Reasons for Recommendations and Backuround: In 1993,the Board approved the Memorandum of Understanding for the Bay Area Stormwater Management Agencies Association(BASMAA)to establish an organization of the nine Bay counties,at the staff level,to share resources and information and to cooperate in other ways involving their common interests as managers of storwater draining into San Francisco Bay. The District and the County Clean Water Program have been active participants in BASMAA since its inception. The Operational Permits Committee of BASMAA completed the preparation of a manual of Best Management Practices. This guide is used by our maintenance forces in their daily work to minimize pollutants entering the waterways'as a result of their activities. Currently, the Operation Permits Committee is coordinating the development of a RGP from the San Francisco Regional Water Quality Control Board and the U. S.Army Corps ofEngineers for Flood Control maintenance activities''that have minimal environmental impacts. In order to obtain the necessary regulatory agency approvals for the RGP, the National Marine Fisheries Service, and the Fish and Wildlife Service require a biological assessment to be performed. A consultant will be hired to complete a.,regional programmatic biological assessment and identify the maintenance activities to be included in the permit. The Marin County Department of Public Works is managing this activity for BASMAA and will oversee the consultant contract. The biological assessment will evaluate five separate Bay Area jurisdictions including Alameda County,Contra Costa County,Sonoma County,City of Vallejo, and the County of Marin. The total cost estimate for completing the biological assessment is approximately$100,000 and $25,000 is the District's contribution. IV. Consequences of Negative Action The project may not proceed, and the District would not benefit from a RGP for completing many of our low-impact Flood Control maintenance activities.
