SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND the
contract with Candace Kunz Tao (#21-609-4) for Mental Health Status Evaluator services for General
Assistance Recipients increasing the contract amount by $14,880 from $17,000 to a new contract payment
limit of$31,880 for the period August 1, 2002 through June 34, 2003.

BAC
Candace Kunz Tao, hired from a competitive procurement, Request for Interest (RFI) #177, provides mental
health status evaluations (MSE) of General Assistance (GA) applicants or recipients who have the Brief
Symptom Inventory and whose resulting scares merit personal interviews for assessment of mental disability.
Since 2040, Ms. Tao has also provided substance abuse counselor (SAC) services for Employment and
Human Services Department (EHSD) GA applicants or recipients. She is a licensed Marriage and Family
Therapist (MFT) and has certification in Addiction Studies.
Due to increased demand for MSE and SAC assessments of GA applicants or recipients and a MSE/SAC
position left vacant resulting from budget reductions, Ms. Tao is providing MSE and SAC assessments to an
increased number of EHSD GA clients countywide.

Services under this contract directly support three community outcomes identified in the Contra Costa
Children's Report Card: (3)"Families that are Economically Self-Sufficient", (4) "Families that are Safe Stable
and Nurturing" and,(5) "Communities that are Safe and Provide a High Quality of Life for Children and
Families"by increasing communication skills and assisting program participants to secure and maintain non-
subsidized employment.
BACKGROUND--
This
A UND.This contract provides supportive services,job orientation, Job Club services, and employment services to
Limited English Proficient(LEP) CalWORKs participants in East and Central County. Contractor has not
exhausted prior contract funding. The extension of the contract term will allow services to continue without
additional funding.

The Contractor, Wallace Rowe& Associates, Inc. was engaged to conduct a program audit of Worldwide
Educational Services, Inc. for the period of FY2000-2001. Contractor requested and the Department agreed
to reimburse Contractor for expenses that may be incurred and may arise from legal action by Worldwide
Educational Services, Inc. against Contractor that are not otherwise covered by the Contractor's insurance up
to a total amount of$5,000. Inclusion of this clause in the contract requires a text amendment and an
amendment in the payment limit.

Approval of Contract #23--255-6 will allow the Contractor to continue

for the period froze. April 1, 2002, through March 31, 2003, for the provision of technical assistance
to the Department with regard to County's Office for Consumer Empowerment, including
maintaining a County-wide Mental Health Consumer Announcement Board, improving vocation
services for Mental Health clients,and implementing a Mental Health Recovery Model.
Approval of Contract#24-910-5 will allow the Contractor to continue providing services through
March 31,2004.

Approve and authorize the Health Services Director, or his designee
(Jeff Smith, M.D. ) to execute on behalf of the County, Contract
#26-178-20, with Linda Nakell, Ph.D. , a self-employed individual, in
an amount not to exceed $85, 000, for the period from March 1, 2003
through February 29, 2004, to provide professional behavioral
science consultation services for the County' s Family Practice
Residency Program.
FISCAL IMPACT:
Funding for this contract is included in the Department 's Enterprise
I Budget, and as appropriate, patients and third-party payorq will
be billed for contractor' s services.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
The Family Practice Residency Program requires behavioral science
faculty, and Dr. Nakell has provided professional behavioral science
consultation and training for the Department ' s Family Practice
Residency Program since 1988 . In addition, Dr. Nakell supervises
Residents, conducts clinical coverage, and consults with patients
referred to her by Residents .
On February 12, 2002, the Board of Supervisors approved Contract
#26-178-19, with Linda Nakell, Ph.D. , for the period from March 1
2002 through February 28, 2003 .
Approval of Contract #26-178-20 will allow Dr. Nakell to continue
providing services through February 29, 2004 .

For a number of years the County has contracted with, Medical and
Dental Specialists to provide specialized professional services
which are not otherwise available in its hospital and clinics.
Under Contract #26-253-10, Diablo Infectious Disease Consultative
Services Medical Group, Inc. , will provide infectious disease
services for patients at Contra Costa Regional Medical Center,
including consultation and outpatient services, through March 31,
2005 .
