BACKGROUND/REASON(S)FOR RECOMMENDATION(SI: The National Head Start Association, the professional association of Head Start agencies, recognizes programs of high quality'and distinction with awards under its Quality Initiative program. Very few programs achieve this high standard, and until now no program in the State of California has received this award. Since 1999,the Community Services Department has collected extensive documents of its operations and its services provided to eligible children and families in Contra Costa County to apply to be recognized as a"Program of Achievement"by the National Head Start Association. Documentation /// included governance structure and relationship to the Board of Supervisors,Fiscal Integrity, and strict adherence to all federal Head Start regulations. In February 2002,the National Head Start Association awarded the"Program Achievement Award"to the Community Services Department recognizing the Contra Costa Head Start program as a program of highest quality. Contra Costa Head Start is the first program to be recognized in the State of California and the second program in the South-Western region. This award affirms the leadership role which the department has been playing nationally to drive innovation and quality standards. In the current climate of stagnating federal funding and school readiness guidelines for Head Start programs,''this award brings an even higher level of credibility to the State of California Head Start programs.
