RECOMMENDATION
ACCEPT status report on the implementation of the multi-language capabilities of the
Community Alert Network emergency telephone notification system, and continue this item as
a referral to the internal Operations Committee.
BACKGROUND
The Internal Operations Committee (IOC) was asked by the Board to receive updates from,
and provide additional direction to, the Health Services Department on the status of
implementing the multi-language capabilities of the Community Alert Network.
On March 5, 2001, the IOC met with Lewis Pascalli, Hazardous Materials Program Manager,
and directed Mr. Pascalli to return to the Committee in May 2001 with a work plan that
identifies the steps needed to be taken to implement the multi-language messaging project
by January 2002. The Committee also requested that a staff member in the Hazardous
Materials Program be designated as a primary contact on this project, and that affected cities
and the Air Quality Management District be contacted for possible financial support of the
project. The Health Services Department worked with the community and affected agencies
on this project throughout the year, and provided updates to the Internal Operations
Committee in March, May, August and December 2009 on its progress,

The Department developed apilot project involving approximately 3000 homes in the Laotion
community and four Laotion dialects. One-time grants were received in the amounts of
$100,000 from the California Air Resources Board and $40,000 from the Bay Area Air
Quality Management District Board, enabling the Laotion language pilot project to proceed.
In December 2001, a Project'Coordinator was selected with the assistance of the Laotian
Organizing Project. Four community outreach workers are currently being recruited. The
immediate project goals are to hire and train the outreach workers, develop a database for
managing the information collected, and develop outreach materials.
Attached is work plan and project timeline. The IOC has requested staff to return to the IOC
in November with a follow-up report, including recommendations for the next none-English
speaking population to target. In addition, the IOC will explore the potential for directing
revenue from the levy of fines for Industrial Safety Ordinance violations to sustain this
initiative. It is, therefore, recommended'that this item be kept on referral to the IOC.

Re: Status Report on the Emergency Telephone Ring-down System Multiple Language
Capability Project
We were directed to provide a status update today oil the following items;
1) Funding, Status
2) Staffing
3) Project Timeline
1) Funding Status--Funding has been secured for this project in the amount of
5140,000. The Bay Area Air Quality Management District supplied$40,000 arld the
Califarnua Air Resources Board supplied$100,000,
2) Staffing—County staff conducted an extensive hiring process with the Laotian;
Organizing'Project to hire a project coordinator. Phaeng Toommaly was selected as
the project coordinator. Phaeng comes highly recommend from members of the
Community, and has excellent experience working with the Laotian community and
managing projects of this type (see attached resume). She began work at the
beginning of February, Ms. Toom<-naly is currently in the process of hiring four
community outreach workers. We hope to have these workers hired in March and
starting in April.

3) Ms. Toommaly is currently developing a timeline for project implementation. While
all the specifics haven't been worked out yet,we feel confident the project can be
accomplished its the one year ti nefrarsze originally envisioned. We will continue to
periodically meet with the Laotian.Organizing Project to review the project status and
receive their input on the project development, Our immediate priorities are to
complete the workplan, hire and train the outreach workers, develop a:data base for
managing the information collected, and develop outreach materials.
We will be available for questions at the meeting.
