Effective July 1, 2002, state law requires that the minimum holding time be four days. SB '1931 (Vincent) maintains current practices and rescinds the new law effective July 1, 2002. According to the Animal Services Director, the holding periods for animals are minimums, not maximums. The Contra Costa County's Animal Shelters routinely hold animals that are adoptable beyond the holding period. The pending change removes the discretion of the department. Contra Costa County's Animal Shelters are already overcrowded, Increasing the holding period for surrendered animals will mean that more adoptable animals will need to be euthanized' to make room for animals`not likely to be adopted because of age, health or temperament. There is also the potential that sick animals will expose others at the shelters to disease, thus jeopardizing the health of adoptable animals. Animals: relinquished: holding period., ,Existing law, scheduled to become operative on July 1, 2002, provides that any animalrelinquished by the purported owner that is of a species impounded by public or private shelters shall be held for 6 business days,not including the day of impoundment. This bill would reduce the above holding period to 2 business days, not including the day of impoundment. The bill'would declare that it is to take effect'immediately as an urgency statute.
