Accordingly, Section 42-4.444 of the County Ordinance Code requires the Board to make such appointments. A standby officer appointed by the Board is to serve in place of a regular Board member when the regular- Board member is unavailable during a state of war emergency, a state of emergency, or a local emergency. Unavailable mans that the regular Board member has been killed, is missing, or is seriously injured as to be unable to attend meetings and otherwise perform his/her duties. Appointment of the specified standby officers will assure a line of succession so that in the event of the unavailability of one or more regular Board members during a state of war emergency, a state of emergency, or a local emergency, the business of the Board of Supervisors may continue to be conducted with a full complement of Board members. As required by the County Ordinance Code, the status of these standby officer appointments will be reviewed annually to determine if any changes in appointees is necessary. ADDENDUM TO ITEM C.58 March 11, 2003 The Board of Supervisors considered the recommendations by the County Administrator's Office of the appointments of official successors to members of the Board of Supervisors. The Stand-by Officers are to serve in place of a regular Board member in the event of emergencies stated in the attached board order. Supervisor Uilkema requested a modification to add recommendation#3. She would like the Office of Emergency Services to meet with the Stand-by Officers and provide an overview of the County Emergency System, including the contact information and address any questions raised by the Stand-By officers and directed staff to return to the Board with a written procedure established by the Office of Emergency Services. Supervisor DeSaulnier asked County Counsel if the Board had the authority to appoint the officers that were recommended for District III, since the seat is vacant at this time. Silvan Marchesi, County Counsel,recommended that it would be appropriate to eliminate the names of the Stand-by Officers for District III and once an appointment has been made for replacement of the Supervisor in District III, the Board order could be amended to include the names of the stand-by officers to be appointed. Supervisor Uilkema then moved the recommendations as modified. The Board took the following action: ❑ APPOINTED Stand By Officers for District 1, 11,IV &V of the Board of Supervisors; ❑ R.ECOMMENDED the appointment of Stand By Officers for District III take place after the replacement of a District III Supervisor; ❑ DIRECTED that the above appointments supersede all previous appointments; ❑ REQUESTED the Office of Emergency Services meet with the Stand By Officers and provide an overview of the County Emergency System, to include contact information and address any questions raised by the Stand By Officers; ❑ DIRECTED the County Administrator's Office to return this matter to the Board of Supervisors with a written procedure established by the Office of Emergency Services.
