DECLARE the District 1 C Youth seat open. BACKGROUND: Donald Patterson, Jr. has missed more than 5 regular meetings of the Countywide Youth Commission (CYC), On February 26, 2003, CYC Commissioners voted to resign Mr. Patterson, Jr. from his seat, as allowed under CYC by-laws. ATTESTED Mrch 11, 2003 CONTACT: JOHN SWEETEN,CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR CC: BY DEPUTY Countywide Youth Commission Meeting Minutes February 25,2003 The monthly meeting commenced at 6:38 p.m.with 19 commissioners present. 1. Public Comment: There was no public comment. 2. Approval of last month's minutes: The minutes were unanimously approved by the Commission. 3. Demonstration of"Live Homework Help"by Julie Peterson of the library: Ms.Peterson presented this one-on-one tutoring site to the Commission,in hopes that the commissioners would make use of the program and tell other students about it. "Live Homework.Help"is a website,through the library,that provides students with tutors in all subjects,Monday through Friday. There are two ways to access the "Live Homework Help"website: 1) connecting to www,ccclib.org on one's PC,or 2)at the Antioch, Clayton,Pittsburg,or San Pablo libraries. 4. Staff Reports: Coordinator Chow passed out the CYC business cards and collected medical release forms from any commissioners who had them, 5. Commissioner Reports: Commissioner Guptill reported on his experience at a four day conference that was held in Sacramento. The conference dealt with many issues applicable to the Commission,such as parliament procedure,event planning,etc. As well,he mentioned the existence of several youth organizations and the severe lack of networking between them. He mentioned the creation of a possible Networking Conference. 6. Committee Reports: Events: Events SC Chair Huerta reported on the progress of Youth Hall of Fame. The Commission has received 20 nominations and the Events SC will meet to judge the nominees on March 9th. SC Chair Huerta also mentioned the lack of attendance at Events meetings and stressed the importance of being present at this Sunday`s judging of the YHOF nominees. Next Meeting-March 16th, 4:00 p.m. at the Volunteer Center in Walnut Creek. Communications: Commissioner Ruscitti,Chair of Communications,reported that the first edition of The Bridge has been completed. The CYC newsletter has been distributed to all commissioners, public schools,libraries and groups like the TeenAge Program(TAP),and to Kaiser. SC Chair Ruscitti also reported that the CYC website has been updated on frequent occasion by Commissioner Leu,and encouraged all commissioners to visit the site (www.youthcomrnission.net). Next Meeting-March 1st, 3:00-4:00 p.m. at UCCE in Pleasant Hill. Policy: Policy Chair Guptill reported to the Commission on behalf of the Subcommittee regarding the up and coming Contra Costa Youth Forums. He mentioned that two of last year's"vague" forum questions were combined. As well,he encouraged all commissioners to attend one of the two Forum Moderator Trainings(Tuesday,February 25th,and Saturday,March I st). SC Chair Guptill also discussed the completion of a Youth Rights and Resources poster that lists websites for youth to go,to be educated on their rights. Next Meeting-March 201h, 6:30-7:30 p.m. at UCCE in Pleasant Hill. 7. Continue discussion of planned community youth forums: At this time,Chair Vines asked each commissioner how their forum planning was going. The following is a list of confirmed(*)and unconfirmed forum dates and locations: March 8th*-Pittsburg March 10th*-Orinda @ the Orinda Community Center March 17th*-Pinole @ Pinole Valley High School March 18th-San Ramon/Danville foram March 24th-Martinez @ Alhambra High School Library March 31st-Antioch @ Beer Valley High School West Cafeteria Week of April 6th-Oakley(Possibly at Liberty High School) April 9th-Concord @ De La Salle High School Commissioner Guptill agreed to write a Press Release regarding the forums. The Commissioners who are in charge of each area forum are also in charge of food for that forum! All commissioners MUST e-mail Coordinator Chow or Chair Vines with their finalized date, location, time, and contact person by Friday, February 28`h.. _10 minute recess---- 8. Presentation-Contra Costa Library-Laura O'Donoghue: At this time,Ms. O'Donoghue addressed the Commission in regards to the Teen Reading Program. Ms. O'Donoghue was happy to report that 671 people finished the last Teen Reading Program and hopes that the next reading program will be even more successful. The program planners hope to simplify the forms,and asked what the Commission thought of the"Half-Way prize",should it be dropped to stop people from coming in at the end? As well,Ms. O'Donoghue discussed the possible themes for the next Teen Reading Program: "Books Make It Possible", "Slammin'At Your Library",and"Teen Reader Survivor". She also asked if a couple of commissioners would be willing to attend their March 6th meeting to narrow down prizes,they would life to have a youth perspective. If any commissioner has suggestions or an interest to attend their meeting regarding prizes they should contact Ms.O'Donoghue(she will also be at the next CYC monthly meeting).. 9. Discuss delinquent attendance records and pending Commission vacancies: Chair Vines discussed the Alternate At-Large position that is now vacant because the previously appointee's relocation to another state. As well,the Commission discussed the attendance record(more than two unexcused monthly meeting absences and/or no more than 5 unexcused or excused absences)of District 1-Commissioner Patterson and the Commission unanimously voted to recommend his removal to the Board of Supervisors. 10. Appoint interim Appointments Committee to fill vacancies: Chair Vines mentioned that the Committee will convene once,possibly twice,in order to fill the recently vacated positions. 11. Determine agenda items far March meeting: Forum Updates Meeting Adjourned at 8:12 p.m. The next meeting will be on March 26th,at 6:31 p.m., in Bay Point.
