SUBJECT: Approve Interagency Agreement #28-708 with Moraga Unified School
District
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
Approve and authorize the Health Services Director or his Designee
(Wendel Brunner) , to execute on behalf of the County, Interagency
Agreement #28-708 with Moraga Unified School District, to pay the
County at a rate not to exceed $3 . 00 per each student, for the period
from February 1, 2003 through March 31, 2003 , for Public Health Clinic
Services Scoliosis Screening Project for 7th and 8th graders .
FINANCIAL IMPACT:
Approval of this Interagency Agreement will result in $3 . 00 per each
student, to support the Public Health Clinic Services Scoliosis
Screening Project, through March 31, 2003 . No County funds are
required.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
In previous years, approximately 123 students from Moraga Unified
School District participated in the Scoliosis Screening Program. In
order to keep students in school, Morage Unified School District has
requested from Contra Costa Health Services, Public Health Clinic
Services, to provide scoliosis screening clinics at their middle
schools for their 7th grade girls and 8th grader boys, students
throughout the school year. It is anticipated that Moraga Unified
School District will request scoliosis screening again for the 2003-
2004 school year.
Approval of Interagency Agreement #28-708 will allow Moraga Unified
School District to pay the County a total of $3 . 00: per student, to
implement the Scoliosis Screening Project, through March 31, 2003 .

SPECIFIC REQUEST(S)OR RECOMMENDATIONfS)&BACKGROUND AND JUSTIFICATION
RECONIMENUATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on
behalf of the County, Standard Agreement #29-525 with the Contra Costa Children and Families'
Commission, in an amount not to exceed $826,622, to provide wraparound services for children, for
the period from April 1, 2003 through June 30, 2004.
FISCAL IMPACT:
Approval of this agreement will result in an amount not to exceed $826,622 from the Contra Costa
Children and Families Commission (Proposition 10 — First Five funds) for wraparound services for
children. This Prop 10 funding will leverage an additional $625,00 in Federal Financial Participation
(FFP) and State Early and Periodic Screening, Diagnosis and Treatment (EPSDT) funding. No
County funds are required.
BACKGROUND/REASON(S)FOR RECOMNWNDATIOIV'(S):
This Early Mental Health System of Care Program will serve children under six years of age, and
their families, who have serious mental health and behavior problems that have caused, or threaten to
cause out-of-home placements, lass of day-care and school placements, and the need for special'
education or non-public school intervention.
Approval of Standard Agreement #29-525 will allow County's contractors to provide wraparound
services to children through June 30, 2004.
Three sealed/certified copies of this Board Order should be returned to the Contracts and Grants Unit
for submission to the Contra Costa Children and Families Commission.

RECOMMENDATION
APPROVE and AUTHORIZE the Human Resources Director, or designee, to execute a
contract with MAXIMUS, Inc. in an amount not to exceed $33,600 to conduct an
executive recruitment for two (2) Assistant Fire Chiefs In the Contra Costa County Firms
Protection District.
BACKGROUND
MAXIMUS, Inc. has been contacted to assist the County In the recruitment and
selection process for two Assistant Fire Chief positions within the Centra Costa County
Fire Protection District. These positions are currently vacant due to the recent
retirement of both prior Incumbents. It Is Imperative to the District to expeditiously fill
these two positions due to the critical and complex nature of the functions performed
by these positions. The execution of this Contract will allow the County to move
forward with the recruitment and selection process to ensure uninterrupted services to
the communities served by the Contra Costa County Fire Protection District.
FISCAL IMPACT
The Contra Costa County Fire Protection District has budgeted monies for the
execution of this contract.

RECOMMENDATIONN:
APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract amendment for
Devorah Levine effective March 1, 2003 to increase the payment limit by $8,000 to a new payment limit of
$97,500 to provide staff support and technical assistance through Jane 30, 2003 for the Children and Families
Policy Forum.

BACKGROUND/REASUN(S)FOR RECOMMENDATION(s):
The Children and Families Policy Forum has been staffed by the Deputy County Administrator for Children and
Family Systems. That position is now vacant and there are no immediate plans to backfill it.
The contract with Devorah Levine would provide staff support to the Policy Forum through June 30, 2003.
During this time,the Policy Forum Executive Committee will examine staff support needs and alternatives.
