TO: BOARD OF SUPERVISORS Contra FROM: JOHN SWEETEN, County Administrator Costa DATE: DECEMBER 10, 2002 County 1S SUBJECT: 2002 ANNUAL REPORTS FROM BOARD ADVISORY BODIES .j SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: RECEIVE 2002 Annual Report submitted by the Human Relations Commission, BACKGROUND* On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/377, which requires that each regular and ongoing board, commission, or committee shall annually report to the Board of Supervisors on its activities, accomplishments, membership attendance, required training/certification (if any), and proposed work plan or objectives for the following year, on the second Tuesday in December. These reports will be transmitted to the Board upon receipt and reminders will be sent advisory bodies that have not filed annual reports. Contra Costa Human Relations Commission Annual Report December 9,2002 Advisory Body Name: CCC Human Relations Commission(CCCHRC) Meeting Time/Location: 1st Wednesday monthly at 2425 Bisso,Lane,Concord,CA Chairs during reporting period: Anthony Daniels 9101-9/02,Charlotte Perry 10/02-present Staff persons during reporting period: Alice Aldridge 9101-6/02,Keisha Braxton 8/02-present Reporting Period: 9/12/01-12/10/42 Activities After September 11, 2001,the commission designed a"Peace Flyer" to encourage community agencies and media organizations to remind citizens to model peaceful behaviors and report acts of violence. HRC Commissioner Michal Post donated time,costs of duplication and postage to mail flyers to the agencies on the CCCHRC mailing list. On May 18,2002,the CCC Human Relations Commission co-sponsored the Fourth Annual Sister Cities Parade and Multicultural Festival of El Cerrito and Richmond, CA. Food, informational booths and performers represented the diverse cultural groups of the cities. HRC Commissioner Jamie Cader played a major role in this event. Several hundred participants attended including Supervisor John Gioria. View website pictures at www.CaCCandC.com On June 5,2002,the Commission held the first Bridging the Gap Achievement Award Dinner to honor five recipients in three county regions. The awardees were selected from a pool of nominees who go above and beyond their regular jobs and activities to assist county residents through mentoring,cultural sensitivity training,and social support activities. Sixty-eight persons participated. Moore's Trucking Co. of Richmond and the Housing Authority of Richmond provided funding to sponsor this event. HCR Commissioner Troy Grove donated inscribed plaques of appreciation to present to the following individuals/organizations: The African American Academic Achievement Committee—East County Bobby Ward—West County Deborah Burkes—West County Eve Ma—West County Queer Youth Action Team—Central County Accomplishments HRC Commissioner Walter Ruehlig organized the first-ever Peace at Home Event for Antioch, CA as a part of the international Season for Non-Violence campaign on April 7, 2402. The Season for Nonviolence celebrates the principles and practices of Mahatma Gandhi and Dr. Martin Luther King, Jr.Program participants included HRC Commissioners Anthony Daniels, and Farid Younos,Supervisor Federal Glover and State Senator Tom Torlakson. Approximately 150 participants took part in the interfaith demonstration against violence. .. ......................................... ................................................................................................................................ ........... HRC Commissioner Marsha Golangco and Mojdeh Palmer of the Center for Mutual Understanding organized the Danville Peace Walk event to commemorate the end of the Season of Non-Violence on Sunday,April 7, 2002. About 80 people attended to support this event. Supervisor Donna Gerber participated in the program. The 64 days between Mahatma Gandhi's and Martin Luther King's assassination dates,have been observed as the Season of Non-Violence in many cities in the United States and the world. It was the first time the Human Relations Commission organized the peace events in the cities of Danville and Antioch, in collaboration with the organizers in the City of Pleasant Hill. Attendance/Representation The commission presently has 13 active commissioners,2 seats are vacant. Commissioners are equally represented by gender,and come from varied ancestral,cultural and religious backgrounds. We achieve a quorum at 99%of the meetings. Training/Certification A majority of the commissioners have completed the orientation training on the Brown Act and Better Governance and Ethics, for County Advisory Commissions and Committees,during the months of September,October,November,and December 2002. Administrative staff person,Keisha Braxton completed required staff training on September 19, 2002, and prepared copies of the Advisory Body Handbook for all commissioners. Commissioner Walter Ruehlig completed a certification course in Mediator for Peaceful Communities Training sponsored by the Center for Human Development. Commissioner Charlotte Perry completed two certificate courses(1)Development of Affirmative Action Plans; and(2)Complaint Processing and Conflict Resolution sponsored by the American Association of Affirmative Action. Proposed Work Plan/Objectives for Year 2002-2003 The CCCHRC will develop linkages with HRCs in the cities of Concord,Richmond,El Cerrito and San Pablo. The commissioners of the CCCHRC will participate in selected activities of the 2003 Season of Non-Violence Campaign in the cities of Concord,Richmond and Walnut Creek, CA. The CCCHRC will seek funding to sponsor the Second Annual Bridging the Gap Achievement Award Dinner to be held during the month of June 2003.
