SUBJECT: CONSOLIDATION OF CANYON ELEMENTARY SCHOOL DISTRICT SPECIFIC REQUESTS)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION ReC©mmendat on: 1. APPROVE request of the Canyon Elementary School District to consolidate election with Statewide General Elections subject to item 4 (below), amortization of mail inserter equipment costs. 2. CONSIDER the following qualitative issues which are expected to result from the requested consolidation: a. Timeliness. With consolidation, a slower vote count will take place than without consolidation. b. Accuracy. Additional extra help staffing will be needed to conduct consolidated elections. However, the demand for the staff will go dawn in odd numbered years. c. Voter Impact. While turnout in a statewide general election is higher than the turnout at an"off year" election, high voter turnout and long ballots result in long lines at the palls and "Vater drop- off" towards the end of the ballets and issues on the backs of some ballot carols. ACKNOWLEDGE that with consolidations off of odd numbered years onto even numbered years, revenues will go down for odd year elections and will go up slightly for even numbered year elections. 4. ACKNOWLEDGE amortization of the cost of equipment identified in item 1 (above)over a five-year period (Elections in November 2000, 20302 and 2004)and the spread of those costs among those agencies seeking consolidation off'of November, odd numbered years onto even numbered years. The Board of Supervisors approved this funding proposal on March 24, 1998. BACKG R,Oj j : After lengthy discussion in March 1997, the Board denied eight requests for consolidation upon the recommendation of the Clerk-Recorder. The Board directed the Clerk to work with the districts to see if a way could be found to equalize costs between even and odd years. Based upon a November 1997 County Council Opinion, the Clerk and the County are restricted in the manner in which election billings can be formulated. The Board also asked the Clerk-Recorder to review capital and space requirements. The Clerk has determined that with the exception of expanding the inserting capacity of the Elections Office, all other concerns have been, or will be addressed. The,Canyon Elementary School District formally filed a resolution with our office to consolidate with the even numbered year elections. V MAR 0 7 203 Canyon Elementary SchoolDistrict Governing'Board Resolution No. 2003 02 1'1 AG`vj` Changing Board Member Election to Coincide with General Statewide Elections Held in Even-Numbered Years WHEREAS, section 5000.5 of the California Education Code permits election of school board members to be established on the same day upon which a primary, municipal, or general election is held; and WHEREAS, elections for the Board Members of Canyon School District are currently held on the first Tuesday`after the first Monday in November of each odd-numbered year; and WHEREAS, a change of election dates for the election of these two school board members to be held on the first Tuesday after the first !Monday in November of each even-numbered year would coincide with the statewide general election; and WHEREAS, a change in election dates for school board members would better serve the voters and reduce election costs to the District; and WHEREAS, it is the desire of the Board of Trustees to establish all governing'board member election dates to be consolidated with the statewide general election. NOW, THEREFORE, BE IT RESOLVED, that all school board member elections shall be held in November of even-numbered years to be consolidated with the statewide general election, held on that day, effective with the election to be held on November 2004 and, accordingly the Board of Trustees hereby respectfully requests of the Contra Costa County Board of Supervisors that this Resolution be approved. If this resolution is approved by the Contra Costa County Board of Supervisors, BE IT RESOLVED that as the Board of Trustees exists on the day prior to the first Friday in December 2003, such terms of office of two Beard Members whose terms would otherwise expire in 2003 be extended in accordance with the provisions of Section 5000.5 (g) of the California Education Code. Further, the District Superintendent shall cause a certified copy of this Resolution to be filed'with the Contra Costa Board of Supervisors and the Contra Costa'County Superintendent of Schools no later than 240 days prior to the governing board member election of the District scheduled for November 4, 2003 but for this request for change of election date. .......... ........... ................................................. ................................................................................
