SPECIFIC REQUEST{S}OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMI IENDATIt3N(S):
Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D.) to
execute on behalf of the County, Contract #22-401-21 with Pittsburg Preschool and Community
Council, Inc., a non-profit corporation, in an amount not to exceed $175,872, to provide support
services for County residents diagnosed with HIV' disease for the period from March 1, 2013
through February 29, 2004.
FISCAL VYWACT:
This Contract is funded by federal funds through the Ryan White CARD Act, Title 1, through an
inter-governmental agreement with Alameda County, who is the .Grantee of these funds. No County
funds are required.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides health and support
services to County residents living with HTV to improve and/or maintain their health status and
promote stability in their lives.
On March 19, 2002, the Board of Supervisors approved Contract #22-401-19 (as amended by
Contract Amendment Agreement #22-401--20) with Pittsburg Preschool Community Council, Inc.,
for the period from March 1,2012 through February 28, 2003,to provide support services for County
residents diagnosed with HTV disease, including case management services, benefits assurance
counseling,and non-emergency transportation.
Approval of Contract'#22-401-21 will allow the Contractor to continue providing services through
February 29,2004.

Costa County residents with HIV disease, for the period March 1, 2003 through February 29,
2004.

This Contract is Federally funded,by the State t�rough the Ryan.White CARE Act, through an inter-
governmental agreement with Alameda County,who is the Grantee of these funds. No County funds

BACKUR0jW /REASUN(S)FOR RECOMMENDATIONS?:
This Contract meets the social needs of County's population in that it provides health and support
service case management and referrals to County residents living with HiV/t1 LAS to improve and/or
maintain their health status and promote stability in their lives.
On March 26, 2002, the Board of Supervisors approved Contract #22-403-16 (as amended by
Contract Amendment Agreement #22-403--1.7) with Desarrollo Familiar, for the period March 1,
2402 through February 28, 2043, to provide support services to West ContraCosta County residents
with HIV disease.
Approval of Contract#22-403--18 will allow the Contractor to continue providing services through
February 29, 2004.

This Contract is funded by Federal funds (Department of Housing and Urban Development) through
the City of Oakland. No County funds are required.

In 1990, Congress passed the National Affordable Housing Act, including Housing Opportunities for
People with AIDS (HO WA). The City of Oakland acts as the federal grantee for HOPWA funds
for Alameda and Contra Costa Counties and has entered into a contract with Contra Costa County to
provide supportive services for County residents with HIV/AIDS and their families.
This Contract meets the social needs of the population of the County by providing housing-related
advocacy, referral, and placement services to County residents living with MV/AIDS to improve
and/or maintain their health status and promote stability in their lives.
On April 3, 2002, the Board of Supervisors approved Contract#22-435-9 with Catholic Charities of
the East Bay,to provide housing advocacy services for people with HIV Disease,for the period from
March 1,2;002 through.February 28, 2003.
Approval of Contract #22-435-10 will allow the Contractor to continue providing services through
February 29, 2004.
