BACKGROUND:
The Fish and Wildlife Committee was established in December 1994 to advise the Board of
Supervisors on fish and wildlife issues Within the County including issues of enforcement of
fish and game laws within the County, and to make recommendations for the expenditure of
funds from the Fish and Wildlife Propagation Fund. The Fish and Wildlife Committee
consists of ten appointees of the Board of Supervisors: one nominated by each Supervisor,
and four At Large seats plus one Alternate nominated by the Internal Operations Committee.
The internal Operations Committee, on March 3, considered the recommendations of the
Fish and Wildlife Committee to reappoint four At Large committee members and the At
Large Alternate, and approved the recommendation. The internal Operations Committee
now proffers this recommendation to the Board.

SUBJECT: Recommendations of the Fish and Wildlife Committeeto the Board of
Supervisors' Internal Operations Committee regarding Appointments to the Fish
and Wildlife Committee
The Fish and Wildlife Committee("FWC")has nine regular positions and one alternate position. Of
these 10 total positions,five are nominated by individual members of the Board of Supervisors,and
five are At-Large positions nominated by the Internal Operations Committee of the Board of
Supervisors (including the"Alternate to At-Large"seat).Three seats have expired: two"At-Large"
seats and one "Alternate to At-Large" seat. The Fish and Wildlife Committee (FWC) met on
Wednesday, December 18, 2002, to consider a recommendation to the Board;of Supervisors'Ad
Hoc on filling expiring seats on the FWC.
In November, solicitations to accept applications from the public were sent out. Four new
applications were submitted by November 12,2042,in addition to the three that were submitted by
the people whose seats expired on February 28, 2402 (see attached). At the November and
December monthly meetings,the FWC invited all four new applicants. Two came to the November
meeting and one came to the December meeting. Mr.Quinn was not able to come to neither one of
the meetings;however, he gave me a call to say that he was still interested in the expired positions.
The FWC decided on December 18, 2442 to reappoint three individuals for the three expired
positions:
• Susan Heckly(At-Large)— 7-0 vote (one abstention, two absent)
• Frank Pereira (At-Large)--7-0 vote(one abstention, two absent)
• Linda Hays Sanders (Alternate-To-At-Large)—7-0 vote (two absent*)
* Included Linda Hays Sanders.
In a few weeks,on February 28, 2003,two At-Large positions will be expired. Due to the fact that it
takes resources to solicit new applications, conduct interview sessions and review applications and
that the Committee just reviewed four applications in December, the Committee has ranked four
applicants. If two existing At-Large members whose seats will be expired on February 2e decide
not to apply for the positions, Linda Sanders(currently Altemate-To-At-Large)will become the At-
Large member and James Townsend will become the Aftemate-To-At-Large member. Jerry
Elledge,Jay Jahangiri and Jeff Guinn are in line for selection in this order. Hence,if neither two At-
Large seats will be occupied by the existing FWC members,Linda Sanders and James Townsend
will occupy the At-Large seats and Jerry Elledge will occupy the Alternate-To-At-Large seats. For

the three At-Large seats that will be expired in 2004, solicitations to accept applications
from the public will be made. At this time all four newly submitted applications for this
year's expired positions will be reviewed as well as any other applications submitted to the
Committee.
