ISSUE Request for Proposals for Family Enhancement Collaborative services for Kinship

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to ISSUE
Request for Proposals for Family Enhancement Collaborative services for Kinship Support Services Program,
Intensive Family Preservation Program, and Shared Family Care Program in the amount up to $1,813,600
for FY 2003/2004.
FINANCIAL, IMPACI!
$1,673,600 Family Preservation and Kinship Support Services Grant; 20% County ($348,300), 65% State
($1,080,300), 15% Federal ($245,000).
$140,000 Family and Children's Trust Funds (FACT).-Pf

This action supports all five of the community outcomes established in the Children's Report Card: 1)
"Children Ready,for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for
Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe.
Stable, and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children
and Families."
BACKGROUND!
The Family Enhancement Collaborative (FEC) has three programs, which includes;Shared Family Care,
Kinship Support Services, and Intensive Family Preservation. The countywide programs provide support
services to families that are in or at risk of entering the child'welfare system. Services include parenting',
skills, decision-making skills, stress management, recreational activities, support groups, educational
services, counseling, case management, resource identification, mentoring, crisis intervention, and respite
care. Supportive services assist families to live together independently with a positive connection to the
community while insuring the safety of the children. 2g L tot,
