RECOMMENDATIONS
Authorize the Community Development Director or his designee to execute a contract
amendment with Environmental Science Assoc in an amount up to $45,000.00 to increase the
current maximum from $165,380.00 for a new contract maximum of$210,380.00 from July 2,
2001 through completion of the project for continuing environmental review services for the
Ultramar Clean Fuel Project Phase II.
FISCAL IMPACT
The cast is covered by revenue received from Ultramar Refinery.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Community Development Department is the lead agency for the environmental review of
the Ultramar Clean Fuels Project Phase H. Phase I of the Clean Fuels Project was completed in
February 1996. Ultramar(previously Avon Refinery) is now prepared to proceed with Phase II
of this project. The original project scope was based on our best understanding of the clean
fuels regulations that would likely be implemented over the time period. Since that time, new
clean fuels requirements have been promulgated,including the requirements for CARB Phase 3
gasoline. Some changes are needed in the project description to address these new
requirements.

RECOMMENDATIONS
APPROVE and AUTHORIZE the Deputy Director,Redevelopment or his designee to amend the current
legal services contract with Goldfarb and Lipman to increase the payment limit from a maximum of
$30,000 to$55,000,
FISCAL IMPACT'
No General Fund impact. HOME and CDBG funds are provided to the County on a formula allocation
basis through the U.S.Department of Housing and Urban Development(HUD).The additional$25,000
in funds will come from administrative funds currently allocated to each program($12,500 from CDBG
and $12,500 from HOME).
BACKGROUND/REASONS FOR RECOMMENDATIONS
Contra Costa County receives an annual allocation of approximately$5 million in federal CDBG and
HOME funds for use in developing housing affordable to lower income households'in the County.
Typically,the County's funds are provided as part of a structured financing with deeAs of trust and

specific affordability and use restrictions incorporated into loan and regulatory agreements.In addition,
approximately $500,000 in CDBG funds is used for economic development projectswhich involve
structured financings.The law firm of Goldfarb and Lipman provides the County with legal assistance
in negotiating Mian terms and preparing the required legal documents.
A'higher'level of activity has occurred this year, which has depleted the original $30,000 contract
amount with Goldfarb`and Lipman! The proposed amendment to increase the maximum payment limit
under the contract by$25,000 to a maximum of$55,000 will be adequate to ensure the provision of legal
services required to meet the needs of the CDBG and HOME programs through the remainder of this
fiscal year.

RECOMMENDATION:
IT IS ORDERED that the Director of Human Resources be authorized to execute a contact
agreement with Buck Consultants, Inc. for the contract period of March1, 2002 through`
December 31, 2003 for the purpose of providing consulting services for issuance of a Request
for Proposal (RFP) for the County Deferred Compensation Programs under Internal Revenue
Code Section 457(b). The Proposal will also include Internal Revenue Code Section 401(a)
Retirement Supplement'Program.
BACKGROUND:
The County's contract with the current provider of Deferred Compensation Programs, Hartford
Life Insurance Company, for both the Section 401(a) and 457(b) will be terminating December
31, 2003. In order to provide employees and retirees the best possible investment strategies,
there is a need to issue an RFP to determine the best options available' for consideration
beginning January 1, 2004.
The consultant will work,with the County and the Deferred Compensation Advisory Committee
in the development and issuance of the RFP and be a 'contact resource for all interested
providers who wish to participate in the RFP process. ".The consultant will work with the
County in assessing each RFP and assist with the criteria for evaluation of the various RFP
responses. The Advisory Committee will provide their recommendations on the selection of
provider(s) to the Director of Human Resources for consideration.
FISCAL IMPACT.
The cost for providing RFP services shall not exceed $65,000. Costs for these services will
be paid from the budgeted funding from the Deferred Compensation Trust Fund`. Funding is
received from department monthly charges as part of the Benefit Administration Program
fees.

On January 14, 1997, the Board of Supervisors adopted Resolution #97/17,
authorizing . the Health Services Director to contract with the State
Department of Mental Health to assume responsibility for Medi-Cal mental
health specialty services. Responsibility for outpatient mental health
specialty services involves contracts with individual, group and
organizational providers to deliver these services.
Approval of Contract #74-108-20 will allow the Contractor to provide Medi-
Cal mental health specialty services, through June 30, 2002.
