FINANCIAL IMPACT: The estimated project costs for the 2003 Slurry Seal Project is$392,000.00, Local Road Funds (100%). 111. REASONS FOR RECOMMENDATIONIBACKGROUND: The project consists of cleaning the road surface (including weed removal and sweeping), grinding and removing existing striping and markers, applying a slurry seal and/or cape seal surface treatment to roadways, and site cleanup in various locations throughout the county. The surface treatment extends the life of the existing pavement by reducing deterioration by sealing the surface from air and moisture. Project Locations: Various streets within four specific sites and other various sites throughout the County will receive slurry seal and/or cape seal road surface treatment(Fig. 1). Site 1 is located in the Pacheco area. Site 2 is located in the North Richmond area. Site 3 is located in the El Sobrante(Montalvin) area. Site 4 is located in the Blackhawk(Shadow Creek)area. Also, there are other sites located in various unincorporated county areas. A list of streets that are scheduled for road surface treatment for each of the sites, including a list for various locations is attached to the CEQA document. The project consists of maintenance of existing facilities involving no expansion of use beyond that previously existing. The project will not result in the removal of any scenic resource. IV. REASONS FOR RECOMMENDATIONIBACKGRO IND' The purpose of the projects is to provide a surface treatment to roadways to extend the pavement life within Contra Costa County. The projects consists of crack sealing, removal of pavement striping and markings, installing shoulder backing along the existing shoulders, applying a surface treatment mixture on the pavement, and pavement striping. The 2003 surface treatment projects were budgeted based on anticipated revenue from the Traffic Congestion Relief Program funds coming from the State. Due to the current State fiscal crisis, the surface treatment program may need to be modified and some projects eliminated. Until the State fiscal crisis is addressed,it unknown what impact it will have on County projects. Project Locations: Ultra Thin Bonded Wearing Thin(Nova Chip)Test Strip project is located in unincorporated east county,in the Byron area on Byron Highway from the State Route 4 extending south approximately 2,100 feet. Ia.Ultra Thin Bonded Wearimc i Coarse {Nava Chip} Test Strip and 2a.Byron Highway Macro-Surface (Road Armor) Test Strip Description; Portions of Byron Highway is in need of a surface treatment. Contra Costa County would like to compare the effectiveness of two different types of surface treatment applications on Byron Highway. The UltraThin Bonded Wearing _Coarse Coarse(Nova Chip surface treatment consists of applying a thin, coarse aggregate hot mix over a -special asphalt membrane (Nova Chip). The membrane prevents water leakage and provides bonding to the old pavement surface. The Nova Chip is more durable than standard chip seal and has the advantage of no loose chips. The Byron Htcjhway Macro-Surface (Road Armor) surface treatment consists of applying a high macro-texture surface treatment that is applied in a continuous operation.
