(#29-002) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee to ACCEPT California Department of Aging, Title III and Title VII budget display revisions for FY 2000/2001 funding (Agreement Amendment 3)AND ACCEPT the Increased FY 200012001 funding, from$2,668,442 to a total funding amount of$2,712,396 (Agreement Amendment 4). (#29-002) FINANCIAL IMPACT: Per California Department of Aging Agreement(FF0001-07)'County to receive funding in the amount not to exceed $2,712,396. No County match. BACKGROUND: The California Department of Aging funding is yearly funding accepted by the Department on behalf of the County to provide a continuum of care system and services for vulnerable at-risk elderly on a countywide basis for Contra.Costa County residents. 'Services include, but are not limited to, ombudsman, congregate nutrition, care planning, home delivered meals, disease prevention and health promotion,and prevention of elder abuse, neglect and exploitation. The provision of services allows elderly individuals, who may otherwise require institutionalization,to remain safely in their own residences and affords protections those individuals requiring a higher level of care. This Contract is funded through the California Department of Community Services and Development Low-income Home Energy Assistance and Emergency Contingency programs. III BACKGROUND: On December 19, 2000, the Board approved the 2000 Low-income Horne Energy Assistance Program/Weatherization Emergency 'Contingency Funds (ECF) State Standard Agreement with the California Department of Community Services and Development (State) to provide emergency weatherization assistance, Home Energy Assistance Program (HEAP), and Energy Crisis Intervention Program (ECIP') assistance to program eligible individuals and families for the period from November 15, 2000 through December 31, 2001. Approval of this amendment will allow the Community Services Department to continue , providing, energy assistance to ',program eligible individuals and families through March 31, 2002. FISCAL IMPACT: Approval of Agreements #29-611-18 and #29-511-19 will result in a total amount of $17, 205 per each year, through June 30, 2005 to represent the expansion of the Family Practice Residency Program, not to exceed a total of $51, 615 per each three year period of funding from the State. No County 'funds are required. BACRGRCUNUIREASON(S) FOR RECQXXZNDATIbN(S) : Since 1978, the Board of Supervisors has approved subsequent- Agree- ments with the State to provide funds for the County's' Family Practice Residency c;Program. Approval of Standard Agreements '##29-611-18 and #29-611-19 will extend the program through June 30, 2005 and allow the Department to continue the maintenance of effort levels by training a total of 21 residents in Fiscal Year 2001-2002, 20 residents in Fiscal Year 2802-2003, ', 19 residents in Fiscal Year 2003-2004,'' and 19 residents in 'Fiscal Year 2€704-2005.' Four certified and sealed copies of this Board Order should be returned to the Contracts and Grants Unit for submission to the State.
