IN RECOGNITION OF THE DEDICATION RESOLUTION No. 2003/11/
AND EXEMPLARY SERVICE OF DONALD A.
RIGHTER AND HIS RECEIPT OF THE 2003
DON BOSCO SERVICE AWARD
WHEREAS,Donald A.Righter works in the community as a Commander of Police and has served assignments in
almost every position in the San Pablo Police Department;and
WHEREAS,Donald A.Righter has received commendations for outstanding division efforts of violent crime
clearance rates;and
WHEREAS,Donald A.Righter graduated from El Cerrito High School in 1966,received an Associate of Arts with
Honors from Contra Costa College,attended the Federal Bureau of Investigation National Academy,received a
Bachelor of Science from the State University of New York;and
WHEREAS,Donald A.Righter serves as Vice President of the Executive Beard of the San Pablo Salesian Boys
and Girls Club;and
WHEREAS,Donald A.Righter also serves as President of the San Pablo Rotary and Vice President of the West
Contra Costa Business and Professional Association,and participates in Toastmasters International and Veterans of
Foreign Wars Post 916;and
WHEREAS,Donald A.Righter was selected as the San Pablo Chamber of Commerce"Citizen of the Year 2404";
and
WHEREAS,Donald A.Righter has served in the past as President of the San Pablo Chamber of Commerce,
President of the San Pablo Police Employees Association,President of the Contra Costa Peace Officers Association,
and on the San Pablo Exchange Club and Richmond/San Pablo Exchange Club;and
WHEREAS,Donald A.Righter is committed to the Salesian Boys and Girls Club and the work they do to help
young people;and
WHEREAS,the'Sales ians are dedicated to the youth throughout the world and have touched the lives of the young,
including these in West Contra Costa County; and
WHEREAS,the Salesian Fathers and Brothers throughout the world unite to recognize the dedication and
exemplary service of Donald A.Righter;and
WHEREAS,Donald A.Righter will be presented with the 2003 Don Bosco Service Award on March 6,2443;
NOW,THEREFORE,BE IT RESOLVED that the Board of Supervisors of Contra Costa County hereby
recognizes the contributions of Donald A.Righter to the West Contra Costa Salesian Bays and Girls Club.

AND EXEMPLARY SERVICE OF TERESA
MENEGHELLI AND HER RECEIPT OF THE
2003 DON BOSCO SERVICE AWARD
WHEREAS,Teresa Meneghelli has been active in the community since she was a young girl;and
WHEREAS,Teresa Meneghelli attended Our Lady of Mercy Church and sang in the choir for many years;and
WHEREAS,Teresa Meneghelfi excelled in tennis,becoming Richmond's Junior Singles Champion;and
WHEREAS,Teresa Meneghelli graduated from Richmond High School in 1935;and
WHEREAS,Teresa Meneghelli married Joseph Meneghelli in October 1945 and raised two children,Barry and
Cecile;and
WHEREAS,Teresa Meneghelli lived with her family in Point Richmond for 27 years,later lived in the City of
Richmond,and moved to El Sobrante in 1972;and
WHEREAS,Teresa Meneghelli is an active member of the West Contra Costa Salesian Bays and Girls Club and
the Italian Catholic Federation;and
WHEREAS,Teresa Meneghelli was the president of the Young Ladies Institute and the St Cornelius Mother's
Club and a member of the Navy League;and
WHEREAS,Teresa Meneghelli is committed to the Salesian Boys and Girls Club and the work they do to help
young people who need guidance in these unstable times;and
WHEREAS,the Salesians are dedicated to the youth throughout the world and have touched the lives of the young,
including those in West Contra Costa County;and
WHEREAS,the Salesian Fathers and Brothers throughout the world unite to recognize the dedication and
exemplary service of Teresa Meneghelli;and
WHEREAS,Teresa Meneghelli will be presented with the 2043 Don Bosco Service Award on March 6,2003;
NOW,THEREFORE,BE IT RESOLVED that the Board of Supervisors of Contra Costa County hereby
recognizes the contributions of Teresa Meneghelli to the West Contra Costa Salesian Boys and furls Club.

ANIS EXE ''LAKY SERVICE OF DORIS
DENSON-BELCHER
WHEREAS,Doris Denson-Belcher has worked for the West Centra Costa Unified School District for 25 years;
and
WHEREAS,Doris Denson-Belcher served for six years as a Court Appointed Special Representative for children
in the Centra Costa County Juvenile Courts;and
WHEREAS,.Doris Denson-Belcher was on the organizing committee for the City of Richmond's Disabled Person's
Recreation Center;and
WHEREAS,Doris Denson-Belcher serves as an advocate for people who are developmentally challenged through a
contract between the county and the"West Contra Costa Unified School District; and
WHEREAS,Doris Denson-Belcher is chair of the Contra Costa County Commission for Women; and
WHEREAS,Doris Denson-Belcher chairs the commission's subcommittee that coordinates the'Women's Hall of
Fame Awards:ginner,and
WHEREAS,Doris Denson-Belcher is president of the Richmond Branch of the NAACP;and
WHEREAS,Doris Denson-Belcher moved to Richmond from Memphis in 1965;and
WHEREAS,Doris Denson-Belcher attended Contra Costa Community College,San Francisco State University,
and the University of California at Berkeley,and
WHEREAS,Doris Denson-Belcher is married.to Richmond City Council member Rev.Charles Belcher; and
WHEREAS,Doris Denson-Belcher is the mother of four and grandmother of six children,
NOW,THEREFORE,BE IT RESOLVED that the Board of Supervisors of Contra Costa County hereby
recognizes the tireless contributions of Doris Denson-Belcher to the people of West Contra Costa.
