AUTHORIZE the Community Development Director to enter into a funding agreement between the County and the East County Transportation Improvement Authority to underwrite the County's costs to undertake the above referenced studies. 3. REQUEST the County Planning Commission to conduct a public hearing to considerthe inclusion of this new roadway within the Transportation-Circulation Element of the County General Plan, upon completion of above referenced studies, and forward its recommendation to the Board of Supervisors. 4. REQUEST the East County Regional Planning Commission to review the proposed alignment for the Byron Airport Access Road based on the General Plan Amendment and Precise Alignment studies, and, as necessary, forward comments to the County Planning Commission. FISCAL IMPACT The State Route 4 Bypass Authority and East County Transportation Improvement Authority have budgeted the funding for the necessary studies of the proposed roadway, which include preparation of the General Plan Amendment and Precise Alignment studies and the environmental review. As noted in the recommendation, a funding agreement between the County and the East County Transportation Improvement Authority would need to be executed to secure funding for this project. BACKGROUND/JUSTIFICATION The Community Development and Public Works departments have been coordinating over the last year on how to resolve circulation and access issues for the Byron Airport. As a result of that effort a document entitled"Byron Airport Circulation Report", dated July 15,2002,was jointly`` developed by the two departments to analyze alternative roadway alignments that could serve the airport in the future (a copy of this report is attached as Exhibit"A") The"Byron Airport Circulation Report"was provided as information to the State Route 4 Bypass Authority, because, in addition to identifying a new roadway that could',potentially improve' access to the Byron Airport, the report identified the new roadway's potential to also function as east-west connector for the southern terminus of the State Route 4 Bypass. The east-west connector was originally identified as part of the State Route 4 Bypass as an alternative route near the southern terminus of the bypass roadway. It was conceived as an alternative route for through traffic with regional destinations instead of relying on Marsh Creek Road as a connection to the State Route 4 Bypass.The Public Works Department conducted a conceptual engineering study in the early 1990's that investigated possible route alignments for the east-west connector' at the southern terminus of the State Route 4 Bypass. That earlier study identified the potential for a roadway aligned just north of the Byron Airport. Interest in this route was revived when the "Byron Airport Circulation Report"re-evaluated this conceptual route alignment and identified it as the preferred route for a roadway accessing the Byron Airport. Following review of the report Board of Supervisors 03104/2003 County File#GP03-0002 Page 3 by the Mate Route 4 Bypass Authority, the Chair of the Bypass Authority sent a letter, dated October 30, 2002, to the Board of Supervisors requesting that the roadway be included in the County General Plan's Transportation-Circulation Element. The Board of Supervisors received' this request on December 17, 2002, and referred the request to the Community Development and Public Works. The two departments have reviewed the request from the State Route 4 Bypass Authority and recommend the following actions as described above in the Recommendation section to this Board Order. As a point of reference, the Board of Supervisors in November 1995 adopted the Byron Airport Action Plan, which outlined the process for reviewing General Plan policies around the Byron Airport. That action pian included direction to undertake a comprehensive General Plan review' around the Byron Airport,after the completion of the Airport Land Use Compatibility Plan,which' was to be prepared by Contra Costa County Airport Land Use Commission (ALUC). On August' 13, 2002, the Board of Supervisors finally received the long awaited ALUC Airport Land Use Compatibility Plan and directed the County Planning Commission review;the ALUC plan and recommend actions to bring the County's General Plan and related ordinances into compliance with ALUC pian as required by law. Since the direction to do a comprehensive review was given in 1995,the Board has authorized the Public Works Department to initiate a Master Plan Study'' for the Byron Airport. That effort has just begun and it will take approximately twelve (12)' months to complete. Both Community Development and Public Works Department staffs support initiating this effort which combines the General Plan Amendment Study and Precise Alignment Study for the proposed Byron Airport Access Road,as requested by the State Route 4`` Bypass Authority. Both departments believe it is necessary to undertake the effort at this time to more precisely define the alignment for a new roadway and include it within the General Plan. It will provide the on-going Byron Airport Master Plan process with the context for regional access' to and local circulation around the airport, particularly if its operations are expanded, and when completed,these recommended studies would enable the County to take the necessary steps to reserve and protect the right-of-way for a new roadway. The Community Development Department believes that any comprehensiveGeneral Plan review around the Byron Airport, as defined in the 1995 Byron Airport Action'Plan, should await' completion of both the Byron Airport Master Plan Study(now in progress)and the inclusion of the new Byron Airport Access Road in the General Plan's Transportation-Circulation Element. BYRON AIRPORT CIRCULATION REPORT July 15, 2002 I. PURPOSE OF THIS REPORT The purpose of this report is to provide background information for a General Plan Amendment(GPA)process for the Byron Airport Circulation Project. The GPA process will involve analysis of the proposed project and other alternatives, reaching agreement on a preferred alternative, and obtaining all necessary environmental clearances for the preferred alternative so it can be amended into the Transportation and Circulation Element of the General Plan. This report is a joint document prepared and supported by both the Public Works and Community Development Department staffs. II. INTRODUCTION/BACKGROUND In the mid 70's, Contra Costa County conducted an airport study and identified the need for one or more new airports to relieve the aircraft parking and to ease the busy Buchanan Field in Concord. Two different sites, one at Oakley and the other in Lone Tree Valley, were proposed during the course of the studies. After much debate, both were dropped because of community opposition. The sites were considered to be more suitable for urban development. With these prospective sites eliminated, attention turned to the idea of County acquisition and development of privately owned Byron Airpark located in the southeastern area of the County. The fact that it was already an operating airport, and was not in an urban expansion area,made it an attractive possibility. With many years of planning and building new runways, new Byron Airport has been in operation since 1994. A wide variety of flying activities including sky diving, sailplane flights, and ultralight aircraft operations take place at Byron. Although future urbanization of the east County will undoubtedly lead to greater business use of Byron Airport, current planning envisions the airport's predominant role to remain as a location for personal and recreational flying. The public can access the airport via some poor, limited,and unimproved roads such as Armstrong Road, and Byron Hot Springs Road via Byron Highway. There is no roadway connection east to Vasco Road that leads to Alameda County. An east-west connector, which links Vasco Road to Byron Highway, will definitely increase the circulation around the Byron airport areas. This new connector will also encourage residents of eastern Alameda to use the airport. Eastern Contra Costa County is experiencing significant residential growth due to the availability of land, location, and the need for affordable housing. The Association of Bay Area Governments (ABAG)forecasts that the number of households in Antioch and Brentwood are projected to increase 39% and 134%respectively by the year 2020. (Source. ABAG,Projections, 1998) Both commercial and residential development will expand concurrently,making this area a growth center for the next twenty-five years. The result of this growth will be ever increasing traffic demands on State Route 4(SR4), 11 ......... ......... ......... ......... ......... ......... _........ ..... ............. _. _........ ......... ......... ........ ......... ......... ......... ......... ......... .......... ........ ......... State Route 4 Bypass (SR4BP) and the local roadway network. The population growth will increase the demand for commute traffic and:goods movements, while at the same time, operational problems on SR4, and local roadways could create serious traffic congestion. In November 1994, Contra Costa County Public Works Department conducted a State Route 4 Bypass East-West Connector Alternative Study which presents a preliminary assessment of various alternatives for the East-'Nest Connector between the proposed SR4Bypass and existing SR4. The proposed East-West Connector will provide an alternate East-West route for the increasing truck traffic within this region. It also helps shifting regional traffic away from local communities. Byron Highway carries a large volume of trucks (about 20%of the total traffic volumes, Caltrans 93 Truck Volumes/Percentages)between eastern Contra Costa County and the warehousing areas of Tracy and provides access to routes leading to I-5 and the Central Valley. The Vasco /Byron Connector will share the same functions similar to the Bypass East-West Connector. When portion of the track traffic route through the Vasco/Byron Connector, it will reduce the environmental impacts to the nearby communities such as improving air quality, reducing traffic noise,prolonging the road pavement's life cycle, and reducing local road traffic congestion. State law provides for two new state highways in the area. State Route 239 would connect Brentwood with Tracy via the Byron Highway Corridor. State Route 84 (also known as the East County Corridor)would connect Brentwood and Livermore via the Vasco Road Corridor. Both of these proposals are supported in the County General Plan. However, there is no consensus among the affected counties on how to proceed with their implementation, so they remain as long-range improvements. Inter-regional trips to and from Eastern Contra Costa must utilize low capacity conventional highways(Route 4 to I-680,BART and TriDelta bus lines,Route 4 to I-5,Route 160 to I-80, Byron Highway to I-205 and I-580, Vasco Road to I-580) or travel significant distances to access the State's primary arterials. A potential near term project to improve circulation in the vicinity of Byron Airport is to construct an east-west road to connect Byron Highway with Vasco Road. This connection would allow regional traffic to utilize Vasco Road in lieu of Byron Highway northof the airport, and bypass the community of Byron. It is also one of several primary goals to improve and integrate the airport access roads into the inter-regional roadway network. In order to obtain a better inter-regional roadway system in the East County,the construction of a designated East-West connector between Vasco Road and Byron Highway, and a local two lane connector will provide more balanced distributions of current and future traffic over the entire roadway network in this area. III. GOALS OF PROPOSED PROJECT The proposed project goals are summarized as follows: Provide changes to the Circulation Element of the General Plan. 2 Provide access to the Byron Airport,which facilitates and enhances its operation as an airport. Improve and integrate the airport access road into the inter-regional Bray area roadway network. ♦ Improve the regional traffic within Eastern Contra Costa County by connecting Vasco Road to Byron Highway. i .Promote airport usage by the nearby Counties. ♦ Avoid/minimize the impact to the biologically sensitive areas between south of Camino Diablo and north of Armstrong Road. IV. GENERAL CONSTRAINTS A. ALTERNATIVE LOCATION The SR4BP connects SR4/SR160 junctions south to Vasco Road at Walnut Boulevard. The East County Corridor extends south along Vasco Road towards Alameda County. Vasco Road alignment runs southwest after it passes the Byron Airport. On the other hand,Bryon Highway reins southeast parallel to the Union Pacific Railroad(UPRR). At Bruns Road, the alignment diverges further southeast away from the Vasco alignment. We cannot eliminate the possibility of finding an alternative East-West Connector south of Byron Airport,but this alternative will be much more expensive due to its project length and it has more impact on designated habitat areas or corridor areas. Therefore,we would like to limit our alignment search area between north of Byron Airport to south of Camino Diablo. B. RAILROAD GEOMETRY The Union Pacific Railroad(UPRR)track runs parallel to Byron Highway about 1.00 feet apart, and the track elevation is 3 feet or more higher than the finished grade on Byron Highway. This geometric constraint,both vertical and horizontal, constitutes a great difficulty to make an economical and effective railroad crossing. At this present time,we assume all new railroad crossings are at-grade intersections with the new alternative alignments. Any new railroad grade crossings and grade separations, and any relocations of alternatives of existing crossings must be cleared with the railroad company and approved by the Public Utilities Commission (PUC). C. TOPOGRAPHY The East-Nest Connector runs from east of Vasco Road to west of Byron Highway. The topographic features change from rolling hills on the west to relatively flat farmland on the east. A uniform design speed is difficult to maintain due to the abrupt changes in ground elevation. Elevation in the planning area ranges from 25 feet to 200 feet above mean sea level. The steep grade incline on the roadway will hinder the truck flow on the corridor. According to Caltrans standards, a steep roadway grade exceeds 4% and the incline length more than 250 feet, a separate analysis based on Chapter 3 of the 1994 Highway Capacity Manual, will determine if a truck climbing lane is required or not. D. LAND USE According to the County General Flan, majority of the study area is classified as Agricultural Lands except the airport boundaries. The boundaries of the airport encompass some 1,307 acres, less than half of these aviation facilities are reserved for future development. The southern and western parts of the property are designed for wildlife and habitat preservation. The Airport is designated as Public and semi-Public. E. BIOLOGICAL Biological Constraints Analysis performed by Lawrence P. Storrnberg in December 1994 indicated that the entire area is within the range of the San Joaquin kit fox. All grassland and oak savannah habitat and the irrigated pastures in the area provide a breeding ground for the kit fox. The presence of the kit fox and the characterization of all non-clopped and non.-developed lands as occupied kit fox habitat, therefore,pose a potential significant constraint to development in the planning area. Based on the biological sensitive area map provided by the airport,we mapped the High Constraints Area(Level (ane)on our preliminary design file and make sure the alignment does not cross with these High constraints areas. If it does,mitigation will be required to mitigate any conflicts. High Constraints (Level One)is defined by Mr. Stormberg as the area occupied by the kit fox habitat and are often characterized by the presence of more than one sensitive biological resource. The Department of Fish and Game acquired the open space north of Armstrong Road by private venture selling rights, and designated this area as a biological sensitive area. 4 ......... .............................. ..................... .................................................................... ......... ......... ......... ......... ......... ......... ......... 1.111 _ .......... ......... ......... ......... ......... ......... ......... ......... ......... ......... ..........._... _. _.... _........ ........... ....... ......... F. UTILITY IRRIGATION CANAL: The Byron-Bethany Irrigation District 45 Canal flows.northward through the eastside of the Byron area along the 45-foot contour line. This concrete lined trapezoidal channel carries water for farm irrigation,and it serves as drinking water for residents as well. Each alternative crosses at least one irrigation canal except the Bryon Airport Access Road alternative,which intercepts two canals at the east end.Under-grounding of these irrigation facilities should not constitute any serious constraint to the;project. V. ALTERNATIVE ALIGNMENT SELECTION CRITERIA The County staff has selected road alignments for the East-West Connector based on the following criteria: avoid relocation of existing residents, avoid permanent land uses, avoid agricultural core lands, avoid severance of land parcels,protect archeological sites, protect habitats of endangered species,protect wetlands,ponds and riparian habitat, coordinate with existing and proposed utilities, and minimize project costs. These criteria generally have equal priority and the goal is to obtain a proper balance between all of the various criteria,with the primary goal having an alignment that achieves the project goals. VI. PROJECT DATA A. GEOMETRIC DESIGN CRITERIA This two lane conventional highway will be designed using Caltrans highway design standards since this is typical of county roads. The design speed for the proposed East-West Connector is 65 mph. The minimum curve radius for this design speed is 1,650 feet. The minimum tangent on reversing curves is 400 feet. Design speed on some of the alternatives may decrease to suit the steep grade condition. B. TYPICAL SECTION The proposed typical section(Technical appendix) for East-West Connector consists of 2-3.6m(12 feet)traffic lanes, 2-2.4m.(8 feet) shoulders, and 2-3.0m(10 feet) for buffer zone. A total of 18m(60 feet)is required for the interim constructions, and the County anticipates the need to preserve 33.5m(110 feet)ultimate right-of-way for a future four-lane roadway. 5 C. STRUCTURAL SECTION For cost estimate purposes,we assume a truck route structural section as fellows: 180 mm Type A Asphalt Concrete 300 mm Type B Aggregate Base 454 mm Type C Aggregate Subbase D. ENGINEERING ANALYSIS The County Public Works staff utilized a County owned digital terrain model surface and a Civil Engineering application program,to push a roadway template along the proposed horizontal and vertical alignment which creates a design project for each alternative. When the computer- aided analysis is done,we would be able to determine the amount of right- of-way required and the earthwork quantity involved in each alternative. E. ULTIMATE SOUTHBOUND VASCO CONNECTION—Grade separation In order to make the ultimate southbound Vasco connection to Byron Highway a through movement, a grade separated bridge structure is required for both MIDWAY and Byron Airport Access Road alternatives. The bridge length span over the existing Vasco Road is about 744 feet. A separate study should investigate the possibility of building a two lane structure for the ultimate configuration, and use the slow lane as a truck climbing lane. PROPOSED ALTERNATIVES A. CAIVIINO DIABLO ROPOSED IMPROVEMENT51 Camino Diablo currently extends approximately 2.0 miles from the proposed crossing with.the Vasco Road to Byron Highway. It is anticipated that 0.5 miles of Camino Diable would rewire horizontal and vertical realignment and road reconstruction in order to meet Stag Highway standards. The remaining 2 miles of new pavement begins at 1,250m(4,000 feet)west ofByronlCamino Diablo intersection, and extends south-east for about 3.05 Kni(1.89 miles). The alignment will cross with UPRR tracks and conform to Byron Highway with an at grade intersection. GRICULTUR.AL AND ENVIRONMENTAL I PA There is no Ag Care impact with this alternative. The new roadway traverses through existing open space and agricultural lands. Since Camino Diablo, and.Byron Highway are existing roads, the anticipated impact on the environment is minimal. However,the area of horizontal and vertical realignment and road reconstruction:has been identified as a habitat of the San Joaquin kit fox. OCIO—ECONOMIC The Camino Diablo Alternative would impact approximately 40-50 homes and there may be an associated economic impact to the community of Byron. This alternative would direct regional traffic through the center of Byron. There may be more significant impacts in Byron due to the intersection of this alternative,Byron Highway, and two UPRR crossings. Parcel severance is also significant, as the proposed roadway would split several ranches. The new roadway cuts off a flirt road access to one property;therefore, an alternative access path must be installed to mitigate this problem. OS The cost estimate does not include costs for upgrading the existing section of Camino Diablo. The cast estimate to construct the new roadway on Camino Diablo alternative is $6.45 Million with an itemized cost estimate included in the Technical.Appendix. This alternative may require two at grade crossings of the UPRR right-of-way immediately adjacent to Byron 10 Highway. If the Union Pacific Railroad object to the idea of an at grade intersection with their facility,there a grade separation would be required. B. MIDWAY R.OPOSED IMPROVEMEI T This alternative locates at the midway between Camino Diablo and Armstrong Road. It T's-off from Vasco Road at about 4,000 feet north of Armstrong Road and extend east along the perimeter of the High Constraints Area for about 8,500 feet(1.6 miles)until it crosses with UPRR and conforms to Byron Highway with an at grade intersection. For the interim project,the west end of the Midway Alternative conforms to Vasco Road with a signalized at-grade intersection. GRICULTURAL ENVIRONMENTAL IMPAC The environmental impact associated with the Midway Alternative may be significant in comparison to the Camino Diablo Alternative since 1.6 miles of the project traverses through existing open space and possible kit fox habitat area:. In Girder to make Midway Alternative a through' movement, a grade separated structure is required to overpass Vasco on the west end,south-bound direction. The overhead structure requires substantial foundation work close to an existing creek bank. It may require heavy mitigation in this area.. SOCIO—ECt_NOM1C Most of this alternative traverses through rolling hills and grasslands except the last 0.34 miles cuts through farmland, and severance may be needed for this parcel. OS ; The estimated cost of this brand new Midway Alternative is,$7.15 Million. We assumed two at grade crossings are required at the UPRR tracks. This cost estimate does not cover the grade separation version of the railroad crossings. 11 C. Byrom Airport Access Road PROPOSED IMPROVEMENTS This would be a 3.1 miles route with 2.1 miles of proposed new read through open space and farmland. The remaining one mile would be along the existing reconstructed Armstrong Road alignment, and it requires minor shoulder widening on both sides of the existing roadway. The now roadway consists of a 1,650 feet radius curve connects the south- bound'Vasco Road to the northwest corner of the existing Armstrong Read, and a new roadway extend 1.7 miles east from:Armstrong Byron Hot Spring intersection and due southeast until it conforms at the existing Byron Highway which is located on the west side of the SPRR tracks. GRICULTURA.L AND ENVIRONMENTAL IMPA.O There is no AG Core impact on this proposed alternative. There are possible significant effects on rare and endangered species,including kit fox and either species identified in the environmental studies for the Byron Airport. The environmental document prepared for this project will be required to analyze these potential impacts and mitigation. IO—ECONOMI The new roadway alignment traverses through the Vaquero Farms and splits it into two parcels. OS The estimated cost of the Byron Airport Access Road Connector is$6.10 Million. Dl FOCAL STREET CONNECTOR TO THE AIRPORT` In order to improve the local road circulation to the airport.and be ready for the airport to expand in the future, we propose to connect a new two lane roadway from the intersection of Byron Hot Spring Road/Holey Road, and extend about 0.76 miles north to the existing Byron Highway. A new UPRR crossing is required. The local community will benefit the most if this local connector can be implemented with the Byron Airport Access Road East-'gest Connector alternative. This local connector will provide a direct link from Byron Highway to the airport. The estimated cost for this local connector is$2.65 Million. VIII. RECOMMENDATIONS The high costs to upgrade most of the existing Camino Diablo, and a long airport access road are the culprits that make Camino.Diablo an impractical solution. Midway Alternative traverses through high constraints biological areas, which requires an EIR to determine the impacts to the environment. It is also difficult to justify the usefulness of the airport access due to its high costs of implementing an environmental mitigation unless we have no better alternatives. Bath Camino Diablo and Midway Alternative doesn't provide an airport access to the Byron Airport, and these alternatives will not be able to achieve the project goal to improve the Circulation Element within Byron Community. Therefore, the alternatives to Byron Airport Access Road Alternative should be refected. The Byron Airport Access Road Alternative will have the least impact and the least cost. Although an EIR will also be required for this alternative,the scale involved is localized in a limited area, and it is a lot smaller than the Midway Alternative. A local connector, which connects Byron Highway to the airport access,will greatly improve the local traffic circulation and allow to accommodate future expansion of the airport. PURPOSE OF THIS REPORT The purpose of this report is to provide background information for a General Plan Amendment(GPA)process for the Byron Airport Circulation Project. The GPA process will involve analysis of the proposed project and other alternatives, reaching agreement on a preferred alternative,and obtaining all necessary environmental clearances for the preferred alternative so it can be amended into the Transportation and Circulation Element of the General Plan. This report is a joint document prepared and supported by both the Public Works and Community Development Department staffs. Ii. INTRODUCTION/BACKGROUND In the mid 70's, Contra Costa County conducted an airport study and identified the need for one or more new airports to relieve the aircraft parking and to ease the busy Buchanan Field in Concord. Two different sites,one at Oakley and the other in Lone Tree Valley, were proposed during the course of the studies.After much debate,both were dropped because of community opposition. The sites were considered to be more suitable for urban development. With these prospective sites eliminated, attention turned to the idea of County acquisition and development of privately owned Byron Airpark located in the southeastern area of the County. The fact that it was already an operating airport, and was not in an urban expansion area,made it an attractive possibility. With many years of planning and building new runways,new Byron Airport has been in operation since 1994. A wide variety of flying activities including sky diving, sailplane flights, and ultralight aircraft operations take place at Byron. Although future urbanization of the east County will undoubtedly lead to greater business use of Byron Airport,current planning envisions the airport's predominant role to remain as a location for personal and recreational flying. The public can access the airport via some poor, limited, and unimproved roads such as Armstrong Road, and Byron Hot Springs Road via Byron Highway. There is no roadway connection east to Vasco Road that leads to Alameda County. An east-west connector,which links Vasco Road to Byron Highway, will definitely increase the circulation around the Byron airport areas. This new connector will also encourage residents of eastern Alameda to use the airport. Eastern Contra Costa County is experiencing significant residential growth due to the availability of land, location, and the need for affordable housing. The Association of Bay Area Governments (ABAG) forecasts that the number of households in Antioch and Brentwood are projected to increase 39% and 134%respectively by the year 2020. (Source: ABAG, Projections, 1998) Both commercial and residential development will expand concurrently, making this area a growth center for the next twenty-five years. The result of this growth will be ever increasing traffic demands on State Route 4(SR4), 1 State Route 4 Bypass (SR4BP), and the local roadway network. The population growth will increase the demand for commute traffic and goods movements, while at the same time, operational problems on SR4, and local roadways could create serious traffic congestion. In November 1994, Contra Costa County Public Works Department conducted a State Route 4 Bypass East-West Connector Alternative Study which presents a preliminary assessment of various alternatives for the East-West Connector between the proposed SR4Bypass and existing SR4. The proposed East-West Connector will provide an alternate East-West route for the increasing truck traffic within this region. It also helps shifting regional traffic away from local communities. Byron Highway carries a large volume of trucks (about 20% of the total traffic volumes, Caltrans 93 Track Volumes/Percentages)between eastern Contra Costa County and the warehousing areas of Tracy and provides access to routes leading to I-5 and the Central Valley. The Vasco /Byron Connector will share the same functions similar to the Bypass East-West Connector. When portion of the truck traffic route through the Vasco/Byron Connector,it will reduce the environmental impacts to the nearby communities such as improving air quality,reducing traffic noise,prolonging the road pavement's life cycle, and reducing local road traffic congestion. State law provides for two new state highways in the area. State Route 239 would connect Brentwood with Tracy via the Byron Highway Corridor. State Route 84(also known as the East County Corridor)would connect Brentwood and Livermore via the Vasco Road Corridor. Both of these proposals are supported in the County General Plan. However, there is no consensus among the affected counties on how to proceed with their implementation, so they remain as long-range improvements. Inter-regional trips to and from Eastern Contra Costa must utilize low capacity conventional highways(Route 4 to I-680, BART and TriDelta bus lines, Route 4 to I-5, Route 160 to I-80, Byron Highway to 1-205 and I-580, Vasco Road to I-580) or travel significant distances to access the State's primary arterials. A potential near term project to improve circulation in the vicinity of Byron Airport is to construct an east-west road to connect Byron Highway with Vasco Road. This connection would allow regional traffic to utilize Vasco Road in lieu of Byron Highway north of the airport, and bypass the community of Byron. It is also one of several primary goals to improve and integrate the airport access roads into the inter-regional roadway network. In order to obtain a better inter-regional roadway system in the East County,the construction of a designated East-West connector between Vasco Road and Byron Highway, and a local two lane connector will provide more balanced distributions of current and future traffic over the entire roadway network in this area. III. GOALS OF PROPOSED PROJECT The proposed project goals are summarized as follows: ♦ Provide changes to the Circulation Element of the General Plan. z .._. __. ...... _........ ....._._..... . .__. ........ . _. . _... .. _ ...... ....... ....... ....... ...... ........ ........ ....._... ................. .. ♦ Provide access to the Byron Airport, which facilitates and enhances its operation as an airport. ♦ Improve and integrate the airport access road into the inter-regional Bay area roadway network. ♦ Improve the regional traffic within Eastern Contra Costa County by connecting Vasco Road to Byron Highway. ♦ Promote airport usage by the nearby Counties. ♦ Avoid/minimize the impact to the biologically sensitive areas between south of Camino Diablo and north of Armstrong Road. IV. GENERAL CONSTRAINTS A. ALTERNATIVE LOCATION The SR4BP connects SR4/SR160 junctions south to Vasco Road at Walnut Boulevard. The East County Corridor extends south along Vasco Road towards Alameda County. Vasco Road alignment runs southwest after it passes the Byron Airport: On the other hand, Bryon Highway runs southeast parallel to the Union Pacific Railroad(UPRR). At Bruns Road, the alignment diverges ftu-ther southeast away from the Vasco alignment. We cannot eliminate the possibility of finding an alternative East-West Connector south of Byron Airport,but this alternative will be much more expensive due to its project length and it has more impact on designated habitat areas or corridor areas. Therefore,we would like to limit our alignment search area between north of Byron Airport to south of Camino Diablo. B. RAILROAD GEOMETRY The Union Pacific Railroad(UPRR)track runs parallel to Byron Highway about 100 feet apart, and the track elevation is 3 feet or more higher than the finished grade on Byron Highway. This geometric constraint,both vertical and horizontal, constitutes a great difficulty to make an economical and effective railroad crossing. At this present time, we assume all new railroad crossings are at-grade intersections;with the new alternative alignments. Any new railroad grade crossings and grade separations, and any relocations of alternatives of existing crossings must be cleared with the railroad company and approved by the Public Utilities Commission (PUC). A more detailed study should be made to determine a more cost- effective railroad crossing solution. 3 C. TOPOGRAPHY The East-West Connector runs from east of Vasco Road to west of Byron Highway. The topographic features change from rolling hills on the west to relatively flat farmland on the east. A uniform design speed is difficult to maintain due to the abrupt changes in ground elevation. Elevation in the planning area ranges from 25 feet to 200 feet above mean sea level. The steep grade incline on the roadway will hinder the truck flow on the corridor. According to Caltrans standards, a steep roadway grade exceeds 4% and the incline length more than 250 feet, a separate analysis based on Chapter 3 of the 1994 Highway Capacity Manual, will determine if a truck climbing lane is required or not. D. LAND USE According to the County General Plan,majority of the study area is classified as Agricultural Lands except the airport boundaries. The boundaries of the airport encompass some 1,307 acres, less than half of these aviation facilities are reserved for fixture development. The southern and western parts of the property are designed for wildlife and habitat preservation. The Airport is designated as Public and semi-Public. E. BIOLOGICAL Biological Constraints Analysis performed by Lawrence P. Stormberg in December 1994 indicated that the entire area is within the range of the San Joaquin kit fox. All grassland and oak savannah habitat and the irrigated pastures in the area provide a breeding ground for the kit fox. The presence of the kit fox and the characterization of all non-cropped and non-developed lands as occupied kit fox habitat, therefore,pose a potential significant constraint to development in the planning area. Based on the biological sensitive area map provided by the airport,we mapped the High Constraints Area(Level One)on our preliminary design file and make sure the alignment does not cross with these high constraints areas. If it does,mitigation will be required to mitigate any conflicts. High Constraints (Level One)is defined by Mr. Stormberg as the area occupied by the kit fox habitat and are often characterized by the presence of more than one sensitive biological resource. The Department of Fish and Game acquired the open space north of Armstrong Road by private venture selling rights, and designated this area as a biological sensitive area. 4 F. UTILITY IRRIGATION CANAL: The Byron-Bethany Irrigation District 45 Canal flows northward through the eastside of the Byron area along the 45-foot contour line. This concrete lined trapezoidal channel carries water for farm irrigation,and it serves as drinking water for residents as well. Each alternative crosses at least one irrigation canal except the Bryon Airport Access Road alternative, which intercepts two canals at the cast end. Under-grounding of these irrigation facilities should not constitute any serious constraint to the project. V. ALTERNATIVE ALIGNMENT SELECTION CRITERIA The County staff has selected road alignments for the East-West Connecter based on the following criteria: avoid relocation of existingresidents, avoid permanent land uses, avoid agricultural core lands, avoid severance of land parcels,protect archeological sites, protect habitats of endangered species, protect wetlands,ponds and riparian habitat, coordinate with existing and proposed utilities,and minimize project costs. These criteria generally have equal priority and the goal is to obtain a proper balance between all of the various criteria,with the primary goal having an alignment that achieves the project goals. VI. PROJECT DATA A. GEOMETRIC DESIGN CRITERIA This two lane conventional highway will be designed using Caltrans highway design standards since this is typical of county roads. The design speed for the proposed East-West Connector is 65 mph. The minimum curve radius for this design speed is 1,650 feet. The minimum tangent on reversing curves is 400 feet. Design speed on some of the alternatives may decrease to suit the steep grade condition. B. TYPICAL SECTION The proposed typical section(Technical appendix)for East-West Connector consists of 2-3.6m(12 feet)traffic lanes, 2-2.4m(8 feet) shoulders, and 2-3.Om(10 feet)for buffer zone. A total of 18m(60 feet) is required for the interim constructions, and the County anticipates the need to preserve 33.5m(110 feet)ultimate right-of-way for a future four-lane roadway. 5 C. STRUCTURAL SECTION For cost estimate purposes, we assume a truck route structural section as follows: 180 mm Type A Asphalt Concrete 300 mm Type B Aggregate Base 450 mm Type C Aggregate Subbase D. ENGINEERING ANALYSIS The County Public Works staff utilized a County owned digital terrain model surface and a Civil Engineering application program to push a roadway template along the proposed horizontal and vertical alignment which creates a design project for each alternative. When the computer- aided analysis is done,we would be able to determine the amount of right- of-way required and the earthwork quantity involved in each alternative. E. ULTIMATE SOUTHBOUND VASCO CONNECTION—Grade separation In order to make the ultimate southbound Vasco connection to Byron Highway a through movement, a grade separated bridge structure is required for both MIDWAY and Byron.Airport Access Road alternatives. The bridge length span over the existing Vasco Road is about 740 feet. PROPOSED ALTERNATIVES A. CAMINO DIABLO PROPOSED IMPROVElVIENTS Camino Diablo currently extends approximately 2.0 miles from the proposed crossing with the Vasco Road to Byron Highway. It is anticipated.that 0.5 miles of Camino Diablo would require horizontal and vertical realignment and road reconstruction in order to meet State Highway standards. The remaining 2 miles of new pavement begins at 1,250m(4,000 feet)west ofByron/Camino Diablo intersection,and extends south-east for about 3.05 Kin (1.89 miles). The alignment will cross with UPRR.tracks and conform to Byron Highway with an at grade intersection. [AGRICULTURAL AND ENVIRONMENTAL QAC There is no Ag Core impact with this alternative. The new roadway traverses through existing open space and agricultural lanais. Since Camino Diablo, and Byron Highway are existing roads, the anticipated impact on the environ-hent is minimal. However, the area of horizontal and vertical realignment and road reconstruction has been identified as a habitat of the San Joaquin fait fox. $000=ECONOMIC The Camino Diablo Alternative would impact approximately 40-50 homes and there may be an associated economic impact to the community of Byron. This alternative would direct regional traffic through the center of Byrom. There may be more significant impacts in Byron due to the intersection of this alternative,Byron Highway, and two UPRR crossings. Parcel severance is also significant, as the proposed roadway would split several ranches. The new roadway cuts off a dirt road access to one property;therefore, an alternative access path must be installed to mitigate this problem,. The cost estimate does not include costs for upgrading the existing section of Camino Diablo. The cost estimate to construct the new roadway on Camino Diablo alternative is $6.45 Million with an itemized cost estimate included in the Technical Appendix. This alternative may require two at grade crossings of the UPRR right-of-way immediately adjacent to Byron 10 Highway. If the Union Pacific Railroad object to the idea of an at grade intersection with their facility,then a grade separation would be rewired. B. MIDWAY RCPCJSED IMPROVEMENTS This alternative locates at the midway between Camino Diablo and Armstrong Road. It T's-off from Vasco Road at about 4,000 feet north of Armstrong Road and extend east along the perimeter of the High Constraints Area for about 8,500 feet(1.6 miles) until it crosses with UPRR and conforms to Byron Highway with an at grade intersection. For the interim project,the west end of the Midway Alternative conforms to Vasco Road with a signalized at-grade intersection. GRICULTURAL ENVIRONMENTAL IMPAC The environmental impact associated with the Midway Alternative may be significant in comparison to the Camino Diablo Alternative since 1.6 miles of the project traverses through existing open space and possible kit fox habitat area. In order to make Midway Alternative a through movement, a grade separated structure is required to overpass Vasco on the west end, south-bound direction. The overhead structure requires substantial foundation work close to an existing creek bank. It may require heavy mitigation in this area. OCIO—ECONOMI Most of this alternative traverses through rolling hills and grasslands except the last 0.34 miles cuts through farmland, and severance may be needed for this parcel. OS'I� The estimated cost of this brand new Midway Alternative is $7.15 Million. We assumed two at grade crossings are required at the UPRR tracks. This cost estimate does not cover the grade separation version of the railroad crossings. 11 C. Byron Airport Access Road R:t3POSED IMPROVEMENTS This would be a 3.1 miles route with 2.1 miles of proposed new road through open space andfarmland. The remaining one mile would be along the existing reconstructed Armstrong Road alignment, and it requires minor shoulder widening on both sides of the existing roadway. The new roadway consists of a 1,650 feet radius curve connects the south- bound Vasco Road to the northwest comer of the existing.Armstrong Road, and a new roadway extend 1.7 miles east from Armstrong/Byron Hot Spring intersection and due southeast until it conforms at the existing Byron Highway which is located on the west side of the SPRR tracks. GRICULTURAL AND ENVIRONMENTAL IlviPAC There is no AG Care impact on this proposed alternative. There are possible significant effects on rare and endangered species, including kit fox and other species identified in the environmental studies for the Byron Airport. The environmental document prepared for this project will be required to analyze these potential impacts and mitigation. SgCIO—ECONGWC The new roadway alignment traverses through the Vaquero Farms and splits it into two parcels. OS The estimated cost of the Byron Airport Access Road Connector is$6.10 Million. This alternative avoids a new crossing of the UPRR right-of- way. 12 D LOCAL STREET CONNECTOR TO THE AIRPORT In order to improve the local road circulation to the airport and be ready for the airport to expand in the future,we propose to connect a new two lane roadway from the intersection of Byron Hot Spring Road/Holey Road, and extend about 0.76 miles north to the existing Byron Highway. A new UPRR crossing is required. The local community will benefit the most if this local connector can be implemented with the Byron Airport Access Road East-West Connector alternative. This local connector will provide a direct link from Byron Highway to the airport. The estimated cost for this local connector is$2.65 Million. VIII. RECOMMENDATIONS The high costs to upgrade most of the existing Camino Diablo, and a long airport access road are the culprits that make Camino Diablo an impractical solution. Midway Alternative traverses through high constraints biological areas,which requires an EIR to determine the impacts to the environment. It is also difficult to justify the usefulness of the airport access due to its high costs of implementing an environmental mitigation unless we have no better alternatives. Both Camino Diablo and Midway Alternative doesn't provide an airport access to the Byron Airport, and these alternatives will not be able to achieve the project goal to improve the Circulation Element within Byron Community. Therefore, the alternatives to Byron Airport Access Road Alternative should be rejected. The Byron Airport Access Road Alternative will have the least impact and the least cost. Although an EIR will also be required for this alternative,the scale involved is localized in a limited area, and it is a lot smaller than the Midway Alternative. A local connector,which connects Byron.Highway to the airport access, will greatly improve the local traffic circulation and allow to accommodate future expansion of the airport. A copy of this request is attached for your reference. The Board of Supervisors has authorized County staff to proceed with the General Plan Amendment as requested. As the next step in the process, please authorize your staff to execute a funding agreement with the Contra Costa County Community Development Department to cover our staff costs for the requested General Plan Amendment and related environmental studies.
