of the charge for each parcel for Fiscal Year 2003/2004, computed in
conformity with the charges prescribed for service areas and the budget report.
Upon adoption of this report by the Board of Supervisors, the charges contained herein will be
collected on a tax roll of Contra Costa County in the same manner,by the same persons,at the same
time as, and together with, the County's general taxes.
