BACKGROUND/REASON(S) FOR RECOMMENDATION(S) On May 1, 2001, the Board of Supervisors approved Contract #27-501 with Frank Lee to provide consultation and technical ' assistance to the Department with regard to the Health Plan' s compliance with State, Federal and other regulatory agencies, including but not limited to, 'acting as a liaison between. the Health ` Plan and State, Federal and other regulatory agency staff, assisting with reviews and audits to ensure compliance and researching of Federal` and State legislation and regulations, for the periodfrom April 23, 2001 through April» 30, 2002 . BACKGR4LTNI?/RXASON(S) FOR REC0I�Il+IEt�T3AT20N(S) The Substance Abuse and Crime Prevention Act of 2000 (Trop 36) has mandated and 'funded Counties to establish Alcohol and Other Drug (AOD)' treatment programs for non-violent drug offenders in lieu of incarceration' On February 6, 2001, the Board of Supervisors designated the County's Health Services Department, through its Alcohol and other Drugs Services Division, as the lead agency in Contra Costa County responsible for the implementation of Prop '36 treatment efforts. Under Contract #74-166, the Contractor will provide vocational training 'program services 'through June 30, '2002 . Dutchover & Associates, a Small BusinessEnterprise (SBE) firm, provides plan check, construction review and other consultant services in the Dougherty Valley area. IV. Consequences of Neeative Action: We are currently in the process of completing an outreach program for the landscape plan check and inspection services. The proposed work has been advertised and project specific Request for Qualifications have been mailed to the appropriate number of consultants. We will be holding a pre- solicitation meeting with the interested consultants to encourage the use of minority, women owned, small and local businesses. We will also be conducting interviews according to County procedures. While the outreach process is being completed, it is necessary to extend the current contract to continue to provide landscape plan review and inspection services. Negative action would result in the inability of the Public Works Department to complete plan reviews and inspections already in progress and could result in delays of recording final maps. `'
