RECOMMENDATION:
APPROVE and AUTHORIZE the Public Defender to execute a contract with the following
individuals, at the specified amounts, to provide Dependency Case Assistance over the
following periods:

FISCAL IMPACT
Estimate no impact on the General Fund. The cost of dependency case services is reimbursed
100% by the Superior Court under California Rules of Court, rule 810, which identifies the cost
eligible for the Trail Court Funding Program.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
Attorneys assigned to represent minors in dependency cases are obligated by state law to visit
the minor clients in the homes and placement settings at least once every 6 months. Such
"home visits" may also entail consultations with families or other professionals such as social
workers, teachers and psychologists. The home/school visits provide information from and
consultation with the minor childthat, in turn, form the basis for advocacy on behalf of the
dependent children clients in W & 1 300 proceedings.
Dependency Case Assistants (DCA) work with, and under the supervision of, attorneys in the
Public Defender's Office assigned to handle Welfare and Institutions Code Section 300 cases
for minors in Juvenile Court.

Utilizing contract DCAs is both cost-efficient and sensible: (1) attorneys are paid more on an hourly
basis than contract DCAs and such home visits involve travel time and other scheduling duties which
can be carried out by DCAs at a lower hourly cost; and (2) DCAs often have backgrounds in social
work, child development, education, criminal justice, and other allied fields which gives them an
expertise not necessarily possessed by attorneys in the Public Defender's Office.
The tasks of the DCA often require work on weekend's and in the evenings and sometimes at locations
that require lengthy automobile trips. Given the alternative and irregular work schedules required, as
well as other work experience characteristics of the DCAs, recruitment, retention and payment as
contract employees works best for the Department. Hopefully, too, in the best interests of continuity in
their interaction with younger minors, a bond of trust will be established with these clients.

SUBJECT: PUBLIC DEFENDER- CLIENT SERVICES SPECIALIST LINDA NORTON
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Public Defender to execute a contract with Linda Norton in an
amount not to exceed $54,500 to provide clients services for the period April1, 2003 through
March 31, 2004.
FISCAL IMPACT
Included in the Public Defenders approved budget
BACKGROUND/REASON(S) FOR RECOMMENDATION(5):
The client services provided by this contractor are manifold in assisting attorneys at the Public
Defender's Office. A primary duty is to assist attorneys in finding placements in drug and
alcohol programs; and then working with the clients and programs in transitioning into the
programs. Secondary duties include visits to mental hospitals and other mental health sites
working with clients of the Public Defender who have pending L.PS matters. The Department
has been fortunate to find persons with excellent professional experience in such placements
who could work on a contract basis.

SUBJECT: Telecommunications Services with Advanced Voice and Data

L RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Chief Information Officer or his designee to execute an
agreement with AVD (Advanced Voice and Data) for the period of March 1,2003 to December 31,
2003 in the amount of$75,000.
IL FINANCIAL IMPACT:
Funds will not be encumbered by the agreement and no additional General Fund monies are
requested. Services will be charged out to requesting departments.
IIL REASON FOR RECOMMENDATION AND BACKGROUND:
County telecommunication service requests continue to increase due to the rapid technological
changes in voice and data systems. To meet our customer's service requests,we need to augment
our permanent staff with contract staff from AVD.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If this contract is not approved,then telecommunications work for departments will be delayed,as the
county does not have adequate staff to meet the current volume of service requests generated by
departments.

$126,700, to provide Homeless Program Services for the period from July 1, 2002 through June 30,

This Contract is 1€30%funded with existing budgeted Net County Cost for Fiscal Year 2002-2003.
BACKGROUND/REASON(S)FOR>REC0N0AENDATIQN(5):
For a number of years, HACCC has provided homeless program services, including operation of
County's Homeless Program's Brookside and Central County shelters and the Mt. View Transitional
Housing facility.
Approval of Interagency Agreement #22-568-9 will allow the Contractor to provide services
through June 30, 2003.

DATE: February 24, 2003
This is in reference to Contract#22-568-9 between Health Services—Homeless Program
and the Housing Authority of Contra Costa County.
The pricer contract was not renewed on July 1, 2002 because a service plan was never
submitted. According to the Housing Authority, they went through a change in staffing
and this was merely an oversight.
Services were requested and provided in good faith,however, as of July 1, 2002. Please
amend the contract to reflect the date that services commenced.
