Specific Request(S)or Recommendation(S)&Background and Justification REC0NlMEN_QAT1 : APPROVE and AUTHORIZE the Community Services Director or designee to execute and submit State Standard Agreement #03B-5210, Amendment No. 1 (County Contract #39-806-19) with the California State Department of Community Services and Development to increase the reimbursable amount by $384,482 to a new maximum reimbursable amount of $482,842 for continuing Low-Income Home Energy Assistance Program Services (LIH'EAP) for the period from January 1, 2003 through December 31, 2003. FINANCIAL IMPACT: This contract is Federally funded through the California Department of Community Services and Development. Funding for this contract is included in the Contra Costa County Community Services Department's FY 2002-03 Budget. There is no net County cost to this contract. REASONS EOR RECC3M!g NQAT10NSIBAC GR0UNQ: On January 21, 2003 the Board of Supervisors approved the 2003 Low-Income Home Energy Assistance Program (LIHEAP), State Standard Agreement 038- 5210 with the California Department of Community Services and Development. Approval of State Standard Agreement 038-5210, Amendment No. 1 will provide additional funding for continuing Low-Income Hayne Energy Assistance Program services to program eligible families and individuals in Contra Costa County through December 31, 2003. The 'Department had created a writers group to formally develop tool kits, policy papers, and other materials to share within CCHS, with local partners, and other health professionals. The Partnership for the Public 's Health has provided this funding to help produce these materials in a professional manner and disseminate them. The goal of this project is to produce and: disseminate a set of, papers, multi-media presentations and tools that will support a broader vision of health, and to help local health departments, community agencies and organization form effective partnership to address emerging and complex public health issues;. No County match is required. REASONS FOR RECC 1_`ION/BACKGROUND: This project is a ' collaboration among Community Wellness & Prevention Program, Juvenile Probation, the County Office of Education, and the Greater Richmond Interfaith Program. The East- West Garden (Food Security) Project will provide entrepreneurial experiences for the youth at the Grin Allen youth Rehab Center, as well as bring much needed fresh produce to limited: access areas of West County. The 'Goal of the' project is to increase access to and knowledge about healthy and nutritious food. It will develop a nutrition: education program, create a sustainable garden and small farm, a community based food venture; and a flood policy, addressing local food and farm issues'. Approval of Standard Agreement #28-662_2 will allow this Project to continue through September 30, 2003 . Costa DATE: March 5,, 2{)03 County SUBJECT: Approval of Standard Agreement (Amendment) #29-500-7"with the State Department of Mental Health SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECObOWMDAT=ON(s) Approve and authorize the Health Services Director, or his designee (Donna Wigand, LCSW) to execute on behalf of the County, Standard Agreement (Amendment) #29-500-7 (State #02-72010-000, 1) with the State of California, Department of Mental Health, effective July 1, 2002, to make technical changes to the Agreement, with no change in the original Contract payment limit of $2, 254, 750 for the Managed Mental Health Care services for Medi-Cal eligible residents of Contra Costa County. FISCAL IMPACT: ,Approval of this (Amendment) Agreement reflects no change in the original payment limit of $2, 254, 750 from the State Department of Mental Health, for Managed Mental Health 'Care services . No County funds are required. On September 10, 2002, the Board Of Supervisors approved Standard Agreement #29-500-5 with the State Department of Mental Health, for the period from July 1, 2002 through Juane 30, 2003 . Approval of Standard Agreement #29-500-7 will make technical changes to the Agreement, allowing the County to continue to implement and administer Managed Mental Health Care services for Medi-Cal eligible residents of Contra Costa County, through June 30, 2003 .
