SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Risk Manager to execute a contract with Ah Hing to perform risk
management services from April 1, 2003 to March 31, 2006 in an amount not to exceed $108,000 per
year.
FINANCIAL IMPACT:
Costs for risk management related services are funded through the Self-Insurance Trust Funds.
BACKGROUND /REASONS FOR RECOMMENDATION:
Ah Hing has provided services to the County since October 1, 1996. Based on the services provided,
experience and expertise, it is recommended the County continue to contract with Ah Hing. Services
include development of self-insured workers' compensation and liability premium charges for
departments based on payroll and losses; obtain and organize data for actuarial reviews of the County's
self-insurance programs; assist departments in developing insurance requirements, indemnification and
other provisions to protect the County in contracts; work with departments and public contracting parties
to develop reasonable alternatives to standard form contract insurance requirements; obtain and
organize underwriting information required by the County's excess property, general liability, medical
malpractice, bonding, aircraft and workers' compensation insurance carvers; prepare forms for filing of
risk management and safety information required by State and Federal regulatory agencies; and provide
temporary risk management and analytical services for vacant positions.

SPECIFIC REQUEST(S)'OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff, or his designee, to execute a contract on behalf of the
County with KENDA Systems, Incorporated, in an amount not to exceed $350,000 to provide
project management services for the term of March 16, 2003 through September 15, 2003 to
co late the development and implementation of the Contra Costa County Integrated Justice
Information System.
IL FINANCIAL IMPACT:
NONE. No GeneralFunds are requested for this project. Funding sources will be $236,000
from the ACCJIN (All' County Criminal Justice Information Network)account and $114,000
from the participating member agencies.
Ill. BACKGROUND:
KENDA Systems, Incorporated is assisting the County in the development and implementation
of technology to allow for the immediate sharing of vital law enforcement information between
the Office of the Sheriff and other jurisdictions within the County. The Contractor will develop
and manage detailed project work plans and schedules for the implementation of the project,
and provide regular, detailed progress reports to the CCCIJIS (Contra Costa County Integrated
Justice Information System) Committee. All Contra Costa Criminal Justice agencies'have been
Invited to participate in the system and have been included in the development of the operational
requirements. The Contractor will recommend cost sharing arrangements between the participatinc
agencies.
IV. CONSEQUENCE OF NEGATIVE ACTION':
The completion of this project will allow critical information to be readily accessible to all agencies
in the County resulting in greatly enhanced effectiveness and efficiency. Failure to complete
this project will hinder the ability of County agencies to share information necessary to the
enforcement of the law and the protection of the citizens of the County.

The Contractor, Wallace Rowe & Associates, Inc. was engaged to conduct a program audit of Worldwide
Educational Services, Inc. for the period of FYI 999-2000. Contractor requested and the Department agreed
to reimburse Contractor for expenses that may be incurred and may arise from legal action by Worldwide
Educational Services, Inc. against Contractor that are not otherwise covered by the Contractor's insurance up
to a total amount of$5,400. Inclusion of this clause in the contract requires a text amendment and an
amendment in the payment limit.

to EXECUTE contract(#21-7282) with IBM Global Services to develop and produce extracts
from the Child Welfare System/Case Management System not to exceed a payment limit of
$105,272 for the period July 1, 2003 through June 30, 2005.

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE
contract(#21-728-2) with IBM Global Services to develop and produce extracts from the Child Welfare
System/Case Management System not to exceed a payment limit of$106,272 for the period July 1, 2003
through June 30, 2005.
FINANCIAL IMPACT:
County costs will be $21,254, 20%0 of the payment limit. The remaining $85,018 (80%) will be paid
through Federal and State funds.

The C3BIS Project requires the incorporation of the Children's Services client and case management data
from the Child Welfare System/Case Management System (CWS/CMS) into the Oracle database.
GWS/CMS is a State-level system implemented in all 58 counties to support and report Children's Services
client and case management activities, The State Health and Human Services Data Center (HHSDC)
provides oversight of the CWS/CMS system.. IBM Global Services is currently under contract as a result of
a competitive procurement with HHSDC to develop and maintain CWS/CMS. Hence, IBM Global Services
is the only provider for this service that is necessary to complete the C3BIS Project. This action will allow
the Department to provide data extracts from CWS/CMS necessary to complete the C3BIS Project.
