20% County, 40% State, 40% Federal,
BACKGROUND!
The extent and complexity of interagency service agreements, contracts, memoranda of understanding,
grants, proposals, program design and implementation, and public'bid processes for diverse Employment and
Human Services programs requires technically skilled:staffing of the administrative unit providing these
services.
As EHSD continues to expand delivery of support services through contracted services, it requires increasing
levels of contract analyst administrative support'to monitor public bid processes, generate agreements and
interface with community-based organizations.

Stable and Nurturing"' 5) "Communities that are Safe and Provide a High Quality of Life for Children and
Families"
RA[KGROUNDe
The Volunteer and Emergency Services Program provide emergency supplemental resources to stabilize low-
income families`.and individuals in'crisis. The Ready-to-Work Clothes Closet (RTW), a program of the
Volunteer and Emergency Services, fundraises and obtains'in-kind donations providing emergency food
assistance and business clothing for men and women seeking employment. Program'services include
professional image consultation, employment presentation guidance and interview skills, volunteer work
experience, workshops and seminars addressing barriers to employment, skills to obtain employment, and
workplace skills assistance for employment retention. RTW program participants include CalWORKs,
Welfare-to-Work, General Assistance, and Fathers at Work'Initiative Program (Rubicon). RTW is currently
developing multiple Clothes Closet sites for men and women in West, Central and East County.
Due to increased services and program expansion, the RTW Program Development Coordinator develops
training and curriculums for workshops, seminars, and special events, manages the organizationand
distribution of clothing, administers volunteer program activities,and develops new program services.
Ella Stevenson is being promoted to the RTW Program Development Coordinator position.

SUBJECT: Contract with Ah Hing for Risk
Management Services County
SPECIFIC REQUEST($)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Risk Manager to execute a contract with Ah Hing to perform risk
management'services from April 1, 2002 to March 31, 2003 in an amount not to exceed $100,000.
FINANCIAL IMPACT:
Costs for risk management related services are funded through the Self-insurance Trust funds.
BACKGROUND/REASONS FOR RECOMMENDATION:
Ah Hing has provided services to the County since October 1, 1996. Based on the services provided,
experience and expertise, it is recommended the County continue to contract with Ah Hing. Services
include development of self-insured workers' compensation and liability premium charges for
departments based on payroll and losses; obtain and organize data for actuarial reviews of the County's
self-insurance'programs; assist departments in developing insurance requirements, indemnification and
other provisions to protect the County in contracts;'work with departments and public contracting parties
to develop reasonable alternatives to standard form contract insurance requirements; obtain and
organize underwriting information required by the County's excess property, general liability, medical
malpractice, banding, aircraft and workers' compensation insurance carriers; prepare forms for filing of
risk management and safety information required by State and Federal regulatory'agencies; and provide
temporary risk management and analytical services for vacant positions.
