RECUMV LAENDATIONS
APPROVE and AUTHORIZE the Redevelopment Director to enter into a consulting service
contract with Berryman & Henigar'in an amount not to exceed $24,540 for engineering
services for County Service Area adoption,proceeding in order to provide on-going funding for
transportation demand management (TDM) programs.
FISCAL IMPACT
None. County Redevelopment Agency funds will absorb the full coats of the contract.

The Pleasant Hill BART Station Area is a transit village in which residents and
workers have.a variety of travel mode options. A core element of the travel mode'
options for employees, and a key traffic mitigation measure in the CEQA documents'
certified at the time of adoption and amendment of the Pleasant Hill BART Specific?
Plan, are transportation demand management (TOM) programs. TDM includes
carpooling, vanpooling,'ridesharing; flex time, staggered work hours, guaranteed'
ride home, telecommuting, etc. The commercial property owners in the area
collectively have a mandate to achieve at least 0%TOM performance, i.e.,30%or
more of the area employees arrive at work via something other than a single'
occupied car.
The Contra Costa Centre Association is the collective mechanism by which the
developer/property owner obligation for TOM Programs is undertaken. The Contra'
Costa Centre Association is a private non-profit corporation who's membership is
the commercial property owners in the area. The Center Association has been in
existence since the mid-1939's.
Contra Costa Centre's TDM Program has been in operation since its formation,the
program was initially funded through an assessment district proceeding,those funds
are now depleted, and an on-going source of revenue to fund the TOM Program is
needed. After consulting with County Counselregarding available options it was;
determined that the establishment of a County Service Area was the most
appropriate mechanism to accomplish this source of on going revenue. In orerto
conduct the proceedings required to establish County Service Area engineering'
services are required to prepare a metes and bounds description of the proposed
area, prepare boundary maps,prepare a plan for service,and prepare an equitable
fee schedule. The firm recomna ended — Berryman & Henigar - responded to a
competitive solicitation and is highly experienced in providing the required services.
