1. RECOMMENDATION:
ADOPT Resolution No. 2003/50 Authorizing the Sheriff, or his designee, to apply for a Federal
Emergency Management Agency, Office of National Preparedness, 'Supplemental Grant for
Emergency OperationsPlanning, in an amount not to exceed $206,048, and to execute a
contract to accept such funding if awarded for the period of December 5, 2002 through
December 4, 2003.
!l. FINANCIAL IMPACT:
NONE. Expenditures and reimbursement revenues are included in the Office of the Sheriffs
budget.
Ill. BACKGROUND:
The Supplemental Grant for Emergency Operations Planning will allow the Emergency Services
Division of the Office of the Sheriff to ensure that all cities within the Operational Area have
current Emergency Operating Plans with updated chapters for Terrorism/Weapons of Mass
Destruction (WMD). While each of the cities have emergency response plans for most
contingences, there is not plan in place for an integrated response to Terrorist/WMD events.
The funding will used to develop and implement a model plan incorporating a multi-level,
multi'-agency and multi-jurisdictional response to be utilized by all agencies within the county.

SUBJECT: Small Business Set Aside Grant
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AM JUSTIFICATION
1. RECOMMENDATION:
1. AUTHORIZE the Sheriff, or his designee, to apply for and execute a grant with the National
Institute of Justice, in the amount of$500,000, as part of a program which requires the
Office of the Sheriff to contract with CMT Corporation for services.
2. AUTHORIZE the Sheriff, or his designee, to execute a contract with CMT Corporation,
in an amount up to$500,000, to develop an Automated Report Writing System for the
period of April 2, 2003 through September 30, 2003.
11. FINANCIAL IMPACT:
NONE. This grant provides an opportunity for the Office of the Sheriff to receive $500,000
in funding as a pass through to private business. No matching>funds are required.
Ill. BACKGROUND:
The Office of the Sheriff is exploring the feasibility of instituting an Automated Report Writing
System(ARS). Although versions of an ARS have been attempted in the past, our current
model incorporates a partnership between our Office and CMT Corporation. CMT has a proven
product in the medical field, which can be designed to meet our law enforcement needs and
requirements. The ARS process begins with the initial report being verbally input and seat
electronically to a voice server. Once the report is in written fonnat, it is returned for review and
approval. The report is then electronically distributed to appropriate destinations. The goal of
the project is to keep front line law enforcement in the geld,data accuracy, consolidated data,
and electronic-form incident report in searchable databases. This project is also an integral part
of our Contra Crista Justice Information System(GEIS), in participation with the Justice
Administration Advisory Committee (JAAC) and the Police Chiefs Association, it will benefit
County justice agencies in addition to other law enforcement agencies. The end result being
better service and product to the public we serge.

This action directly supports three of the five community outcomes established in the Contra Costa County
Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth
Healthy and Preparing for Productive Adulthood"; and 5) "Communities that are Safe and Provide a High
Quality of Life for Children and Families."
BACKGROUND!
The Need and Seed Program is a strategy that involves a two-pronged approach to "weed" criminal
offenders engaged in drug crimes fromthe neighborhoods to prevent and reduce violent crime, drug abuse,
and gang activity through community oriented policing, and "seed" the neighborhoods with housing,
employment and social sustaining programs. The meed and Seed. Program targets the unincorporated west
county communities of Forth Richmond/Rodeo. Activities funded by this grant will provide components to
include, but not limited to,;after school activities for youth and teens, substance abuse prevention, and
community crime prevention education.

Grant requiresa 34%o match for the 19-month program cost of$287,332. County match of$98,000 has been
previously budgeted and will come 100% from CaIWORKS funds: 15%County($14,700), 85%Federal.
The Contra Costa County Employment and Human Services Department (EHSD) operates the Children's
Transportation Project, a children's shuttle program that provides free transportation to and from school and
daycare for the children of'CaIWORKs participants and other law-income families. Laidlaw, through a
contract with EHSD, provides vans, drivers and aides to operate this service.
If funded, the grant will cover the costs of two additional vans and corresponding drivers and aides for the 19-
month grant period. The project currently serves between 12-15 children per day per vehicle and the 2 additional
vans would result in 24-30 additional children to be served by the project,

APPROVE and AUTHORIZE the Community Services Director or designee to
execute and submit State Standard Agreement #03F-4348, Amendment No. 1
(County #39-813-17) with the California Department of Community :services and
Development in the amount of $170,859 for a new maximum reimbursable
amount of $289,400 for 2003 Community Services Block Grant (CSB ) program
services for the period from January 1, 2003 through December 31, 2003. This
funding amount reflects a 94-day allocation for Program Year 2003. An
amendment will follow after Federal appropriation is approved and California is
advised of its grant award.
FINANCIAL. IMPACT:
This Contract is federally funded through the California Department of Community
Services and Development. No County funding is required.
REASONS F0 REC Ill#MENQATIONSIBACKGROUND:
On June 26, 2001 the Board of Supervisors approved the 2002-03 Community
Action Plan, subsequently amended and approved on July 24, 2001. Approval of
CSBG State Standard Agreement#03F-4308 Amendment No. 1 will provide a 90-
day allocation. This is in addition to the 53-day allocation provided by the original
CSBG State Standard Agreement #03F-4308 approved by the Board on January
7, 2002 for 2003 CSBG self-sufficiency programs and emergency services for
eligible county individuals and families.
The Department of Community Services and Development (State) has not
received notice on the final federal CSBG allocation for California, thus, the State
is forwarding the additional 90-day allocation until the final federal budget is
approved. An amendment will follow after the federal' appropriation is approved
and California is advised of its grant award.

On June2+6, 2001, the Board 'approved the 2001 California Low-income Home
Energy Assistance Program (CAL LIHEAP), State Standard Agreement 01X-6009
with the California Department of Community Services and Development
(subsequently extended through December 31, 2002). This agreement provides
Weatherization Assistance, California Horne Energy Assistance, Outreach and
Training for consumer activities, and Energy Crisis Intervention Services to eligible
county individuals and families. Approval of this amendment will allow the County
to continue providing CAL LIHEAP energy program services to eligible County
individuals and households through April 30, 2003.

BACKGRO 7/RZASON(S) FOR 'RECOMMEMXT ION(S I:
This project will address findings from a national survey indicating
low awareness of folic acid intake recommendations among women of
childbearing age identified in 1995 (March. of Dimes, 2002) The
follow-up surveys revealed that the number of women of childbearing
age aware of folic acid recommendations has increased. The goal of
the project is to develop and implement a community-based folic acid
awareness campaign to encourage women of child bearing age to take
folic acid regularly to promote positive pregnancy Outcomes. The
Department will work collaboratively with other representatives form
other Counties and community-based, agencies to participate in the
planning and implementation of the campaign..
