FINANCIAL IMPACT: The estimated project cost for the project is $255, 000, funded by State Traffic Congestion Relief Fund (29%) and Local Funds (71%). III. REASONS FOR RECOMMENDATION/]BACKGROUND: Park Avenue has extensive cracking and base failure,therefore in need of pavement reconstruction. The project has been determined to be in compliance with the General Plan and is exempt from CEQA. The proposed project consists of the reconstruction of an existing facility in the same location and with the same purpose and capacity as the facility replaced,including replacement or reconstruction'ofexisting facilities involving negligible expansion of capacity. The projects will not result in the removal of any scenic resources. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the projects will result in a delay of design and construction and may jeopardize funding. The purpose of the project is to reconstruct Park Avenue. The proposed project consists of excavating and removing existing roadway, then replacing with aggregate base and asphalt concrete'(approx. 2,335 feet by 18 feet),adjusting utilities to grade,'removing, replacing, and conforming driveways. Park Avenue is an alleyway behind residential homes,which functions as a service entrance. During construction,portions of Park Avenue will need to be closed. Therefore,construction will be done in phases. During one phase, Park Avenue will be closed from Sussex Street to Essex Street. During;another phase, Park Avenue will be closed from Essex Street to Middlesex Street. Then Park Avenue will be closed from Middlesex Street to;Kilburn Street for another phase. The residents will be notified to park in designated areas for each phase, until the project is complete. Six existing driveway entrances for Park Avenue,located at the following intersections are damaged and need to be removed and 'replaced; 1)>Sussex Street, 2) Essex Street, 3) Middlesex Street, and 4) Kilburn Street (Fig. 3). Trees and shrubbery may need trimming throughout the project. In order to minimize damage to trees, any roots exposed during excavation will be cut cleanly. Any roots greater than 3-inches in diameter will be clean out and wrapped in burlap. Real:property transactions, including right of way, may be necessary in support of this project. 3.'
