X22-698 -5 with The Hawkins Center, in an amount not to exceed
$64, 800, to provide client advocacy and legal services for County
residents diagnosed with HIV disease for the period from March 1,
2002 through February' 28, '2003 .
FISCAL IMPACT':
This 'Contract is funded by federal funds' through the Ryan White CARE
Act, Title I , through an intergovernmental agreement with Alameda
County, who is the Grantee of these funds. No County funds are
required.'
BACKGROUND/REASON(S) FOR RECO; ENDATION(S)
This 'Contractmeets the social '`needs of 'County' s' population in that
it provides HIV-related legal services to low-income County
residents livingwith HIV/AIDS to improve and/or maintain their
health status and overall stability.
On April ' 3 , 2001, the Board of Supervisors approved Contract
#22-698-3 (as' amended' by Contract ' Amendment Agreement ##22-698--4)
with 'The 'Hawkins Center for the period from March 1, 2001 through
February 28, 2002 to provide client' advocacy and legal services for
people with HIV.
Approval of Contract #22-698-5 will 'allow the Contractor to continue
providing services through February 28, 2003 .-'

BACKGROUND/REASON(S) FOR RECOMMENDATIONS:
In June, 2001, the County Administrator approved and the Purchasing
Services Manager executed -.Contract, #26-983 (as amended by Contract
Amendment Agreement #26-983-1) with Thuy-Trang Dang, M.D. , for the
period from April 1, 2001 through March 31,' 2002, to provide
professional Infectious Disease services, including clinical
coverage and consultation for patient's at Contra Costa Regional
Medical Center.
Approval of Contract ##26-983-2 will allow Contractor to continue
providing services through March 31, 2003 .

This Contract meets the social needs of County' s papulation in that

40 -17 '(as amended by Contract Amendment Agreement ##22-401-18) , with
Pittsburg Preschool Community Council, Inc. , for the period from
March 1, 2001 through February 28, 2002, to provide support services
for County residents diagnosed with HIV `disease. These services
include case management services, 'benefits:assurance counseling, and
non-emergency transportation'.
Approval of Contract #22--401-19 will allow the Contractor to
continue providing these services through February 28, 2003 .

BACKGROUND/REASON(S) FOR RECOMMENDATION(S)
For many 'years the County and U.S. Department of Veterans Affairs have
maintained a 'mutual sharing agreement which has made available to the
County specialized medical' services not otherwise available due to lack
of resources, equipment, and personnel . These services' included
specialized laboratory testing, radiology services, nuclear medicine
studies, CT scarfs, MRI ' s, dermatology, gastroenterology, ' urology,
audiology and speech, and ophthalmology services. The County provided
Emergency Room treatment and inpatient ' care, including certain
ancillary service's, for VA-referred patients.
Under this Sharing Agreement #22-825, VANCHCS will provide a 'board
certified Physician to evaluate County-referred patients and County,-
designated employees, who are referred' for treadmill tests, four days
per week at the VA Martinez Outpatient Clinic. In accordance with the
term:, of the ,agreement, County agrees to indemnify and hold harmless
Contractor from claims, lasses, damages, liabilities, costs, expenses
or obligations arising out of, or resulting from VISTA' s wrongful or
negligent conduct in the performance of this Contract .
The Contract documents have always been prepared by the Veterans
Administration.

Ill. Reasons for Recommendat12ns and Background.
On October 16,2001, the Board of Supervisors authorized the Public Works Director to execute a
Consultant Services Agreement with Mali Cooper'& Associates, Inc. in the amount of$75,000 to
provide construction inspection support for our field subdivision inspection staff.
Due to the overwhelming amount of development & construction in the County it is necessary to
continue assistance to our field inspectors. Services provided will include inspection of subdivision
improvements, encroachment permit inspection and approvals,construction coordination between'
Contractors, County and Third Parties, Construction Engineering,and other general support to field
inspection staff.
Vali Cooper &Associates was selected for the contract from a field of eight consulting firms.
IV. Consequences of Negative Action
If the consultant Services Agreement with Vali Cooper& Associates, Inc. is not approved;, it may
not be passible to complete inspections:

SUBJECT: AFTER SCHOOL PLAYGROUND RECREATION PROGRAM FUNDING

RECOMMENDATION:
ACCEPT the recommendation of the members of the Ad Hoc Committee on Afterschool4AI1 to approve
and authorize the Employment and Human Services'Department'Director, or designee,to ENTER into an
agreement with the City of Richmondinan amount not to exceed $67,000 for the After School
Playground Recreation Program for the school year July 1, 2001 through June 30,2002.
FINANCIAL IMPACT:
$67,000 TANF Funds; 100%Federal
BACKGROUND:'
The After School Playground Recreation Program, a joint program between the City of Richmond, West
Contra Costa School District and the County offers a comprehensive playground recreation program at
10 West Contra Costa elementary school sites to provide students grades 1-6 with activities such as,
sports, games, arts and crafts, swimming,martial arts, storytelling and excursions. The activities are
designed to enhance children's academics and nurture physical and mental growth.
The Employment and Human Services Department is committed to the development and implementation
of after school enrichment programs and will provide TANF funds up to 25%of the total program
amount(total program amount up to$268,000)to support the After School Playground Recreation
Program in a collaborative agreement as designed by the City of Richmond.
The use of TANF funds requires documentation of client eligibility. Within 120 days of the completion,
of the contract period, City of Richmond must provide documentation that 25%of the children attending
the After School Playground Recreation Program meet at least one of the TANF requirements below:
1) Provide assistance to needy families so that children may be cared for in their own homes or in the
home of a relative;
2) End dependence of needy parents on government benefits by promoting job preparation, work, and
marriage;
3) Prevent and reduce the incidence of out-of-wedlock pregnancies and establish annual numerical goals
for preventing and reducing the incidence of these pregnancies;
4) Encourage the formation and maintenance of two-parent families
