ACCEPT this report from the County Administrator regarding the status of the fourth quarter implementation of budget reduction strategies. 2. APPROVE, effective April 1, 2003, the elimination of vacant positions in various departments throughout the County and the abandonment of obsolete classifications as outlined in Attachment A. 3. APPROVE, effective April 1, 2003, the elimination of positions, layoff of employees, and reduction in hours of employees in the Health Services Department as outlined in Attachment B. 4. APPROVE, effective April 1, 2003, the elimination of one position, and the layoff of one employee in the Human Resources Department as outlined in Attachment C. 5. APPROVE, effective April 1, 2003, the elimination of positions, and the layoff of employees in the Contra Costa County Library and the Probation Department as outlined in Attachment D. 6. APPROVE, the transfer of$2,770,579 in net County cost appropriations from various County departments to the Contingency Reserve to reflect savings from early implementation of cast savings measures. (Attachment E) 7. RECOGNIZE that the above measures are a first step towards balancing the FY 2003-04 budget and that additional reductions will be necessary as a part of budget hearings in June'. BACKGROUND: On February 14, 2003 and on several prior occasions, the Board of Supervisors heard reports from staff projecting the need to eliminate up to 117 filled positions as part of a plan to reduce $26 million in net County cost for the upcoming budget. The original plan to begin these reductions starting ,July 1, 2003 was accelerated at the County Administrator's request and with the Beard's concurrence. Departments began preparations for these target reductions(which entail a 10% net County cost reduction for each department) in October. A number of departments, with the benefit of this advance notice, have made it a priority to identify strategies to achieve their 10% net County cost reductions without laying off employees. They have been remarkably successful in doing that, to the extent that very few layoffs are presently anticipated. In some cases, this has been accomplished by reducing various office expenses e.g., services and supplies, and fixed asset purchases. In most cases, however, it has resulted from conscious decisions to not fill positions when they become vacant due to retirements or other factors. "Vacancy management" reduces the need to lay off existing employees, and departments have been encouraged to do this. It is not without cost, however, in the sense that services to the public and workload for remaining employees are affected. Reductions of$25.9 million for FY 2003-04 have been identified and budget staff are in the process of reviewing budget requests submitted by departments to assess the feasibility of these reductions and there impact on the maintenance of core programs. Further, the County Administrator and budget staff are working to identify an additional $24 million in reductions needed to balance the County's FY 2003-04 budget (not counting impacts of the pending ,State budget). Those additional reductions may require additional position eliminations and layoffs. The Board has considered the financial impact on the County due to reduced funding and the impact of increased funding requirements, and has considered the position and staff reduction/retention pians submitted by Departments as part of 10% net County cost reductions. 2. In order to accelerate plans to begin reductions, it is necessary to abolish the VACANT positions described in the lists attached (Attachment A-1). Said lists are incorporated herein by reference, and said positions are hereby abolished effective April 1, 2003. Additionally, certain obsolete classifications are being abandoned (Attachment A-2). 3. The Employee Relations Officer small give notice of this Resolution to recognized employee organizations representing employees impacted by this action. 4. To the extent that the subjects of this Resolution are within the scope of representation pursuant to the Meyers-Milias-Brown Act (Government Code Section 3500 et seq.), this Board offers to meet with recognized`employee organizations upon request concerning this Resolution. 5. Recognized employee organizations may submit to the Employee Relations Officer written requests to meet and confer on specific proposals with respect to the Resolution or resulting layoffs. This authorization and direction is given without prejudice to the Board's right to reduce or terminate the operations and services of the County and of Districts governed by this Board, and to eliminate classes of employees or positions as involving the merits, necessity, or organization of services or activities of the County or districts governed by the Board and not within the scope of representation. 6.
