On this day the Board accepted a Presentation entitled"Program of Achievement Award"
by the National Head Start Association under its Quality Initiative to the Community
Services Department,recognizing this was the first such award in the State of California
for a Head Start program.

BY THE NATIONAL ASSOCIATION OF HEAD START
AGENCIES
SPECIFIC REQUEST(S)OR RECOMMENDAT[ON(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ACCEPT for the Community Services Department a "Program of Achievement Award" by the
National Head Start Association under its Quality Initiative,recognizing that this is the first such
award in the State of California for a Head Start program.
BACKGROUND/REASON(S)FOR RECOMMENDATION(SI:
The National Head Start Association,the professional association of Head Start agencies,recognizes
programs of high quality'and distinction with awards under its Quality Initiative program. Very few
programs achieve this high standard,and until now no program in the State of California has received this
award. Since 1999,the Community Services Department has collected extensive documents of its
operations and its services provided to eligible children and families in Contra Costa County to apply to
be recognized as a"Program of Achievement"by the National Head Start Association. Documentation

included governance structure and relationship to the Board of Supervisors,Fiscal Integrity,and strict
adherence to all federal Head Start regulations. In February 2002,the National Head Start Association
awarded the"Program Achievement Award"to the Community Services Department recognizing the
Contra Costa Head Start program as a program of highest quality. Contra Costa Head Start is the first
program to be recognized in the State of California and the second program in the South-Western region.
This award affirms the leadership role which the department has been playing nationally to drive
innovation and quality standards. In the current climate of stagnating federal funding and school
readiness guidelines for Head Start programs,''this award brings an even higher level of credibility to the
State of California Head Start programs.

National Head Start Association Quality Award
Family and Children's Services (FACS) Division of the Contra Costa County Community
Services Department is pleased to announce that its Head Start and Early Head Start
Programs have been recognized by the National Head Start Association (NHSA) as,a
"Program of Achievement," The achievement award, the first in California and one of
only three nationally'this year, is granted to'Head'Start and Early Head Start programs
that demonstrate the highest standards of quality and are the most innovative in the
Head Start community. This award will be presented to the FACS:division in April at the
NHSKs annual conference in Phoenix, Arizona,
NHSA's Quality Initiative is designed to recognize programs that have achieved quality
standards in areas of program design, program systems, program management, and
services to children and families. This project began in 1994;and is currently
undergoing expansion to all regions.
There are currently two levels of recognition (Program of Achievement and Program of
Excellence.) Programs of Achievement reply to 77 "Achievement Indicators." To
become a Program of Excellence, current Programs of Achievement are challenged to
evaluate the impact of Head Start services, verify classroom quality, and further define
initiatives to enrich their program and share with the early childhood community. All
applications to the Quality Initiative are reviewed by an independent panel of experts
from the field of early childhood:
The National Head Start Association remains committed to recognizing programs for
their achievements and sharing'information about quality practices.
