County DATE: February 25, 2003 SUBJECT: REQUEST TO MODIFY BOARD ORDER DATED AUGUST 1, 1989 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED AC 1100! MODIFY the current Welfare Aid Revolving Fund authorization under the control of the County Employment and Human Services Department Director for the purpose of making emergency payments to clients receiving Aid to Families with Dependent Children (AFDC) and General Assistance to read "allow emergency payments to clients receiving CaIWORKS Assistance and/or County General Assistance," as the CaIWORKs program has replaced the AFDC program. FINANCIAL IMPACT-- There will be no significant financial impact. Costs associated with managing the bank accounts established in the past will not be impacted by this change. Under provision of the original Board Order, the Welfare Aid Revolving Fund is authorized for a maximum of$300,000. Currently, the Fund is operating at this maximum level. The newly implemented Electronic Benefits Transfer (EBT) program provides clients in the above named programs with personal debit cards to use to access their cash benefits within the mandated time limits; therefore, use of the Fund has significantly decreased. As a lesser amount is allowable with agreement of the Employment and Human Services Department Director and the Auditor-Controller, a reduction from the current maximum will be implemented, thus freeing cash for other County operations.
