I. Recommended Action:
ADOPTResolution No. 2002/ 165approving the submittal of a preapplication and application for grant
funds from the National Park Service under the FY 2002 Urban Park and Recreation Recovery Program
(UPARR), and
AUTHORIZE the Public Works Director or his designee to execute all documents, agreements or
negotiations related to the UPARR grant program:
II:` Financial Impact:
There is no impact to the County General Fund. Funding for the grant application and grant matching
funds to be derived from local lighting and landscaping fees.

III. Restsons for Recommendations and Background;
The UPARR Grant Program is designed to assist physically and economically distressed areas. The
grant has two components, the prequalified jurisdiction' and the discretionary applicant program(s).
Contra Costa County is considered a discretionary applicant. The population served by the prequalified
program are those communities that have more than 50% minority population, concentration of low to
moderate income households, concentration of seniors and youth and areas designated for
redevelopment or community development block grants. Discretionary grants constitute less than 15%
of the total funds to be awarded. To become eligible under the discretionary program, the County must
first submit a recovery Action Plan (RAP). If the RAP is approved, the County may then compete for
the discretionary part of the UPARR program.
IV. Consequences of Negative Action;
The County will not be able to submit the necessary resolutions and documentation to proceed with
UPARR eligibility determination and grant competition.

Urban And Recreation Recovery Program ) RESOLUTION NO. 2002/ 165
WHEREAS, the Urban Parks and Recreation Recovery Program (UPARR) provides funding to`
rehabilitate existing neighborhood recreation areas and facilities; and,
WHEREAS, Contra' Costa County is submitting a preapplication and/or application to
rehabilitate the four parks located in Bay Point area; and
WHEREAS, the procedures established by the National Park Service require the preapplication
and/or application to be duly authorized and certified by a resolution of the governing body of the
applicant; and
WHEREAS, the applicant will enter into an agreement with the National';Parks Service for
development of the project.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County
hereby:
l.' Authorizes the filing'of a grant preapplication and/or application for the Bay Point parks under
the Urban Parks and Recreation Recovery Program;,and
2. Authorizes and empowers the Public Works Director or his designated authorized representative,
as agent of the County to conduct all negotiations; execute and submit all documents, including
but not 'limited to preapplication, applications, agreements, amendments, 'payment requests,
amount others,which may be necessary for the purpose of securing grant funds and to implement
and carry out the purpose specified in the preapplication and/or application.
3. Authorize the Public Works Director or his designee to transmit County planning documents and
other documents as requested by the National Park Service to fulfill recovery action planning
requirements;
