(All Districts)[CDD-CP 02-09] Project No. 0672-6U2852 and 0662-6R4228 DATE: March 26, 2002 PAGE: 2 II. FINANCIAL IMPACT: The estimated project cost is$1,200,000,'funded by Measure C(S4°/o)and Traffic Congestion Relief Funds (46%). III. REASONS FOR R COMMENDATION/SACKGROUND: The purpose of the project is to improve the surface of various residential streets that have developed cracking'and uneven'surfaces. Maintenance will consist of cleaning the road surface (including weed removal and sweeping),applying slurry seal, overlay and/or reconstruction treatment to the roadway, and site cleanup in the ten cited locations. A slurry surface treatment will extend the life of the existing pavement and reduce deterioration by sealing the surface from air and moisture. An overlay or reconstruct will repair any cracks or bumps in the asphalt by adding new layers ofpavement. The specific treatment type slurry seal, overlay, and/or reconstruct---has been determined for each road with limit shown in the following attachments. In general, due to their irregular shape,cul-de-sacs will be overlaid and/or reconstructed and streets will receive a slurry seal application. Residential streets will be closed for approximately a half of a day during repairs. Residents will be notified prior to any activity and"No Parking"signs will be posted the day before the actual'application. To complete the maintenance for Site 1, in Oakley, a Joint Exercise of Powers Agreement(JEPA)has been prepared. Real property transactions maybe necessary to complete this project.' The project has been determined to be in compliance with the General Plan and is exempt from CEQA.This project consists of maintenance of existing facilities involving no expansion of use beyond that previously existing. The project will not result in the removal of any scenic resource. IV".
