I. RECOMMENDED ACTION:
APPROVE the Olinda Pedestrian Bridge and Sidewalk Gap Closure project; and
DETERMINE that the,project is a California Environmental Quality Act (CEQA) Class 3 Categorical
Exemption; and
AUTHORIZE the Public Works Director to advertise the project at his discretion; and
DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk;and
AUTHORIZE the Public Works Director to arrange for payment of a$25 fee to Community Development
for processing, and a$25 fee to the County Clerk for filing the Notice of Exemption.

II. FINANCIAL IMPACT:
The estimated project cost for the project is$235,000, funded by Transportation Development Act Funds'
(100%).
III. REASONS FOR RECOM ENDATIONIBACKGROUND:
Thepurpose of this project is to install and connect sections of sidewalk and install a prefabricated
pedestrian bridge on the south side of Olinda Road across San Pablo Creek,in order to provide pedestrian
and mobility impaired access away from vehicle traffic, as well as access to schools and public
transportation.
The project has been determined to be in compliance with the General Plan and is exempt from CEQA. The
project consists of construction and installation of limited numbers of small new facilities. Theprojects will'
not result in the removal of any scenic resources.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the projects will result in a delay of design and construction and may jeopardize funding.

GENERAL CONSIDERATIONS:
1. Location: The project is located in the west county area in the unincorporated community of El Sobrante on
Olinda Road between Valley View Rd.and Robin Hood'Drive.', (Figures 1-3)'
2. Project Description:
The purpose of this project is to install and connect sections of sidewalk and install a prefabricated pedestrian
bridge'on the south side of Olinda Road across San Pablo Creek,in order to provide pedestrian and mobility
impaired access away from vehicle traffic,as well as access to schools and public transportation;
The project consists'of widening asphalt concrete pavement (approx.3 ft.by 450 ft.)on the west end of Olinda
Road near Valley View Road,installing drainage inlet to tie into an existing storm drain system, and installing
asphalt concrete path and dike;installing ADA(Americans with Disabilities Act)concrete curb ramps;installing
pavement markings,striping,and signing,installing a yellow crosswalk that extends from north to south across
Olinda Road at Sherwood School;adjusting drainage inlets and utilities;and removing an existing brick and iron
fence(approx.5 ft.by 170 ft.)in front of 5540 Olinda Road,that is in the County's right-of-way in order to install
sidewalk;trimming and removing vegetation. Throughout portions of the entire project,construction activities
may impact the root systems of some trees. in order to minimize damage to any of the trees,any roots exposed
during excavation will be cut cleanly and tree branches will be trimmed. No stands of trees will'be affected.
Therefore,these trees do not constitute a scenic resource. Real property transactions may be necessary in
support of this project.. One lana of traffic will be opera during construction activities.
The project also consists of excavating the northern top bank slope of San Pablo Creek(creek)and removing
twelve bay sap]Ings,six buckeye saplings,two live oak saplings,one bay tree;(approx.3-Inch diameter at breast
height).Currently,tree roots are stabilizing the top slope of the creek. In order to ensure erosion control and
stabilization,rock and gabions will be installed; The project also consists of installing bridge foundations on the
east and west sides of the creek; installing a prefabricated pedestrian bridge that extends across the creek;
installing a chain link fence and gate at the southeast side of San Pablo Creek.
