SUBJECT: Approval of Contract#22-663-5 with Shelter, Inc.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECONLMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D.) to
execute on behalf of the County, Contract#22-663-5 with Shelter, Inc., a non-profit corporation, in
an amount not to exceed$45,000, to provide housing advocacy services for people with HIV, for the
period from March 1,'2003 through February 29, 2064.'
FISCAL IMPACT:
This Contract is funded by Federal funds (Department of Housing and Urban Development)through
the City of Oakland. No County funds are required.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
In 1990,Congress passed the National Affordable Housing Act,including Housing Opportunities for
People with AIDS (HOPWA). The City of Oakland acts as the federal grantee for HOPWA funds
for Alameda and Contra Costa Counties and has entered into a contract with Contra Costa County to
provide supportive services for County residents with HIV/AIDS and their families.
This Contract meets the social needs of the population of the County by providing housing-related
advocacy, referral, and placement services to County residents living with H1V/AIDS to improve
and/or maintain their health status and promote stability in their lives.
On March 19, 2002, the Board of Supervisors approved Contract #22-663-4 with Shelter, Inc., to
provide housing advocacy services for people with HIV Disease, for the period from March 1, 2002
through February 28, 2003.
Approval of Contract #22-663-5 will allow the Contractor to continue providing services through
February 29, 2004.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECONIWNDATION(S).
Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D.) to
execute on behalf of the County, Contract #22-698-6 with The Hawkins Center, a non-profit
corporation, in an amount not to exceed $63,900, to provide client advocacy and legal services for
County residents diagnosed with HIV disease for the period from March 1,2003 through February
29, 2004.
FISCAL IMPACT.
This Contract is funded by federal funds through the Ryan White CARE Act, Title I, through an
intergovernmental agreement with Alameda County, who is the Grantee of these funds. No County
funds are required.
BACKGROUND/REASON(S)FOR RECOMMENDATIONN:
This Contract meets the social needs of County's population in that it provides HIV-related legal
services to low-income County residents living with HIWAIDS to improve and/or maintain their
health status and overall stability.
On March 19, 2002, the Board of Supervisors approved Contract #22-698-5 with The Hawkins
Center for the period from March 1, 2002 through February 28, 2003 to provide client advocacy and
legal services for people with HIV.
Approval of Contract #22498-6 will allow the Contractor to continue providing services through
February 29, 2004.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION!S) :
Approve and authorize the Health Services Director, or his designee
(Wendel Brunner, M.D. ) to execute on behalf of the County, Contract
Amendment Agreement #22-827-1 with Dana Harvey, a self-employed
individual, effective March 1, 2003, to extend the term of the
Contract through April 30, 2003, and to increase the total Contract
Payment Limit by $500 from $31, 200 to a new total payment limit of
$31, 700 .
FISCAL IMPACT:
This Contract is 100% offset by facility fees.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
On March 19, 2002, the Board of Supervisors approved Contract #22-
827 with Dana Harvey, for the period from March 16, 2002 through
March 15, 2003 , to provide consultation and technical assistance to
the Department with regard to the County' s Environment Justice
Policy, including, but not limited to, reviewing, and analyzing
existing environmental policies and regulations to identify options
and prepare reports, and to act as liaison to ensure communications
between the Hazardous Materials Commission, the County
Administrator' s Office, and various County Departments .
Due to a mutual mistake of the parties, the total Payment Limit did
not accurately reflect the oral agreement between the parties, which
was that the Contractor be paid an amount not to exceed $31, 700
instead of $31, 200 .
Approval of Contract Amendment Agreement #22-827-1 Will reform the
Contract to make the formal Contract consistent ' with the oral
agreement, which was negotiated between the parties, allowing the
Contractor to continue providing services through April 30, 2003 . '

Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D.) to
execute on behalf of the County, Contract Amendment Agreement #25--039-2 with Opportunity
West, a non-profit corporation, effective February 1, 2003 to amend Contract#25---039-1 to increase
the Contract payment limit by$224,963, from$132,000 to a new total of$356,963.
FISCAL IMPACT:
This Contract is 100% federally funded by Health and Human Services Grant for Homeless and
Runaway Youth for Fiscal Year 2002-2003.

BACKGROUND/REASON(S)FOR RECOMMENDATION(S): ,
On November 12, 2002 the Board of Supervisors approved Contract#25-039-1 with Opportunity
West for the period from September 30, 2002 through September 29, 2003, for the provision of a
basic center to provide temporary shelter and services to homeless youths in crisis.
Approval of Contract Amendment Agreement #25-039-2 will allow the Contractor to provide
additional services to County's homeless youth clients, including anew transitional housing program
through September 29, 2003.
