FINANCIAL IMPACT! $50,400 EHSD administrative cost allocation: 20%County cost,with remaining casts covered by State and Federal funding of EHSD administrative allocations. This amendment will cost the County an additional $2,800. CHILDREN'S IMPACT STATF.MFNT. This contract supports three of Contra Costa County's'community outcomes: "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families." This contract will directly help to shape the learning orientation of the Children and Family Services Bureau by addressing the professional development of approximately 300 CFS workers,which should improve staff retention and development. r ACK:Rr>lUNDs The Board originally approved Contract#21-717 on March 6,2001' (c.45),allowing Mr. Hurley to,provide consultation and training services to the Employment and Human Services Department Staff Development Unit' for the Children and Family Services(CFS)Bureau through October 31,2001. On December 12, 2001 (c, 109) the Board extended Mr. Hurley's contract through February 2002 at no extra cost to the County. EHSD seeps to amend the contract to extend its term and allow Mr. Hurley to provide additional services to the Department, including performing'individualized learning needs assessment and follow-up analysis for staff in four classifications,including social workers,supervisors/analysts,clerical staff and managers. The extension and additional dollars will allow for expanded follow'-up and reporting to the EHSD Staff Development Unit. March 28, 2002 through March 27, 2003., (#21-591-2) FINANCIAL IMPACI! $75,075 Budgeted as EHSD administrative support services, 20% County,40% State and 40%Federal BAC"KGROITNII• In January 1999,the Welfare-to-Work.Transportation Plan was developed by the Transportation Alliance to address overall;County transportation issues including,job development in transportation services and the unmet transportation needs related to childcare for children of CaIWORKs recipients. The Plan presented recommendations for wide ranging program(s)'-development and implementation. The Welfare-to-Work Transportation Plan explored and recommended expansion of the CaIWORKs transportation programs and to seep additional funding streams to expand services to other low income populations. Mr. Branson is the EHSD liaison representative to regional and local transportation planning meetings to seek multi-county solutions to the transportation barriers for CaIWORKs and low income populations.°The Department seeks to expand current transportation programs, such as the Children's Voucher transportation, Rides to Success and local routes serving love income areas'ofthe County. All programs assist CaIWORKs and lova income populations to address transportation barriers in obtaining and maintaining unsubsidized employment and all such programs require substantial planning and monitoring to optimize service delivery. M . Branson will seek and develop additional funding streams and encourage community involvement to facilitate the planning and implementation of innovative transportation programs. An example of this is the auto loan program, whereby, with the cooperation of local'lending institutions,low income individuals'residing in isolated areas or with unusual employment schedules can purchase a vehicleK,� ansportation needs.
