APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to
RECEIVE funds from the Contra Costa County Housing Authority for a Housing Assistance Pilot Project in
the amount up to $24,000 for the period October 1, 2002 through June 30, 2003. (#29-135-0)

The programs generated from the grant funding would support the fifth Contra Costa County community
outcome ("Communities that are Safe and Provide a High Quality for Children and Families")by providing
housing counseling and expanded access to housing opportunities.

This revenue agreement will allow the Department to expand its existing Housing Assistance Programs to
Housing Authority clients, many who interface with EHD. The first of the two services offered, Tenant
Housing Counseling service, provides comprehensive workshops in money management, establishing and
repairing credit, housing maintenance and upkeep, and tenant occupancy rights and responsibilities. The
second service, Housing Information and Referral, provides clients access to a regularly updated database of
unsubsidized, affordable housing.

SUBJECT: AUTHORIZATION TO ACCEPTANCE FINANCIAL ASSISTANCEAWARD
FOR EARLY HEAD START FUNDS.
SPECIFIC REQUEST(S)OR RECOMMENDATION (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION (S):
APPROVE and AUTHORIZE the Community Services Director or designee to accept a
Financial Assistance Award from the U.S. Department of Health and Human Services,
Administration for Children and Families, in the amount of $354,295 for Early Head Start
Program services for the period from January 1, 2003 through September 29, 2003.
FINANCIAL IMPACT:
This award is funded by the U.S. Department of Health and ',Human Services,
Administration for Children and Families (ACF). The amount awarded of $354,295
represents 3 months of a 9 month prorated period. Funding is included' in the Community
Services Department's FY 2002-03 Budget. County, as Grantee, is required to generate a
20% non-federal, in-kind, non-cash match in the amount of$88,574.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Head Start/Early Head Start Program supports two of
Contra Costa County's community outcomes: "Children Ready for and Succeeding in
School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved
by offering comprehensive services, including high quality early childhood education,
nutrition, health, and social services, along with a strong parent involvement focus, to low-
income children throughout Contra Costa County. The overall goal of the program is to
bring about a greater degree of social competence in preschool children from low-income
families.
REASONS FOR RECOMMENDATIONSIBACKGROUND:
On September 10, 2002, the Board of Supervisors approved the submission of a grant
application to the U.S. Department of Health and Human Services, 'Administration for
Children and Families for Early Head Start Program services.
Acceptance of this award will provide the County's Early Head Start ',Program funds in
serving over 2000 program eligible children and their families in Contra Costa County,

RECOMMENDATION (S):
APPROVE and AUTHORIZE the Community Services Director or designee to accept a
Financial Assistance Award from the U.S. Department of Health and Human Services,
Administration for Children and Families, in the amount of $3,907,430 for Head Start Program
services for the period from January 1, 2003 through December 31, 2003.
FINANCIAL IMPACT:
This award is funded by the U.S. Department of Health and Human Services,
Administration for Children and Families (ACF). The amount of $3,907,430 represents 25%
of the amount awarded. Funding is included in the Community Services Department's FY
2002-03 Budget. County, as Grantee, is required to generate a 20% nen-federal, in-kind,
non-cash match in the amount of$975,858.

AMENDMENT WITH THE CALIFORNIA DEPARTMENT OF EDUCATION.
Spe��iFic Request(S)or Recommendation (S) & Background and Justification
RECOMMENDATION (S):
APPROVE and AUTHORIZE the Community Services Director or designee, to
execute and submit State Standard Agreement GWAP-2007, Amendment No.
1 (County 39-849-11) for full'-day State Preschool Wrap Around Program
Services with the California Department of Education for an Inflation
Adjustment in the amount of $6,021 for a new total maximum reimbursable
amount of$337,634 for the period from July 1, 2002 through .lune 30, 2003.
FINANCIAL IMPACT:
No County match is required. County receives monies through the California
Department of Education.
CHILDREN'S IMPACT STATEMENT.
The Community Services Department Child Development Programsupports
two of Contra Costa County's community outcomes: "Children Ready for and
Succeeding in School" and "Families that are Safe, Stable and Nurturing."
These outcomes are achieved by offering comprehensive services, including
high quality early childhood education, nutrition, and health to low-income
children throughout Contra Costa County.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
On July 16, 2002, the Board approved State Agreement GPRE-2007 (County
39-849-10) with the California Department of Education to provide' valuable
child care and preschool services. This funding has enabled the County to
continue to provide general childcare and state preschool services to program
eligible children residing in the County.
The State Legislature has budgeted additional funds for Child Care and
Development programs to compensate for the higher costs associated with
these programs. Approval of this amendment will allow the Community
Services Department to apply these additional funds to State Preschool Wrap
Around Program Services.
