BACKGR(H
Regents, University of California San Francisco (UCSF) provide research and evaluation services for the
PACT program (Providing Assistance to Caregivers in Transition). Research and evaluation services
augment family caregivers knowledge of available options and alternatives for care recipients, increase the
number of care recipients transitioning to the community, and increase the caregivers ability to make
informed decisions for care recipients. Research methodologies for the PACT program identify and
implement a caregiver assessment tool, a transition assessment tool for the care recipient and caregiver, and a
care-planning instrument. Three general analyses are used to evaluate program operations, operational
features, caregiver outcomes and experiences, and rare recipient outcomes including rates of discharge and
lengths of nursing home stay.
Dr. Robert Newcomer, PHD, Professor and Chair of the Department of Social and Behavioral Sciences at
UCSF has served as principal or co-principal investigator for over thirty (30) grants and contracts through the
State of California and has an operational knowledge of Contra Costa County. Dr. Newcomer leads the
design and evaluation of the PACT program.

RECOMMENDATION (S):
APPROVE and AUTHORIZE the Community Services Department Director or designee to
execute contract amendment #38-621-8 with Macias, Gini & Company LLP to extend the
term from.December 31,2002 to April 30,2003 and to increase the payment limit by$20,300
to a new payment limit of$44,500 for auditing the Community Services Department's Child
Development Program.
FINANCIAL IMPACT:
This contract is State funded through State Child Development funds. Funding is included in
the Community Services Department's FY 2002-2003 budget. There is no net County cost to
this contract.
CI LDREN'S IMPACT STATEMENT:
The Community Services Department Child Development Division supports two of Contra
Costa County's community outcomes: "Children Ready for and Succeeding in School"
and. "Families that are Safe, Stable and Nurturing." These outcomes are achieved by
offering comprehensive services, including high quality early childhood education,
nutrition,and health to low-income children throughout Contra Costa County.
REASONS FOR RECt`3MMENDATif3NSBACKGROUN :
This audit required much more extensive sampling than originally anticipated. The audit
could not be closed within the original timeframe. Contractor continued to provide services
in good faith.
Approval of this amendment will allow the Contractor to complete the audit of the
Community Service Department's Child Development Program.

This Contract meets the social needs of the County's population in that it provides Wrap-
Around and other mental health services to young children with serious emotional and
behavioral disturbances, and their families, who have not had access to these services
previously. This intensive mental health support is intended to reduce out of home
placements and the need for restrictive or specialized educational settings in
kindergarten.
Under this Contract #74-199, Contractor will provide Wrap-Around, Day Treatment, and Mental
Health services for high risk, delayed, or emotionally disturbed children at the Lynn
Center, through June 30, 2004.

environmentally deprived children who do not meet the criteria for any categorical funding
source for services.
Under this Contract #74-200, Contractor will provide Wrap-Around, Day Treatment, and Mental
Health services for high risk, emotionally disturbed children under the age of six, through
June 30, 2004.

and temporary absences of County pharmacists and technicians, as well as
during periods when permanent positions were vacant.
Approval of Contract #26-203-18 will allow the Contractor to continue
providing temporary help services, through March 31, 2004 .
