FIX Tuesday, May 13, 2003 at 9:30 a.m. for a public hearing on the proposed ordinance adjusting the Criminal Justice Administrative (Booking) Fee. 2. DIRECT the County Administrator to publish required notices and to submit to the Clerk of the Board by Tuesday, April 29, 2003 documentation for public inspection supporting the fee adjustments. BACKGROUND: On January 22, 1991, the Board adopted an ordinance establishing a criminal justice administrative (booking) fee in the amount of $127 as authorized by Chapter 29550 of the Government Code. The Board has subsequently increased the fee to $137 effective June 1, 1994, to $145 effective Jelly 1, 1996, to $154 effective June 19, 1995, and to $159 effective July 1, 2001. The current fee,. $1+69, has been in effect since July 2001and has not been adjusted to reflect changes in operations, staff, or cost. Government Code Section 29550 requires that any increase in the jail booking fee be adapted prior to the beginning of the fiscal year in which it will take effect and requires a 45-day written notice of a public hearing. At the conclusion of the hearing,adopt new schedule of fines and charges and ordinance. FINANCIAL IMPACT: The increase in overdue fines for Videos, Equipment, BiFolkal Kits and CD/DVD products and Adult/Young Adult Materials will enable the library to recover costs. The fine of$1.04 per clay for Videos, Equipment and CD/DVD products will be increased to $2.00 per day. The fine for late adult and young adult materials will be increased from$.20per day to $.25 per day. These fines are consistent with other fees already established. It is estimated that these changes will increase library revenues by$125,004. BACKGROUND: Recent budget cuts have necessitated the examination of fees to recover the expenses of providing services to library patrons. The County Librarian has studied the costs of providing these services and has recommended the following changes to the library fee structure in order to cover costs. A copy of the proposed fines&charges will be on file at the Clerk of the Board's Office, Room 106, 651 Pine Street,Martinez,ten(10)days prior to the date of the hearing. The resolution proposed by the County Librarian'incorporates four Resolutions 87/260, 9299/559,931739 and 97/174 into one document and acids all of the changed mentioned above. OVERDUE ADULT AND YOUNG ADULT MATERIALS $.20 to $.25 per item per day. This increase is recommended to assist in recovering costs. The Schedule of Fines and Charges has not changed since 1997, and fines for overdue Adult and Young Adult Materials were not increased at that time. Revenue generation is expected to increase by less than the total estimated fine increase, since some materials will be returned earlier as a result of the increased fine. 2. OVERDUE CD/DV% EQUIPMENT, BIFOLKAL KITS AND VIDEO PRODUCTS 1.00 to $2.00 per item per day. The fine charged for these overdue materials has not changed since in was introduced in 1997. These items are in high demand, and the change is intended to encourage the patron to return these items to the library when due so that other patrons may have access to them. This increase will also assist in recovering casts.
