TO: BOARD OF SUPERVISORS Contra Costa FROM: John Cullen, Director ounty Employment and Human Services Department Bob Lanter, Executive Directof Workforce Development Boari, DATE: February 11, 2003 SUBJECT: APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, on behalf of the Workforce Development Board, to ISSUE Request for Proposal (RFP) #1075 for the provision of in-school youth services, out-of-school youth services and follow-up services in the amount of up to $1,100,000 (up to $615,0()0 for in-school youth services, up to $275,000 for out-of-school youth services and up to $150,000 for follow-up services) for the period July 1, 2003 through June 30, 2004, SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION REmmmy,NwEn AcTi APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, on behalf of the Workforce Development Board, to ISSUE Request for Proposal (RFP) #1075 for the provision of in-school youth services, out-of-school youth services and follow-up services in the amount of up to $1,100,000 (up to $615,000 for in-school youth services, up to $275,000 for out-of-school youth services and up to $150,000 for follow-up services) for the period July 1, 2003 through June 30, 2004. FINANCIAL IMPACT! No County Costs. $1,100,000 Workforce Investment Act; 100% Federal. RACKGRO]UND! The current Workforce Investment Act regulation requires that up to 70% of the Workforce Investment Act (WIA) Youth Allocation be designated for in-school youth services and a minimum of 30% of the allocation be designated for out-of-school youth services. Both, in-school and out-of-school services are predicated on providing ten required academic and occupational service elements. Further, the Act mandates that fallow- up services be provided to all youth who exit or complete services for a minimum of 12 months. The Employment and Human Services Department (EHSD) on behalf of the Workforce Development Board (WDB) will develop contracts with that focus on in-school youth, out-of-school youth and follow-up services through the issuance of RFP #1075 to solicit servicesin each category, as well as geographically, for Fiscal Year 2003-2004.
