Dade Appointee 2 1191 Carey Drive Concord, CA 94520 BACKGROUND: The Developmental Disabilities Area Board (DRAB) 5 was established pursuant to the Welfare and Institutions Code to protect and advocate the rights of persons with developmental disabilities, coordinate services on a regional basis for them, and prioritize their service needs for inclusion in the State budget. The DRAB is a regional body with two representatives appointed by each the counties of Alameda, Contra Costa, San Francisco, and Marin, and five representatives appointed by the Governor, for a total of 15 seats. Terms are for three years. The Internal Operations Committee reviews nominations for appointment to both Contra Costa County seats. The DDRB reports to the State Developmental Disabilities Council. The Internal Operations Committee, at its March 3, 2003 meeting, reviewed and approved the nominations to reappoint Stephen W. Dale and appoint Heidi Spaulding to the DDAB, and now proffers this recommendation to the Board of Supervisors. Dale to a second term of Office on Developmental Disabilities Area Board 5. Mr. Dale's term expired on December 31,2003. Mr. Dale's has served Centra Costa County well during his first term and has been an active participant in all of the Area Board 5 meetings, as well as pertinent committees. He regularly attends Developmental Disabilities Council Meetings and reports back on activities,which are of mutual interest between the two boards. He remains committed and interested in continuing to serve our community. Mr.Dale is an attorney with a major focus on working with families and people with disabilities. Prior to becoming an attorney,he worked for seventeen years in the State Hospitals serving people with developmental disabilities as a psychiatric technician. He regularly teaches courses to parents of the developmentally disabled on Special Needs Trusts and trust administration with a special emphasis on achieving independent while maintaining essential government benefits. Ms.Bid's term expires on December 31,2002. Ms.Spaulding's appointment was unanimously endorsed at the December 4,2002 Contra Costa County Developmental Disabilities Council's of Board of Director's meeting. Tire vacancy for this position was advertised in the Contra Costa County Times on October 7, 8, and 9a'2002. It was also submitted to the.County Board of Supervisors at tbat time.Ms. Spaulding's application was the only one received for this appointment. Ms.Spaulding is a primary consumer with a developmental disability who ctlrrutly serves on the Contra Costa County Developmental Disabilities Council Board of Directors. She is also the chairperson of the people's First Chapter of Contra Costa County, a self-advocacy,consumer driven group. Ms.Spaulding lives independently in the community with the assistance of an In- Home Support aide and aumds the ALWE Adult Day Program, a program that serves adults with severe physical disabilities. She is an excellent spokesperson for our field and the issues that our constituency live with on a day-ter-day basis. Area Board 5 will provide the necessary supports(i.e. assistance with transportation)to allow Ms.Spaulding to actively serve on its:Board of Directors.
