SUBJECT: RESOLUTION NO. 5087 AUTHORIZING THE EXECUTIVE DIRECTOR OF THE
HOUSING AUTHORITY TO SUBMIT A DISPOSITION APPLICATION TO THE
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, AND EXECUTE A GRANT
DEED AND RELATED DOCUMENTS, FOR DISPOSITION OF TWO LAND PARCELS AT
LAS DELTAS 11009E FOR USE IN THE YOUTHBUILD PROGRAM PROJECT IN NORTH
RICHMOND
SPECIFIC REQUEST (S) OR RECOMMENDATION($) & BACKGROUND AND JUSTIFICATION
1. RECOMMENDED ACTION.
ADOPT Resolution No. 5037 authorizing the Executive Director of the Housing Authority to submit
a disposition application to the Department of Housing and Urban Development(HUD), and
execute a Grant Deed'and related documents, to enable the Authority to transfer title to two land
parcels with four severely damaged apartments at Las Deltas CA 11009B in North Richmond to
the non-profit Community Housing Development Corporation of North Richmond (CHDCNR)for
use in its approved Youthbuild'Program to train youth and construct affordable housing for low-
income families.
11. FINANCIAL.IMPACT:
Housing Authority Comprehensive Grant Program funds in an amount not to exceed $3,000.00 will
be used to provide title insurance and pay escrow fees incurred in connection with the transfer of
the parcels. The reduction of four apartment units from the Authority inventory will proportionately
reduce annual grant funds from the U.S. Department of Housing and Urban Development (HUD)
for modernization,`maintenance, and operations of properties owned by the Authority.

Ill. REASONS FOR RECOMMENDATION/BACKGROUND
On October 28, 2002 the County Redevelopment Agency received approval from HUD for a
$600,000 Youthbuild Program funding application. To operate the program, sites are needed for
training youths in construction work and related career development.
Two parcels owned by the Authority with vacant deteriorated duplex buildings are needed by and
available for use in the County sponsored Youthbuild Program.
1722 Third Street, Richmond (HACCC Units#630 and#631)
1849 Fifth Street, Richmond (HACCC Units#646 and#647)
CHDCNR, under agreements with the County Redevelopment Agency, will rebuild or replace the
vacant and deteriorated buildings on the two properties with two affordable homes through its
YouthbuildProgram. Upon completion, the homes will be sold on affordable terms to low-income
families. CHDCN'R will provide direction and support to participants in the Youthbuild Program,
including basic education, training to develop self-sufficiency skills, on-site construction training,
leadership training, and other career enhancement services.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to approve the transfer of title, the Housing Authority
and the County Redevelopment Agency will not be able to carry out the Youthbuild Program
project as approved by the County Redevelopment Agency and utilize the funding provided by the
U.S. Department of Housing and Urban Development.

RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR OF THE HOUSING
AUTHORITY TO SUBMIT A DISPOSITION APPLICATION TO THE
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, AND EXECUTE A
GRANT DEED AND RELATED DOCUMENTS, FOR DISPOSITION OF TWO
LAND PARCELS AT LAS DELTAS 110098 FOR USE IN THE YOUTHBUILD
PROGRAM PROJECT IN NORTH RICHMOND
WHEREAS, the Housing Authority of the County of Contra Costa (Authority)
owns certain real property in Contra Costa County, California, Assessor's
Parcel Numbers 409-191-012 (portion) commonly known as 1722 Third
Street, Richmond, and 409-261-002 (portion), commonly known as 1845
Fifth Street, Richmond, under Trust Agreements with the U.S. Department
of Housing and Urban Development (HUD); and
WHEREAS, the Authority is participating with the Contra Costa County
Redevelopment Agency in a Youthbuild Program project to provide
direction and support to participants in the Youthbuild Program, including
basic education, training to develop self-sufficiency skills, on-site
construction training, leadership training, and other career enhancement
services, under a grant obtained from HUD; and
WHEREAS, the four public housing units on the two sites identified above are
not presently habitable and require extensive rebuilding or replacement,
and could provide useful Youthbuild Program training sites for the
construction of affordable housing for low-income families, and
WHEREAS, the non-profit Community Housing Development Corporation of
North Richmond (CHDCNR) has been selected by the Contra Costa
Redevelopment Agency for operation of the Youthbuild Program project in
North Richmond; and
WHEREAS, HUD approval of a Disposition Agreement is needed to transfer title
to the sites from the Authority to CHDCNR for the approved Youthbuild
Program project; and
WHEREAS, transfer of title to the two sites from the Authority to CHDCNR for
the use in the Youthbuild Program project will allow commencement of the
construction of affordable housing for low-income families and training of
youth participating in the Youthbuild Program; and
WHEREAS, the transfer documents will authorize the Authority to terminate the
sale to CHDCNR if CHDCNR fails to sell the rebuilt homes to low-income
families;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
COMMISSIONERS of the Housing Authority of the County of Contra Costa
that the Executive Director of the Authority is authorized to submit a
Disposition Application to HUD, and, upon HUD approval, execute a Grant
Deed and all related documents, including a purchase and sale agreement,
needed to transfer title to the two sites described herein to CHDCNR for
construction of affordable housing on the sites through the Youthbuild
Program in North Richmond.

SUBJECT: APPROVE INTERAGENCY AGREEMENT#22-568-9 WITH CONTRA COSTA COUNTY
HEALTH SERVICES DEPARTMENT
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
1. RECOMMENDED ACTION:
Approve and authorize the Executive Director to execute on behalf of the Housing Authority
Interagency Agreement#22-568-9with the County Health Services Department in an amount not
to exceed $926,70, to provide Homeless Program Services for the period from July 1, 2002
through June 30, 2003.
11. FINANCIAL IMPACT:
This contract is 100%funded with existing budgeted Net County Cost for fiscal year 2002-2003.
The Housing Authority is reimbursed for its cost of providing maintenance services at two shelters
and one transitional housing facility.
Ill. REASONS FOR RECOMMENDATION/BACKGROUND
For a number of years, the Housing Authority has provided homeless program services, including
maintenance services at the County's Homeless Program's Brookside and Central County
shelters and the Mt. View Transitional Housing facility.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Beard of Commissioners choose not to approve this Interagency Agreement, the
Housing Authority would be unable to recapture its costs for services rendered and would not be
able to continue providing the services rewired by the Homeless Program.
