Solseng Employment and Human Services—C.Couch BY DEPUTY County`Administrator Auditor/Controller February 5,2002 Redevelopment Agency/Board of Supervisors Page 2 FISCAL IMPACT No GeneralFund'money will be used on this project. The total estimated contract amount is$120,000. The Redevelopment Agency will reimburse Public Works for expenditures up to $120,000 out of its budget for the Rodeo Project Area. The project is included in the adopted FY 2001/2002Agency budget. These Federal funds were provided to the Agency by the Employment and Human services Department and must be used for child care facilities in needs areas. BACKGROUND/REASONS FOR RECOMMENDATIONS The Agency entered into an Interagency Agreement dated April 1,"2000 in which Employment and Human Services (EHS) agreed' to grant to the Agency Three Hundred Fifty Thousand Dollars ($350,000) to assist in the improvements of childcare services of CalW+ORKs household's residing in the Project Area. EHS has determined a significant population of CalWORKs households resides in the Rodeo Project Areas and would benefit from greater availability of childcare services. The funds are to be used to expand the facilities at Left Gomez field through the placement of a modular building to cost$120,000. The Rodeo YMCA currently operates an after'-school program at Lefty Gomez field; in Rodeo and needs additional'space. The YMCA leases space from the Contra Costa County via County Service Area (CSA) R-10. Lefty Gomez Field is owned by John Swett Unified School District and leases the land to Contra Costa County/CSA R-10. The school district has agreed to allow Contra Costa County place the modular building at the site. The Agency, the Contra Costa County/CSA R-10 and the YMCA of the East Bay have determined the most effective form of agreement is a tri-party agreement for the purchase of the building. Provisions of the Agreement include: • The ;Agency shall provide the YMCA with fund's to acquire and install a modular building at the Lefty Gomez site • The YMCA shall deed the building to Contra Costa County/CSA R-10 upon completion • Contra Costa County/CSA R-10 shall be responsible for the building maintenance and upkeep The YMCA will rent the building from Contra Costa County/CSA R-10 for the use of the building. The Tri-party agreement will reference the lease agreement between Contra Costa County/CSA R-10 and the YMCA of the East Bay. The recommended tri-party agreement replaced the two-party agreement authorized on February 5, 2002 between the Agency and the County. \\fs-cd\users$\ksolseng\Solseng\Rodeo\community service\YMCA\Hoard Order 3-5-02.doc
